111PENGARUHMOTIVASI DAN DESKRIPSI PEKERJAAN TERHADAPKINERJA PEGAWAI PEMDA KABUPATEN SIDOARJOHerry Arianto LWDosen Manajemen FEB UPNV Jawa TimurAbstraksiOrganisasi akan berdampak pada efesiensi dan efektifitas dalam peningkatan pembangunandaerah. Dalam konsep kinerja organisasi yang dikemukakan oleh Bastian (2013 :329)bahwasanya kinerja organisasi merupakan gambaran mengenai tingkat pencapaian pelaksanaantugas dalam suatu organisasi dalam upaya mewujudkan sasaran, tujuan, misi,dan visi organisasisuatu organisasi. Sedangkan Menurut Robbins (2016) mengemukakan bahwa kinerja adalahpenampakan kemajuan seseorang dalam menghasilkan sesuatu yang tercermin dari hasilpekerjaan. Dengan demikian kinerja baru akan diketahui apabila seseorang atau sekelompokorang dapat menghasilkan suatu pekerjaan sesuai dengan yang telah ditetapkan sebelumnya.Dalam mendukung kinerja factor yang paling penting adalah Motivasi dan diskripsi PegawaiSetelah pembuktian hipotesa dilakukan ternyata ditemukan bahwa variable Motivasikerja karyawan (X1), dan Diskripsi Pekerjaan (X2), tidak mempunyai pengaruh secara secaraparsial terhadap Kinerja karyawan ,Pemba Sidoarjo sedangkan yang memiliki pengaruhsignifikan secara partial terhadap Kinerja karyawan ini karena para karyawan Pemda Sidoarjomempunyai Motivsi dan diskripsi kerja yang baik kerja yang diperlihatkan dengan banyaknyaabsensi pegawai sedang hasil kinerjaqnya kurang terukur /tidak mempunyai ukuran yang jelas,Sedangkan. Dibuktikan dengan uji t yang kesemuanya mendukung kinerja pegawai pemdakabupaten SidoarjoKata Kunci. Motivasi kerja , Diskripsi dan Kinerja112PendahuluanPentingnya deskripsi pekerjaan yang harus diberikan pada pegawai dalam suatu organisasi,peran pelatihan merupakan hal yang harus dilaksanakan oleh para pegawai dalam organisasitersebut. Peningkatan kualitas dan prestasi kerja Pegawai yang ada di organisasi dapat diperolehsalah satunya dengan mengadakan pelatihan. Setiap organisasi yang menginginkan pegawainyadapat bekerja secara lebih efektif dan efisien, sama sekali tidak boleh mengesampingkan masalahpelatihan. Dengan adanya pelatihan, diharapkan dapat meningkatkan prestasi kerja pegawaitersebut.Tugas-tugas kegawaian dalam lingkup Pegawai Pembad Sidoarjo , memerlukan upayapelaksanaan tugasnya berdasar pada mekanisme dan prosedur yang digariskan organisasi. Makapara aparatur yang bertugas di Pemda Sidoarjo tersebut di tuntut memiliki keterampilan teknisserta mampu meningkatkan kualitas kerja dalam melaksanakan tugasnya. Namun terkadangdalam pelaksanaan tugas tersebut tidak memperhatikan kualitas dan tidak sesuai dengan apayang di targetkan sebelumnya. Suatu Instansi seharusnya menghasilkan kualitas dalampelaksanaan pekerjaan karena instansi pemerintah memegang peranan yang sangat penting dalammenunjang pembangunan daerah. Berhasil atau tidaknya suatu daerah sangat bergantung padaprestasi kerja atau kinerja suatu instansi pemerintah.Dalam rangka ikut menyukseskan pelaksanaan pembangunan dan menciptakan masyarakatyang adil dan merata, maka salah satu upaya yang dilakukan adalah memperkuatpenyelenggaraan pemerintahan daerah melalui peningkatan kualitas dan kuantitas pelayananyang profesional oleh para pegawai yang ada, sebab pelaksanaan pembangunan yang merata diseluruh wilayah Negara Indonesia sangat dipengaruhi oleh penyelenggaraan pemerintahan itusendiri.Pembangunan pegawai pemerintah atau dalam hal ini Pegawai Negeri Sipil diarahkanuntuk meningkatkan kualitas kerja pegawai agar lebih memiliki sikap dan perilaku yangberlandaskan kepada pengabdian, kejujuran, tanggung jawab, disiplin dan keadilan, sehinggadalam melaksanakan tugas dan fungsinya sebagai pegawai negeri, dapat berhasil dengan baikserta dapat memberikan pelayanan dan pengayoman kepada masyarakat sesuai dengan tuntunanhati nurani mereka.Untuk membentuk sosok Pegawai Negeri Sipil sebagaimana yang disebutkan di atas, makaperlu dilaksanakan pembinaan yang baik dan teratur, dilakukan secara terus menerus denganberdasarkan pada perpaduan sistem prestasi kerja dan sistem karier yang dititikberatkan padasistem prestasi kerja. Hal ini dimaksudkan untuk memberi peluang bagi Pegawai Negeri Sipilyang berprestasi untuk meningkatkan kemampuannya secara profesional dan berkompetensisecara sehat.Selain itu, untuk meningkatkan profesionalisme dan prestasi kerja atau kinerja pegawaitersebut harus diperhatikan pula masalah kesejahteraannya, agar pegawai yang bersangkutandapat memusatkan perhatian sepenuhnya kepada tugas pokok sehari-hari. Bentuk kesejahteraandi sini antara lain adalah kelancaran dalam pemberian gaji atau bentuk lainnya, sehingga setiappegawai tentunya akan lebih bergairah dan bersemangat