Assessing Regional Asset Management “Operational Standards” at the Regional Development Planning Office of West Sulawesi Province
Effective local government asset management is critical for the efficient operation and sustainability of public institutions regarding their responsibility and otonomy given by the central government of Indonesia. On local government level, Regional Development Planning Office (Bappeda) is responsible as asset managers on province level. This study evaluates the management of regional assets at the Bappeda Office of West Sulawesi Province. Data collected through survey and interview with the office representatives and employee, supplemented by literature analysis of Domestic Affairs Regulation Number 19 Year 2016 to evaluates the policy implementation in the office. Data suggest that current activities or policy implementation in the office are alligned as the national policy standards. Core acts in the office includes planning – budgeting, procurement, utilization, optimization, security – maintenance, assessment, transfer, disposal, deletion, administration, guidance – supervision – control, and compensation – sanctions. The practices align with the Ministry of Domestic Affairs Policy, ensuring correct and effective implementation. Out of 100, we scored 58 - 59 to the current conformity level at Bappeda office. Some challenges remain with end-users, as some desire to personally own the official vehicles, occasionally breaching the rules, ownership, disposal, etc. The study underscores the importance of following established asset management cycles and regulations for effective asset utilization and maintenance, while highlighting the need for strategies to improve user compliance
Optimising the Supervision of the Use of Village Funds through the Digital-Based Village Guard Program at the Bantaeng District Attorney's Office
Along with the development of village governance management and in an effort to realise excellent and quality services, as well as the great authority given to the village to plan development and manage its own budget, it is intended to empower and improve the welfare of the village community. This authority also provides opportunities for all village communities to participate in village planning and development. Integrated supervision between the prosecutor's office and the village government will bring various benefits. In addition, integrated supervision will also encourage transparency and community participation in the use of village funds. With a more effective supervision system in place, the community will feel more confident and involved in overseeing the use of village funds, thereby preventing and uncovering potential abuses. It is therefore important that we encourage and support the idea of a change in the supervision of the use of village funds that is integrated between the prosecutor's office and the village government. This can ensure transparent, accountable use of village funds, providing real benefits for the development and welfare of village communities. Then the Village Guard Information System (SI-JAGAD) was developed at the Bantaeng District Attorney's Office to optimise supervision of the use of the Village Fund. The data collection technique was carried out using a questionnaire instrument with closed and open question models. Respondents were asked to provide answers according to the conditions experienced. To determine the reliability coefficient of the questionnaire, Cronbach's Alpha was used.
Assessing Regional Asset Management Practices in The Provincial Government of West Sulawesi: Insights from APIP Supervision Based on Permendagri No.19/2016
Clear Description about regional wealth and basis for preparing financial report can be accomplished by good implementation of Regional Asset Management Practices. This research aim to assessing problem on regional asset management in the Provincial Government of West Sulawesi. The Research Method using quantitative analysis from data representation dan qualitative analysis from Permendagri No.19/2016. Conceptual analysis is carried out to data that show the weakness of asset management practices in The Provincial Government of West Sulawesi. These weaknesses include unoptimal of administration implementation by asset users and administrators, the potential loss of official vehicles that are still controlled by moved officials, not documented asset need in the RKBMD, unpaid vehicle taxes, the absence of decree for asset usage, and undocumented asset maintenance by regional asset maintenance cards
Public Aspirations and Complaints Information System: Improving the Quality of Public Complaints in Sidrap Regency
