    Implementation of Independent Curriculum Policy in Facing the Society 5.0 Era

     The rapid development of technology in the era of society 5.0 is characterized by the rapid pace of information technology, this also makes various challenges appear in various aspects, one of which is education. The functions and objectives of National Education are none other than to develop capabilities and form distinguished national character and civilization in the context of educating the nation's life. In the education system in Indonesia. This research was conducted with a qualitative approach, through literature studies. Data collection was carried out by tracing various sources of literature or literature in the form of RI Minister of Education and Culture Regulation Number: 262/M/2022, journals, and other documents related to the independent curriculum. The independent learning curriculum is presented as an answer to the occurrence of a comprehensive transformation in all aspects, especially the demands of human resources who are able to compete and adapt. The implementation of the independent curriculum in the era of society 5.0 for 12 years of compulsory education has been implemented since February 2022 by the MENDIKBUDRISTEK as one of the independent learning programs to improve the quality of learning. Monotonous learning is a barrier for students to demonstrate their abilities and competencies. The pattern of life that is happening is increasingly dynamic as if there are no limits, this is proven by the development of the world of technology which is growing rapidly. Therefore, education must be able to keep up with the dynamics of the times. In its application, the Merdeka curriculum must also be adapted to the conditions and characteristics of each school, so as to maximize existing potential. In this case, schools must be able to identify the needs and challenges faced, and develop appropriate strategies to overcome them. Thus, it is hoped that the learning process in schools can run well and produce quality output

    Effectiveness of the Whole-of-Government Approach in Overcoming Cross-Sectoral Problems in Makassar City

    The aim of this research is to evaluate the effectiveness of the Whole-of-Government (WoG) approach in overcoming cross-sectoral problems in Makassar City as well as identify the challenges faced and provide policy recommendations to improve public sector collaboration. The research method used is a literature review, which allows the collection and analysis of various relevant and reliable literature sources. Literature was collected through academic databases such as Google Scholar, JSTOR, and PubMed. The analysis technique used is thematic analysis, where relevant information is grouped into themes that have been identified and synthesized to form a complete picture of WoG effectiveness. The research results show that the main challenges in cross-sector coordination in Makassar City include sectoral egos, lack of effective coordination mechanisms, communication barriers, and lack of resources and capacity. To increase the effectiveness of WoG, this research recommends building a collaborative work culture, developing formal and structured coordination mechanisms, improving communication systems, adequate resource allocation, policy synchronization, and implementing reward systems. It is hoped that the implementation of these recommendations can increase the effectiveness of implementing WoG in overcoming cross-sectoral problems in Makassar City, so that public services can run more optimally and efficiently

    Information technology allows offices to manage information and communication more effectively and efficiently. By using information technology, offices can optimize the data management process. This study aims to determine the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia Tbk Makassar, and to find out the supporting and inhibiting factors for the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia TBk Makassar.  This research uses a qualitative method, therefore in order to achieve a research objective, data collection techniques are used, namely observation, interviews, and documentation. The informants of this research were 5 employees of PT. Midi Utama Indonesia Tbk Makassar. The results of this study show that the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia Tbk Makassar can be seen from the indicators that hardware, software and brainware are "effective". It can be seen from the aspect that the hardware that uses a computer is adequate with good quality so that it is very helpful for employees in supporting office activities. From the aspect of software used to process data, including processing, compiling, and storing data, it is quite flexible in supporting the work in the office, one of the applications used is a spreadsheet data processing application that produces relevant, accurate and timely information. From the human aspect (brainware) of human resources in the office of PT. Midi Utama Indonesia Tbk Makassar stated that the technology component is very important in carrying out the development of the use of information technology and all the devices that have been provided. The supporting factors of information technology are information systems that utilize information technology to facilitate the management of various forms of facilities and infrastructure as well as information technology that makes it easier for employees to carry out their individual needs, while the factors that hinder the use of information technology are several problems that are often faced including high dependence on information technology, incompatibility with business processes, regulatory readiness,  procedures, and limitations of human resources, information technology is often not supported by an effective management system and work process, as well as limited human resources

    The Regional Public Service Agency (BLUD) is a system implemented by the technical implementation unit of the agency/regional agency in providing services to the community who have flexibility in financial management as an exception to the provisions of regional financial management in general. The implementation of BLUD is carried out with the aim of improving public services and independence of self-financial management. The independence of BLUD financial management in this study focuses on the causes of BLUD's dependence on APBD subsidies and the problems behind it. The research method uses qualitative methods with an emphasis on document studies and interviews. The results of this study show that BLUD's financial dependence on APBD subsistence is caused by the lack of optimal BLUD financial management and administration process. For this condition, it is necessary to improve the BLUD thinking paradigm so that the performance of financial management and administration can increase so that BLUD's revenue receipts are better and the dependence on APBD subsidies can be further reduce