dalam bekerja mengingatkesejahteraannya dapat terpenuhi dan diterima sesuai dengan haknya.Pegawai yang memiliki kemampuan mengkoordinasikan aktifitas kerja secara individualsehingga mampu memberikan kontribusi terhadap pencapaian sasaran organisasi tersebut.113Kemampuan (ability) menurut Robbins (2013:145), sebagai “kapasitas individu untukmengerjakan berbagai tugas dalam suatu pekerjaan“. Ditambahkan pula bahwa keseluruhankemampuan dari seseorang individu pada hakekatnya tersusun dari dua yaitu kemampuanintelektual dan kemampuan fisik. Kemampuan intelektual adalah kemampuan yang diperlukanuntuk mengerjakan kegiatan secara mental. Kemampuan fisik merupakan kemampuan yangdiperlukan untuk melakukan tugas yang menuntut stamina, kecekatan dan kekuatan fisik.Efektivitas dan efisiensi dalam melaksanakan pekerjaan akan tercapai, selain pegawaimemiliki kemampuan dan disiplin kerja pegawai harus memiliki motivasi yang tinggi. Motivasiberasal dari kata “movere” dalam bahan latin yang artinya bergerak. berbagai hal yang biasanyaterkandung dalam definisi tentang motivasi antara lain keinginan, harapan, kebutuhan, tujuan,sasaran, dorongan, dan insentif (pemberian tambahan), Dharma (2015). Dengan demikian dapatdikatakan bahwa motif adalah keadaan kejiwaan yang mendorong, mengaktifkan ataumenggerakkan serta mengarahkan dan menyalurkan perilaku, sikap dan tindak tanduk seseorangyang selalu dikaitkan dengan pencapaian tujuan, baik tujuan organisasi maupun tujuan pribadimasing-masing anggota organisasi.Pemberian motivasi ini tidaklah mudah begitu saja, banyak kendala-kendala yang dihadapi.Sehingga dalam memberikan motivasi, pimpinan perlu mengenal dan memiliki keterampilanuntuk mengetahui perilaku bawahan, karena bawahan memiliki motivasi yang berbeda-bedadalam melaksanakan pekerjaan. Berkaitan dengan motivasi karyawan, dapat dikatakan bahwapimpinan dengan berbagai kewenangannya mempunyai kewajiban memotivasi bawahannya.Begitu juga sebaliknya bawahan dengan kepemimpinan yang baik dalam perusahaan membuatmereka terdorong dan termotivasi untuk mencapai tujuan perusahaan. Untuk itu pemimpin dalamhal ini harus berperan aktif dalam meningkatkan motivasi para bawahan guna menuntaskanpekerjaan yang diembannya.Permasalahan yang umumnya dihadapi oleh organisasi adalah bagaimana meningkatkankinerja pegawainya. Menurut Simamora (2012: 21) kinerja merupakan hasil kerja yang dapatdicapai oleh seseorang atau sekelompok orang dalam suatu organisasi, sesuai dengan wewenangdan tanggung jawab masing masing, dalam rangka upaya mencapai tujuan organisasibersangkutan secara legal, tidak melanggar hukum dan sesuai dengan moral maupun etika. Suatuorganisasi, baik pemerintah maupun swasta untuk mencapai tujuannya, harus melalui saranadalam bentuk organisasi yang digerakkan sekelompok orang yang berperan aktif sebagai pelakudalam upaya mencapai tujuan perusahaan atau organisasi (Sedarmayanti, 2017: 263). Hal inidapat terjadi karena banyak karyawan yang tidak berusaha maksimal dalam pekerjaannya,sehingga target yang ditetapkan perusahaan tidak tercapai sebagai akibat dari kinerja karyawanyang tidak maksimal.Kantor Kantor Pemda kabupaten Sidoarjo adalah salah satu instansi pemerintahmelaksanankan tugas dari wakil rakyat maka memerlukan suatu kemampuan , motivasi, sertadiskripsi kerja sehingga kninerja dari para pegawai pemda kabupaten Sidoarjobisa maksimaldalam menjalankan tugasnya114Landasan teoriMotivasiPengertian motivasi menurut Robbins (2016) sebagai kesediaan untuk mengeluarkan tingkatupaya yang tinggi kearah tujuan organisasi, yang dikondisikan oleh kemampuan upaya tersebut untukmemenuhi kebutuhan individual. Sedangkan Dharma (2001) berpendapat bahwa motivasi berasal darikata “movere” dalam bahan latin yang artinya bergerak. Berbagai hal yang biasanya terkandung dalamdefinisi tentang motivasi antara lain keinginan, harapan, kebutuhan, tujuan, sasaran, dorongan, daninsentif (pemberian tambahan). Widjaya (2013) berpendapat ”daya dorong yang ada di dalam diriseseorang sering disebut motif”. Dengan demikian dapat dikatakan bahwa motif adalah keadaan kejiwaanyang mendorong, mengaktifkan atau menggerakkan serta mengarahkan dan menyalurkan perilaku, sikapdan tindak tanduk seseorang yang selalu dikaitkan dengan pencapaian tujuan baik tujuan organisasimaupun tujuan pribadi masing-masing anggota organisasi.Deskripsi PekerjaanHasibuan (2006) uraian pekerjaan (job description) dan uraian jabatan (job position) diketahuiserta disusun berdasarkan infromasi yang telah dihasilkan oleh analisis pekerjaan. Job descriptionbiasanya digunakan untuk tenaga kerja operasional, sedangkan job position digunakan untuk tenaga kerjamanajerial. Uraian