Public assessments determine the quality of public services, so public complaints are needed to improve service quality. In making the management of public complaints more effective as expected by the government in Presidential Regulation no. 76/2013, the Sidenreng Rappang Regency Government has utilized technology, by creating. public aspirations and complaints information system (SIAPP), but until now, the complaint service is still experiencing problems. The socialization of program innovations and complaint procedures through the SIAPP program is not evenly distributed at every level of society. In addition, the SIAPP admin is less responsive in responding to public complaints. Based on this, this research was carried out to analyze the quality of public complaint services in Sidenreng Rappang Regency through the SIAPP application to support the creation of quality public services. Qualitative research methods, with a descriptive approach, were the researcher's choice. Research data was obtained through interviews, which were also strengthened from observations and literature studies. The data that has been obtained is analyzed by referring to the interactive model. The research results show that the quality of public complaints in Sidenreng Rappang Regency cannot be improved by using the SIAPP application because the standard operational procedures for SIAPP are not yet complete. Regional apparatus organizations are slow in following up on community complaints, and community data security is still weak when using the SIAPP application
Implementation of ODF (Open Defecation Free) Program in Warudoyong Sub-district, Sukabumi City
This study aims to examine how the implementation of the open defecation free (ODF) program in Warudoyong Sub-district, Sukabumi City. The Open Defection Free (ODF) program is a government program that aims to change hygienic and sanitary behavior through community empowerment so that the community independently improves good health status. The urgency of this research is due to the lack of public awareness of the importance of hygiene and health. In Warudoyong Sub-district, Sukabumi City, there are still people in two villages who practice open defecation. Based on data from the Sukabumi City Health Office, from 2019 to 2022 there was no decrease in open defecation rates in Nyomplong Village and Warudoyong Village. The research method used a descriptive qualitative method with a snowball sampling technique and the number of respondents was six informants. The result of this research is that the ODF program in Warudoyong Sub-district, Sukabumi City has not been running optimally, due to the lack of public awareness about the importance of the ODF program and limited land for the construction of communal septic tanks. Therefore, the recommendation for this research is the need for community roles and cooperation to improve facilities for the construction of communal septic tanks so that people can improve the quality of clean and healthy living, and increase socialization media by utilizing social media to provide information about the benefits of the ODF program to increase knowledge for the community
Analysis of the Application of Service Innovation to the Study of Public Service Quality in the "House of the Sky" in Sidenreng Rappang Regency
Service innovation is adopted not only as a measure to deal with changes in the organizational environment. More than that, the purpose of service innovation is to improve the quality of public services. Public service innovation continues to be carried out by the government in various sectors, one of which is in the education sector. The education sector is a sector that has an important role that can make a major contribution to national development. Quality education actually gives birth to superior resources in carrying out nation building. This study aims to find out how the application of the "Rumah Langit" service innovation affects the quality of public services felt by the people of Sindenreng Rappang Regency. This research will be conducted from May to November 2023. The research locations include four villages in Sidenreng Rappang Regency. The research method to be used is to use quantitative methods with the research population, namely the people of Sidenreng Rappang Regency who are recipients of the "Rumah Langit" service innovation. This research sample was taken using simple random sampling technique. The tests used in this research are validity tests, reliability tests, descriptive statistical analysis and inferential statistical analysis. The research results show that the indicators used for each variable are in the good category. Through the results of the significance test, it shows that service innovation has a significant effect, where the significant value is smaller than the alpha value, while the calculated t value is greater than the t table, so it can be concluded that there is a significant influence between service innovation on the quality of public services in the "Rumah Langit" service in Sidenreng Rappang Regency
Ambiguity in the Policy Implementation of the No-Smoking Area: Evidence from Indonesia
The ambiguity in the implementation of the No-Smoking Area (NOSAR) public policy is a topic of discussion among people occasionally, along with the underlying perspective of its users (smokers). This article explains the implementation of the NOSAR policy. Qualitative research methods with a phenomenological approach were used to reveal the meaning behind the facts of implementer and smoker behavior. The data collection technique is through observation at the locus where markers or writing are placed that inform about the prohibition of smoking. Apart from that, in-depth interview techniques were used with informants, both policy implementers and active smokers and passive smokers, while exploring documents regarding regulations regarding NOSAR in Bekasi City Government agencies, Indonesia. The data analysis follows an interactive model: data collection, condensation, data presentation, and verification/conclusion. The results of the research found that the implementation of the NOSAR policy in the City of Bekasi has been implemented effectively. However, there are still various obstacles found in the context of its implementation, including a lack of proportional human resources and funds for implementing regional regulations, a lack of coordination between agency leaders and employees, the implementation of trials Justice for NOSAR violators is limited to giving verbal warnings and no administrative sanctions have been given, so that violations of the rules in the NOSAR are still often found