    This study aims to formulate institutional model  of science techno park especially for Cimahi technopark  which has a vital role in improving the community of Cimahi city. The study was carried out in a qualitative method with a descriptive approach. Data collection technique was carried out through literature studies and open observations and in-depth interviews to understand the condition of Cimahi technopark and determine what kind of Institutional model suits for Cimahi Tehno Park. The findings of the study revealed that the Regional Technical Implementation Unit (UPTD) system has several weaknesses that might affect the Science Techno Park (STP) management. One of these weaknesses includes STP's lack of independence in the UPTD structure. Therefore, Changing status to a Regional Public Service Agency (BLUD) could be a solution to overcome some of these limitations, providing more flexibility in management and funding. Existing as a BLUD brings several benefits, such as greater financial flexibility, managerial autonomy in decision-making, increased service quality, potential for additional income, faster decision-making, more efficient resource management, innovation in services, and financial independence.

Penta helix players affect organization creation and performance. With a penta-helix approach, this study builds a model of Sekolah Kopi Raisa's commitment and institutional capability in coffee company growth. This study employs descriptive qualitative methods. Penta-helix players must support research findings to increase organizational commitment and capability. Both components boost corporate productivity and impact society. Penta helix actors promote organizational commitment and capacity development models, including change goals, influence, normative commitment, emotional, and shared vision. Human resources, networks, and structural development are other entities.

    Self-Government and the Prohibition of General Elections Under Baduy-Dalam Customary Law

    This article discusses the implementation of self-governance using customary law within the Baduy-Dalam Traditional Law Community (KMHA). The author's interest in studying the Baduy-Dalam stems from the bias in understanding between the KMHA, Villages, and Traditional Villages due to the regulation of Law No. 6 of 2014. One of the causes of this bias is the government's misunderstanding in treating and respecting the Baduy-Dalam KMHA, such as the General Election Commission's outreach in Baduy to encourage the participation of indigenous peoples in elections. This article aims to examine the existence and constitutionality of the Baduy-Dalam Tribe as a self-governing KMHA using customary law, including the legality if they do not participate in elections. The data used in this study are empirical facts about the characteristics of the KMHA, verified using a descriptive method with a qualitative approach. The study results show that the Baduy-Dalam Tribe meets the characteristics of a KMHA, making them suitable for self-governance with customary law, including celebrating democracy according to their customs. The novelty found is the full recognition of their unique customary governance system. In conclusion, the Baduy-Dalam Tribe remains constitutional as a self-governing KMHA using customary law. As a solution, the state must genuinely recognize, respect, and preserve their existence

    This study examines the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province. The purpose of this study is to determine the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province and to examine the factors that influence it based on communication variables, resources, dispositions and institutional structures. The research method used is a qualitative method with a post-positivism approach, the research model is descriptive. Data collection through observation, interviews and documentation. Data analysis techniques are carried out by data reduction, data presentation, data verification and drawing conclusions. Data validity is carried out using triangulation techniques. The results of the study indicate that the implementation of the grant proposal policy through the electronic grant system in DKI Jakarta Province has been running quite well, but consistency between regulations is still lacking, the quantity of policy implementing staff is still lacking. Technical instructions (juknis) for implementing the policy specifically have not been made, and the SOP still uses the old SOP. Communication factors , resources, disposition and institutional structure influence the implementation of this grant proposal policy and each of these variables influence each other

    Kompleksitas implementasi kebijakan merupakan fenomena yang tidak dapat dihindari, karena situasi implementasi kebijakan cenderung dinamis dan dipengaruhi oleh faktor iklim/lingkungan di mana kebijakan tersebut diterapkan dan perilaku para aktor dalam organisasi. Oleh karena itu, peran efektif aktor pelaksana menjadi salah satu kunci dalam optimalisasi kinerja implementasi kebijakan pangan bagi masyarakat miskin di kabupaten Bone, salah satu ciri yang dapat dimanfaatkan oleh birokrasi tingkat jalanan adalah diksi, karena diperlukan fleksibilitas dalam menghadapi permasalahan tersebut  . batasan yang tidak jelas, situasi yang tidak menentu, dan tuntutan yang saling bertentangan dalam interaksi sehari-hari antara aktor dengan penerima manfaat kebijakan. Penelitian ini akan mencoba mengeksplorasi bagaimana birokrasi tingkat jalanan  memanfaatkan diskresi dalam implementasi kebijakan pangan terhadap masyarakat miskin di Kabupaten Bone. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis data (Miles, Huberman &; Saldana, 2014) meliputi kondensasi data, penyajian data dan penarikan kesimpulan. Temuan dalam penelitian ini menyimpulkan bahwa penggunaan diskresi yang efektif pada peran aktor birokrasi tingkat jalanan  dapat meningkatkan kinerja implementasi kebijakan pangan bagi masyarakat miskin di kabupaten Bone