pekerjaan atau jabatan harus ditetapkan secara jelas untuk setiap jabatan, supayapejabat tersebut mengetahui tugas dan tanggung jawab yang harus dilakukannya. Job description akanmemberikan ketegasan dan standar tugas yang harus dicapai oleh seorang pejabat yang memegangjabatannya tersebut. Job description ini menjadi dasar untuk menetapkan spesifikasi pekerjaan danevaluasi pekerjaan bagi pejabat yang memegang jabatan itu. Job description yang kurang jelas akanmengakibatkan seorang pejabat kurang mengetahui tugas dan tanggung jawabnya. Hal ini mengakibatkanpekerjaan tidak beres, bahkan pejabat bersangkutan menjadi overacting.KinerjaMenurut Robbins (2016) Kinerja dapat dibagi ke dalam empat golongan yaitu:1. Kemampuan teknis, mencakup pengertian mengenai suatu aktivitas khusus dan kecakapan didalamnya, terutama yang menyangkut metode-metode, proses-proses, prosedur-prosedur dan teknik-teknik.2. Kemampuan manajerial, mencakup pengertian mengenai perencanaan, pengorganisasian,pengkoordinasian, monitoring, pengendalian dsb.3. Kemampuan kemanusiaan, berkaitan dengan kepandaian orang berhubungan dengan orang lain.Dalam konteks organisasi, kemampuan ini mungkin meliputi kepandaian memotivasi orang lain,mempengaruhi orang lain, memimpin orang lain, membangkitkan semangat tim dan sebagainya.4. Kemampuan konseptual, mencakup kemampuan untuk melihat perusahaan sebagai keseluruhan,kemampuan memvisualisasikan hari depan organisasi dan visinya terhadap hari depan organisasi.115METODE PENELITIANJenis PenelitianPenelitian ini menggunakan jenis penelitian penjelasan atau (explanatory research),menurut Singarimbun dan Effendi (2005)” penelitian penjelasan atau (explanatory research)merupakan penelitian yang bertujuan untuk menjelaskan pengaruh antar variabel melaluipengujian hipotesis”. Penelitian ini berusaha menjelaskan pengaruh kemampuan pegawai,motivasi dan deskripsi pekerjaan berpengaruh secara simultan dan parsial terhadap kinerjapegawai Pemda Kabupaten SidoarjoDefinisi OperasionalDefinisi operasional variabel merupakan unsur penelitian yang memberitahukanbagaimana cara mengukur suatu variabel yang berisikan indikator yang memungkinkan penelitimengumpulkan data yang relevan untuk variabel tersebut.Pengukuran VariabelMenurut Sugiyono (2010) ”skala Likert digunakan untuk mengukur sikap, pendapat danpersepsi seseorang atau kelompok tentang fenomena sosial”. Dengan skala likert, maka variabelyang akan dijabarkan menjadi sub variabel. Kemudian sub variabel dijabarkan menjadikomponen sebagai titik tolak untuk menyusun item instrumen yang dapat berupa pertanyaan ataupernyataan yang kemudian dijawab oleh responden.Untuk mengukur variabel-variabel yang akan diteliti melalui tanggapan respondendigunakan skala likert, dalam penelitian ini masing-masing jawaban pertanyaan dalam kuesionerdiberi skor sebagai berikut : Sangat Tidak Setuju diberi bobot 1, Tidak Setuju diberi bobot 2,Cukup Setuju diberi bobot 3, Setuju diberi bobot 4 dan Sangat Setuju diberi bobot 5opulasi dan Sampel PenelitianPopulasi dari penelitian ini adalah seluruh pegawai Sekretariatan DPRD KabupatenNgawi sebanyak 100. Penentuan jumlah sampel pada penelitian ini menggunakan pendekatanstatistik Ferdinand (2006) dengan margin of error 10%. Berikut rumusnya:2Nd1Nn dimana:n = jumlah sampelN = ukuran populasid = presisi yang ditetapkan atau prosentase kelonggaran ketidaktelitian karena kesalahanpengambilan sampel yang masih dapat ditolerir (margin of error)Dengan ukuran populasi 100 dan tingkat kelonggaran ketidaktelitian sebesar 10% makaukuran sampel dalam penelitian berjumlah 50 responden. Dengan Perhitungan sebagai berikut:N =100/ 1+100 (0,1)Setelah ditentukan jumlah sampel dan langkah pengambilan sampel, selanjutnyaresponden yang dipilih menggunakan teknik simple random sampling yaitu teknik sampling116probabilitas di mana masing-masing responden memiliki probabilitas yang sama untuk terpilihmenjadi sampel.a. Sumber DataSumber data yang digunakan dalam penelitian ini adalah :1. Data Primer, merupakan data yang diperoleh langsung dari responden dilapangan, berupatanggapan responden tentang kemampuan, motivasi dan deskripsi pekerjaan terhadap kinerjapegawai Sekretariartan DPRD Kabupaten Ngawi dengan menggunakan kuesioner yangdibagikan untuk diisi.2. Data Sekunder, Data sekunder adalah data yang berasal dari Pegawai Sekretariatan DPRDKabupaten Ngawib. Metode Pengumpulan DataTeknik atau metode yang digunakan dalam pengumpulan data sebagai berikut:1. Metode kuesioner merupakan suatu metode pengumpulan data dengan menggunakanseperangkat pertanyaan tertulis yang ditujukan kepada responden yaitu pegawaiKesekretariatan DPRD kabupaten Ngawi Metode