Descriptive Analysis of the 2022 National Defense Index
The Indonesian nation (NKRI) is facing various national issues, both from external and internal sources, which inevitably affect the nation’s unity and integrity. This is especially evident among the younger generation of Indonesia, who are gradually losing their sense of national defense awareness and patriotism. Conflicts—whether political, social, economic, or cultural—along with demonstrations, mass unrest, and violent acts, all contribute to a potential national disintegration, ultimately leading toward radicalism and separatism movements. To anticipate these issues, an understanding of national defense values is essential. To strengthen national unity and integrity, there is a need to measure national defense readiness through a National Defense Index (NDI). The NDI is a personal assessment of the level of awareness among Indonesian citizens to defend their country, reflected in their attitudes, determination, behaviors, and actions, both individually and collectively. The index’s measurable variables include the five core elements of National Defense: love for the homeland, awareness of nationhood and statehood, loyalty to Pancasila, willingness to sacrifice for the nation and state, and basic capability for national defense. This study found that the National Defense Index (NDI) reached a level of 3.30. The highest-scoring element was willingness to sacrifice for the nation and state (with a score of 3.49), while the lowest was awareness of nationhood and statehood (with a score of 3.04). The implications of this study suggest the need for further cultivation, especially in areas scoring lower, such as awareness of nationhood and statehood.
Analysis of Farmers' Independence Strategies in Land Conservation and the Implementation of Flood Management Models in Pandeglang Regency
This study aims to develop exit protocols that promote the autonomy of conservation farmers by applying a Flood Management model in specific river basins within Pandeglang Regency. The present work utilizes the C.I.P.P. (Context, Input, Process, Product) and U.S.G. (Urgency, Seriousness, Growth) methodologies to assess the long-term viability of land conservation initiatives executed by farmers. Contextual input, process, and outcome analysis of implementing the flood management model is conducted using C.I.P.P. At the same time, the Urgency, Severity of the challenges, and prospective growth resulting from this program are assessed using U.S.G. A study revealed that when applied in specific river basin regions, the flooding management program can improve farmers' capacity to adapt and mitigate against flood hazards. Successful application of community-based conservation measures has demonstrated favourable outcomes in land administration and the improvement of food security. However, the long-term viability of the initiative relies on an exit strategy that ensures farmers' autonomy without necessitating external support. This approach entails enhancing the capabilities of farmers, broadening their sources of income, and enhancing their ability to reach markets and employ technology. The findings of this study will likely function as valuable policy suggestions to improve the sustainability of land protection and flood management within the Pandeglang Regency
Analysis of Community Empowerment Through the Development of Potential and Marketing of Tourism Villages
Tompo Bulu Village, located on the slopes of Mount Bulusaraung, is a village bordering Maros Regency, especially Camba District, and is part of the Bantimurung-Bulusaraung National Park area. Tompo Bulu is one of the villages that has been designated as a tourist village with a variety of tourism potential but has not been maximally utilised in accordance with community expectations. This research aims to find out: (1) how the community empowerment of Tompo Bulu tourism village in Pangkep Regency; and (2) how the marketing of Tompo Bulu tourism village in Pangkep Regency. This research is an applied research with a qualitative approach and the data is analysed descriptively. The results showed that the community empowerment of Tompo Bulu Tourism Village has not been maximised because the understanding and benefits of tourism village development have not been imprinted on the community. The promotion strategy carried out has used social media which has been widespread. However, because the facilities to the location of the tourist village are not good, the implication is that the encouragement of the wider community to visit the village is lacking
