평생직업능력개발 촉진을 위한 국가역량체제(NQF) 운영 방안
Current National Qualifications Framework (NQF) has become a global phenomenon as it has been implemented or is under the process of implementation in more than 155 nations. As South Korea is also one of the nations that prepare for NQF implementation, it is going under the process of NQF implementation as a part of government project to ‘create a competence based society, not on academic clique’. Therefore, the Ministry of Education and the Ministry of Employment and Labor are planning to build up NQF, ultimately until 2017, through demonstration projects by establishing ‘Basic Plan of National Qualifications Framework (2013.12)’.
However, even though the purpose of NQF is respectable, if it is difficult to be absorbed by existing system or has some implementation limit, it is considered that its original policy goal cannot be fully achieved. Therefore, it is required to have systematic examination and analysis about the foundation for NQF and the existing system.

산학협력을 통한 지방대학 특성화 전략 연구
The study aims to analyze the level of specialization and industry-academic cooperation of local universities in Korea, then suggest specialization strategies through industry-academic cooperation. Although government provides ways to measure the specialization and industry-academic cooperation level of universities, the indicators existing are limited to certain programs and are not adequate to measure all the universities' cases. Therefore, this study developed indicators to measure the specialization and industry-academic cooperation level of universities. To develop the indicators, we asked experts to weigh the importance of indicators through AHP survey methods. Finally we developed nine indicators for specialization level of universities, and twelve indicators for industry-academic cooperation level of universities. With the indicators developed, we collected 202 college data from 'the information service of higher education in Korea' website and 'the information service of specialization of higher education in Korea' website.
국가직무능력표준(NCS)에 의한 자격제도 개편 방안
Qualification system in Korea has been developed to be more important and prevalent as an objective tool to measure one’s ability in work place. According to the drastic changes of the era, however, qualification system also undergoes new change driven by national and international factors. Therefore, this study aims to analyze and reorganize the direction of the qualification system in Korea based on National Competency Standards (NCS) in order to propose agenda to reform current qualification system.

To establish the competence based society, the government induces industries to construct human resource management system based on job competency evaluation system and National Competency Standard (NCS). Since the paradigm shift in human resource management, the government practices NCS based recruiting and promotion system, and carry forward competence based human resource management system excluding educational background and qualification, there exist the need of the change in human management skill and process such as recruiting and HR, career development, refresher and extension course. In this situation, the need of NCS is raised for public institutions. For this reason, it is urgent to find out a good method to convert current HR system of public institutions to NCS based HR system.

This report examines way of accreditation for vocational training institution. As know, this topic has known sensitivity topic and very difficult theme since long before. The reason why like this is that there is no clear incentive for vocational training institution in case of doing accreditation in training market.
Therefore, we need to discuss on the way and philosophy of accreditation for efficiency of accreditation policy in the training market.

The second chapter suggests the direction of careers information generation through literature review and the analysis of“Myfuture”, the careers information portal site in Australia. The changed concept due to the information and communication technology revolution is arousing changes in the paradigm of career development. MyFuture gathers and provides occupational information that developed for public purpose. Therefore career information needs to reflect the reality of career world and to be efficiently accessible. Also career information should have the proper delivery system and support the self-directedness of information consumer.
직장 따돌림의 실태조사와 방지 방안 연구: 제조업을 중심으로
Facing these issues, this study attempted to explore into the workplace bullying in manufacturing industry. Firstly, literature review was conducted examining the research conducted within and outside of South Korea. The anti-workplace bullying legislation of Norway, Belgium, and Canada were also discussed. The review of the literature and legal legislation highlighted the lack of the research into workplace bullying and of the policy support for bullying intervention.
기업과 구직자의 무형적 요구분석을 통한 청년층 노동시장 분석
This study explored youth labor market by intangible demand analysis from firms and applicants. The employment problems, especially for young generation, would be serious issues in the labor market since they would be related to over-education, loss of social capital, and skill discontinuity. The previous labor economic studies focused on tangible mismatch such as mismatch of information, skill, and income. However, this approach could not reflect the variety of companies in the labor market. To overcome this limitation of tangible labor market mismatch approach, marketing or human resource management approach based on internal and behavioral variables would be needed. The youth labor market of Korea has some unique characteristics compared to other developed countries like OECD countries. The Korean young generation has low employment, but it also has low employment rate too. This ostensibly conflicting labor market features would resulting from the late labor market entry of Korean young generation. The features and causes of NEET were also analyzed.