Dokumenter merupakan suatu metodepengumpulan data dengan cara mempelajari dan mencatat dokumen-dokumen serta catatan-catatan yang berkaitan dengan data yang diperlukan dalam penelitian ini.Hasil PenelitianPembuktian hipotesa pengaruh masing – masing variabel bebas secara partial (uji t).Tabel Perbandingan t-hitung dengan SignificantVariabel t-hitung Sign.X1 4,175 0,042X2 4,738 0,032Dari t-hitung tersebut adapat diketahui bahwa (X1),Motivasi Kerja (X2) Diskripsi Kerjamemiliki pengaruh signifikan, terhadap Kinerja ditunjuk dengan nilai signifikansi hitung lebihkecil dari 0,05 (5%) atau 0,042 variabeli Diskripsi kerja (X2) memiliki pengaruh signifikandengan nilai signifikan 0,032 lebih kecil dari 0,05 (5%) yang artinya bahwa Motivasi kerja danDisiplin kerja berpengaruh terhadap Kinerja karyawan Pemda kabupaten SidoarjoPembahasanSetelah pembuktian hipotesa dilakukan ternyata ditemukan bahwa Motivasi kerjakaryawan (X1), dan Disiplin kerja (X2),mempunyai pengaruh secara secara parsial terhadapKinerja karyawan , sedangkan yang memiliki pengaruh signifikan secara partial terhadap Kinerjakaryawan PerhuPemda Sidoarjoani ini karena para karyawan PerhutaPemda Sidoarjo Motivasidan mempunyai disiplin kerja yang diperlihatkan dengan absensi pegawai yang tidak banyaksedang hasil kinerjanya terukur jelas,117KesimpulanBerdasarkan hasil pengujian dengan menggunakan analisis SPSS untuk mengujipengaruh Motivasi kerja, dan Kotmitmen Organisasi terhadap Kepuasan Kerja , maka dapatdiambil kesimpulan sebagai berikut :1. Terdapat pengaruh positif dan signifikan Motivasi terhadap Kinerja.2. 53THE EFFECT OF INTEREST CREDIT, INFLATION AND REGIONAL BRUTODOMESTIC PRODUCTS TO INVESTMENT CREDIT DISTRIBUTION INCOMMERCIAL BANKS IN EAST JAVASri MuljaningsihFEB UPNV East Java lecturerABSTRACTIBanking institutions have a very strategic role in driving the economy of acountry. Speaking of banking, it certainly cannot be separated from one of its main businesses,namely lending. Credit is a gift of achievement by one party to another party which will bereturned again at a certain time accompanied by a performance criterion, in the form of interest.In other words, money or goods received now will be returned in the future. This study aims todetermine the effect of lending rates, inflation and GRDP on investment lending at commercialbanks in East Java. This study uses secondary data obtained from the Central Statistics Agencyand Bank Indonesia data for a period of 10 years starting The analysis technique used isMultiple Linear Regression Analysis using computer aids program SPSS (Statistics Program ForSocial Science) Version 13.0 which shows the effect between theindependent variable and the dependent variable. The results showed that thesimultaneous variables of credit interest rates, inflation and GRDP influenced the distribution ofinvestment loans to commercial banks in East Java. While partially the GRDP variable has apositive effect on investment lending at commercial banks in East Java. Credit is a gift of achievement by one party to another partywhichwill be returned again at a certain time accompanied by a performance criterion,in the form offlowers. In other words, the money or goods received now will be returnedin the future. Thereare two types of parties involved in credit matters, namely partiescredit providers (creditors) and credit recipients (debtors) (Mardiyatmo, 2008: 93). Investmentcredit distribution by banks depends on several factors such as GRDP,inflation, and creditinterest rates. Here researchers will discuss more specifically aboutinvestment credit, whereinthis investment credit is a credit given to paraentrepreneurs for investment, means for additionalcapital and not for purposerepair or addition of capital goods or facilities that are closelyrelatedwith that. For example, to build factories, buy / replace machines andforth (Hismendi,2015) Speaking of credit, of course there are granting achievements and contra achievements.Suyatno et al.2007: 100) write, credit is the granting of achievements (for example money andgoods) withreply performance (contra achievement) that will occur in the future. Bank interest rates are used to controla country's economy. Interest rates are set and determined by the governmentaims to maintain the sustainability of a country's economy. This interest rateimportant to be taken into account because the average investor is always expectinggreater investment returns. According to Mishkin (2008: 4), interest rates are costsloan or the price paid for the loan fund (usuallyexpressed as a percentage per year).Inflation TheoryAccording to Bambang and Aristanti (2007) Inflation is the process of price increasesgeneral price continuously. Inflation will cause a declinepeople's purchasing power. This happens because inflation will decreaselevel of income.GRDP TheoryGross Regional Domestic Product (GRDP) is one indicatorcommonly used to measure the level of success of economic developmentregion / region. Because the success of a development is very dependent onthe ability of the56region to mobilize limited resourcesin such a way that it can make structural changes thatcanencourage overall economic growth and economic structureRESEARCH METHODOLOGYThis study uses a quantitative approach seen from the type of data that is Numbers with thedependent variable Investment Credit Distribution (Y) and independent variables TribesCreditInterest (X1), Inflation (X2), GRDP (X3). The type of data used in this study is secondary datathat uses time series or time series data 10 the year is 2007-2016. Credit interest, inflation andGRDP data are obtained from the Agency Statistics Center (BPS) of Surabaya City. Whileinvestment lending data is obtained from previous research and data from the Bank Indonesiawebsite.Data analysis techniques in this study used the classic assumption test and hypothesis testby the method of multiple linear regression analysis. General form of the regression equationmodelused in this research are:Y = βo + β1X1 + β2X2 + β3X3 + u ……………. (Sulaiman, 2004: 80)Where:Y = Number of Investment Loans disbursed by Commercial Banks in East JavaX1 = Credit Interest RateX2 = InflationX3 = Gross Regional Domestic ProductΒ0 = Constantβ1, β2, β3 = Regression Coefficiente = Error or confounding variable, is representative of all other factors that arecan affect credit distribution, but not included in the model becauseassumed to be zeroThe results of the multiple linear regression57Based on the results of hypothesis testing shows that the value of t table with a real level (α)of0.05 (5%) with df 6 of 2.44691.Based on table 4.1.1 partial calculation, the t value is 0.603while the value of t table (α / 2 =0.025) with degree of freedom (df) 6 (n-k-1)obtained the value of ttable of 2.44691. From these results it is known that the value of t count0.603≤ t table 2.44691.The partial value of r2 for the variable Credit Interest Rate is 0.488, whichmeans Credit Interest Rate(X1) partially able to explain the dependent variable Investment CreditDistribution (Y) of.8% while the remaining 51.2% cannot be explained by these variables.Based on table 4.1.1 partial calculation, the t value is -0.662while the value of t table (α / 2 =0.025) with degree of freedom (df) 6 (n-k-1) obtained the value of ttable of 2.44691. From these results it is known that the value of t arithmetic -0.662 ≤ t table2.446.The value of r2 is partial for the Inflation variable of 0.510, which meansInflation (X2) partiallyable to explain the variable dependent Investment Credit (Y) of 51%while the remaining 49% cannot be explained by these Based on table 4.1.1 partial calculation,the value of t is 15.940 while the value of t table (α / 2 = 0.025) with degree of freedom (df) 6 (n-k-1) obtained the value of t table of 2.44691. From these results it is known that the calculated tvalue of15,940 ≥ t table 2.44691The partial r2 value for the GRDP variable is 0.993, which means the GRDP(X3) partiallyable to explain the variable dependent Investment Credit (Y) of 99.3% whereas theremaining 0.7% cannot be explained by these variables.58DiscussionBased on the results of the simultaneous test it can be seen that the entire independent variable isLoan Interest Rates, Inflation and Gross Regional Domestic Product (GRDP) have aneffectsimultaneous and tangible towards Investment Credit Distribution at Commercial Banks inEast JavaLoan Interest Rates do not significantly affect investment lendingat a commercial bank in East Java. So the results of this study are not in accordance with theallegations orthe hypothesis of the researcher in the previous chapter. That with a decrease inlending rates has no effect on increasing investment lending. Because society orThe entrepreneur will take an investment credit at a commercial bank in East Java to fulfill needsin increasing production and in the context of business expansion. Businessmenwill continue to take investment loans even if interest rates rise, due to loan fundsit is used to replace fixed assets that have expired technical and economic life,increase production / business expansion and to improve cost efficiency. Besides thatwhen there was an increase in interest rates for the last 10 years the rate of increase in Indonesianot so high, different when in 1998 where a monetary economic crisis occurredresulting in many companies going bankrupt so as to borrow capital will be feltvery difficult with large interest rates. This research is in accordance with the researchconducted by Ningsih, Daryanti (2010) and Indrayani, Zuzila (2013).Inflation does not significantly affect investment lending at bankscommon in East Java. So the results of this study are not in accordance with the allegations orhypotheses of researchers.The level of inflation that occurs is not the only basis for indicators that determine considerationbank management decision-making in determining its lending policy.Because each bank has its own considerations and policies in making decisionsin determining the amount of credit extended to debtors in need. Ridefalling inflation does not have an excessive effect on demand for creditthe debtors. Debtors, especially entrepreneurs, will still need loan fundsinvestment credit as a company's operational capital and to meet if availableincrease in sales or demand from consumers. In addition, when there is an increasethe inflation rate for the last 10 years the rate of increase in Indonesia is not so high,different when in 1998 where there was a monetary economic crisis that resulted in manythecompany went bankrupt and the economy plummeted so that when inflation went up and outcompanies need capital injections by applying for credit then it will add upthe risk of bankruptcy in that company. This research is in accordance with research59Previously by Daryanti Ningsih (2010) and Astri Indriyanti (2017).Gross Regional Domestic Product (GRDP) significantly influences distributioninvestment credit. So this is in accordance with the allegations or hypotheses of researchers.Increase in GRDP shows the level of prosperity achieved by the community. This increase toorepresent an additional income of the community while changing consumption patternssociety becomes higher. On the other hand, additional income drives the community orentrepreneurs apply for credit to banks. This is caused by the ability of the sideincome increases and can be used to pay credit installments. So withthe higher the GRDP level, the higher the investment credit will also be. Thingproficiency level because entrepreneurs need funds or capital for the continuity of productionhiscompany. This is in accordance with previous research conducted by Hismendi(2015).ConclusionBased on the analysis described in the previous chapter, it can be takenconclusion as follows:1. Credit Interest Rates do not affect the Investment Credit Distribution at BanksCommon in East Java.2. Inflation has no effect on investment lending at commercial banks in JavaEast.3. 30POTENTIALS OF FISHERY SUBSECTOR FISHERY IN THE ECONOMICGROWTH IN LAMONGAN DISTRICTMuchtolifahLecturer in the Faculty of Economics and Business UPN V East JavaABSTRACTThe fisheries sector is a sector that exists in the agriculture, forestry andfisheries sectors. In the fisheries sector there is a ponds fisheries sector, with itscultivation media which is land that can be planted with rice and is also used forponds. The purpose of this study is to analyze and find out the shift in the fisheriessector, the amount of fishpond production in which ponds are superior and whetherthe sub-sector of the ponds fisheries is the leading sector in the fisheries sector inLamongan Regency.In this study using secondary data types, namely time series for 7 years from2010-2016. And data sources come from the East Java Provincial Statistics Board, theCentral Statistics Agency of Lamongan Regency, the East Java "Veteran" NationalDevelopment University library and the Lamongan Regency Fisheries and MaritimeOffice. The analysis technique used in this study is the Shift Share and LocationQuotient (LQ) analysis techniques.Based on the analysis conducted, the results of the analysis show that thefisheries sector tends to encourage growth with positive results. And the paddy fieldfisheries sub-sector is included in the superior sub-sector in Lamongan Regency andthe most productive amount of paddy field fisheries production per district is inGlagah District.Keywords: Economic Growth, Fisheries Sector, Pond Rice Farm Subsector.31PRELIMINARYEconomic growth is the development of activities in the economy thatcauses the goods and services produced in society to increase. Economic growth is anincrease in GDP or real GNI. For a long time economists have analyzed importantfactors that influence economic growth. (Sukirno, 2011).Economic growth can also be measured by using the GRDP or commonlyreferred to as the Gross Regional Domestic Product. Gross Regional DomesticProduct is the gross value added of all goods and services that are created or producedin the domestic territory of an area that arises due to various economic activities in acertain period regardless of whether the production factor is owned by residents ornon-residents. Gross Regional Domestic Product has 17 sectors. Which includeagriculture, forestry and fisheries sectors. The fisheries sector is included in theagriculture, forestry and fisheries sectors.The fisheries sector is the most important sector in the agriculture, forestry andfisheries sectors. This category includes all activities of catching, hatching, andcultivating all types of fish and other aquatic biota, both in fresh water, brackish waterand at sea. Commodities produced by fisheries activities include all types of fish,crustaceans, molluscs, seaweed and other aquatic biota obtained from fishing (in thesea and public waters) and aquaculture (sea, ponds, cages, floating nets, ponds, riceponds). Also included in fisheries activities are services that support fisheriesactivities on the basis of fees or contracts. (BPS of East Java Province, 2015).The fisheries sector also has many sub-sectors, namely the public water fisheries sub-sector, the pond fisheries sub-sector, the pond fisheries sub-sector, the floating netcage fisheries sub-sector, the paddy field fisheries sub-sector. Rice paddy pondsfisheries are aquaculture media cultivation on land that can be planted with rice and isalso used for ponds. This aquaculture together with rice plants, which are placed in thesame area. The pattern of cultivation is adapted to the conditions of the area, thepattern is usually the pattern of fish - fish or fish - fish - rice and rice - fish - rice. The32types of fish commonly cultivated include: milkfish, tawes, carp, cork fish, catfish,tilapia, tilapia fish, catfish, other fish, tiger shrimp, vannamei shrimp, other shrimp.(Fisheries and Maritime Affairs Office of Lamongan Regency, 2012).Lamongan Regency is a regency in East Java Province with its capital city,Lamongan. The Regency is bordered by the Java Sea in the north, Gresik Regency inthe east, Mojokerto Regency and Jombang Regency in the south, and Tuban Regencyin the west. The government center of Lamongan Regency is located 50 km west ofSurabaya City, the capital of East Java Province. Lamongan Regency is one of theareas included in the Surabaya metropolitan area, namely Gerbangkertosusila.Lamongan Regency is geographically located at 6o51 '- 7o23' South Latitudeand 112o33 '- 112o34' East Longitude. Lamongan Regency has an area of​ ​ approximately 1,812.8 km2 or ± 3.78% of the total area of ​ ​ East JavaProvince. With a length of coastline of 47 km, the sea area of ​ ​ LamonganRegency is 902.4 km2, if calculated 12 miles from sea level. Which has 27 Districts.Based on the condition of the Lamongan Regency, it can be seen that thepotential of the aquaculture ponds in Lamongan Regency has many types developedin the Lamongan Regency area. But there are also several in each sub-districts thathave no potential with ponds fisheries.This study aims to analyze how the shift in the fisheries sector at the economiclevel in Lamongan Regency. To find out whether the ponds fisheries subsector is theleading subsector in the Lamongan Regency fisheries sector. To analyze the amountof pond rice production per sub-district which is more productive in LamonganRegency.MATERIALS AND METHODSThis research was conducted with many considerations because LamonganDistrict has many fisheries areas and various types of fisheries developed.Geographically the mainland area of ​ ​ Lamongan Regency can also be used verystrategically.Data collected in this study uses secondary data types, namely time series for 7 yearsfrom 2010-2016. The method of data collection is by means of library research, whereresearchers can find the required data through published sources. In this study using the Gross Regional DomesticProduct of East Java Province and the Gross Regional Domestic Product of LamonganRegency, from these results it can also be seen the growth rate of each Gross RegionalDomestic Product, does it have a good growth rate for economic growth, or evenprovides poor growth for economic growth especially in Lamongan Regency and EastJava Province.As well as to see the agriculture, forestry and fisheries sectors in the sector in theGross Regional Domestic Product, because the fisheries sector is in the agriculture,forestry and fisheries sectors. The fisheries sector gives a good growth rate ineconomic growth or even makes a bad growth rate in economic growthFrom the results of the study it can be said that the agriculture, forestry andfisheries sectors can be said to be the base sector or sectors that are leading in theGross Regional Domestic Product in Lamongan Regency at the East Java Provincelevel, the growth of these sectors tends to inhibit growth at the Provincial level, andrelative growth slow, due to lack of adequate facilities, lack of infrastructure, there isone subsector that does not support, but the agriculture, forestry and fisheries sectorshave many locational advantages in the Lamongan Regency.From the results of the study it can be said that the agriculture, livestock,hunting and agricultural services sectors as well as the forestry and logging sectors arenon-base sectors or sectors that are not superior and have growth tends to be slow andgrow relatively slowly, but have locational advantages. The fisheries sector is a base34sector or leading sectors in the agriculture, forestry and fisheries sectors, has growthtends to encourage and grow relatively quickly in economic growth and has alocational advantage in the economy in Lamongan Regency.From the LQ analysis calculation results or commonly referred to asLocation Quotient which is used to measure the base or non-base sectors, or superiorsectors or non-superior sectors and Shift Share analysis to measure the growth of thesector tends to inhibit or encourage, to grow relatively slowly or fast, not haslocational advantages or has locational advantages. So it can be said that what makesthe growth of the agriculture, forestry and fisheries sectors tend to be slowing down,growing relatively slowly but having locational advantages is because of the existenceof the fisheries sector, because the fisheries sector shows that the growth of thesesectors tends to be encouraging and relatively fast, and has adequate locationaladvantages , and the fisheries sector is also called the leading sector or the base sector,the fisheries sector provides good economic growth in the agriculture, forestry andfisheries sectors.From the above results, the most potential sub-district in ponds fisheries isGlagah sub-district. Subdistricts that do not produce fishponds in aquaculture pondsare located in Sukorame, Bluluk, Ngimbang, Sambeng Districts close to Jombang andMojokerto districts where there is potential for agriculture and paddy fields,Kembangbahu District which has the potential to be agriculture.Modo District is close to Bojonegoro Regency which has more potential withagriculture, Solokuro District is close to Gresik Regency which is famous for itsfishponds potential, while Brondong and Paciran Districts have no potential for paddyfield fisheries because the area is close to the coast and the potential there is seafisheries.Mantup sub-district is the sub-district that produces the least amount ofaquaculture ponds, because there is a more developed area there, namely agriculture,because it is close to Mojokerto which has a lot of agriculture.The types of fish produced by ponds fisheries are goldfish, tawes, tilapia, milkfish,catfish, tilapia, cork, catfish, lai fish, tiger shrimp, vename shrimp, other shrimp.35CONCLUSIONS AND RECOMMENDATIONSConclusionBased on the data and discussion above, it can be concluded that1. Shifting the fisheries sector is emphasized on the Gross Regional Domestic Product ofLamongan Regency which tends to encourage the growth of the Gross Regional DomesticProduct of East Java Province because it is shown by positive results and the amount of land orplace that can be used for aquaculture in Lamongan Regency.2. The ponds fisheries subsector is a superior sector in Lamongan Regency, because inLamongan Regency also has a lot of land to be used for pond rice fisheries, this pond ricefisheries are cultivated in an easy way that is when planting rice and the same land land, and themajority of the population are also many who work double as a farmer and as a fisherman.3. The most productive amount of fish field pond production per district is in Glagah District.Because the amount of pond rice fisheries production there is more than any other sub-district,and is always productive in producing ponds fisheries every year. Even though there aredeclining yields, Glagah Subdistrict always produces these fishponds.Suggestion1. The government should provide a good solution to improve the quality of the fisheries sectorby socializing with the community to discuss together in improving the fisheries sector inLamongan Regency.2. Providing trainings for the community which initially in the District produced a small amountof paddy pond fisheries production, so that the production of their paddy pond fisheries increased.REFERENCESAnonymous, 2010.
