주요국 자격제도의 성과와 한계 : 독일 · 영국 · 호주를 중심으로
Thus the three purposes of this research are as follows: first, to accurately understand the qualification systems of Germany, Great Britain, and Australia, which are mainly referenced in running Korea’s project, and to determine the complications arising in management and operation, as well as how frequently and how well the systems are utilized in the labor marketsecond, to analyze the background for the results, given that the three nations’ qualification systems are making positive resultslastly, to find not only the direction Korean qualification system should take, but also future implications needed to make effective policies to help restore the role of qualifications in the labor market.
창조경제 핵심인력 육성정책 연구 : SW산업과 광고산업을 중심으로
This study is designed to achieve largely the following two purposes: One is to define the scope of creative industries and promising fields among them which reflect the nature of Korean creative economyand the other is to suggest practical manpower policy measures to realize creative economy successfully by analyzing current situation and prospect, and by drawing effective linkage measures between education and labor market.
Overseas and domestic literature review was conducted to clarify the concept and issues of Korean model of creative industry and its leading manpower. In the research advertising industry and software industry are selected as representative fields in creative economy, so as to explore the job specifications and its education and training system. Especially the balance of core and the rest of the labor force in the specific industries were looked into both in the formal education system and non-formal training system.
Besides, some survey research were conducted to grasp the conditions of supply and demand of core labor force, which would be applied as grounding to suggest development policy tasks to enrich the quality of education and training to advance the industries.
인적자원정책 인프라 진단 및 정비 방안
The purpose of this study is to reset the basic law and the operating system for HR (human resources) policy in Korea. To fulfill this purpose, we reviewed the actual condition and the performance of the NHRD policy that was pursued by Ministry of Education and Human Resource Development from 2000 to 2007. At the same time, we examined new agendas of the human resources policy in relation to the social change in the future. And, based on past experience and new agendas, we extracted key elements to reestablish the new system of human resource policy on the ground of experts’ opinions. The main contents of this report are composed of four chapters: the experience and performance of HR policy, current status and future of human resource policy, experts' opinions on HR policy, and strategies of resetting human resources policy system.
「맞춤형 취업지원」을 통한 직업능력개발 강화 방안
The government has promoted improvement and expansion of customized support packages by life cycle and step. Especially, it has strengthened the customized employment support service to address the needs of different groups including the ones disadvantaged in the job market in order to achieve the employment rate of 70% until 2017. Accordingly, it has promoted expansion of the employment support service by dividing the target groups of 「customized employment support」 into youth, older generations, women, working poor, people with handicap and discharged soldiers.
Current 「customized employment support」 service has been limited to offering typical job information considered promising to the a certain target group. Consequently, ‘crowding effect’ has occurred where job placements are limited while the number of potential workers prevail and the depression of wages was inevitable along with the competition for a placement.
고등직업교육기관의 통합 방안: 전문대학을 중심으로
Higher vocational education institutes have contributed to the development of the Korean economy by meeting the needs of manpower from industries. Expansion of these institutes have greatly increased the competitive environment for higher vocational education system in the past.
However, they do not now actively respond in recent times to the various needs from labor market, population structure, and advent of life-long learning society. Many critics point out that these institutes have almost same functions and they are not fully diversified or differentiated according to their original missions. That is why these institutes are undergoing major changes in accordance with the Government’s initiatives in recent years. They focus on specialization and restructuring of various higher education systems including junior colleges. As a reform policy of these initiatives, the present Government is trying to launch' New Junior College System’, which will have functions of granting Bachelor’s degrees and master degrees.
전문대학에서 현장실습과 실습학기제 운영 실태 분석 및 정책적 개선 방안
The aim of this research is to seek political improvement plans by conducting a detailed diagnosis and analysis on the operational condition and cases of the work-based learning and its semester system to contribute to college education by intensifying the industry field-oriented education to set up current junior colleges as a key higher vocational education institution.
This research applied its methods of literature review, actual condition investigation, and expert conferences to produce objective and appropriate results.
국가직무능력표준(NCS) 학습모듈 활용방안 연구
This study was aimed at drawing the policy recommendations for fostering NCS learning modules in the NCS-based human resources systems based upon analyzing the roles and status of NCS learning modules as well as practical issues in using learning modules in various fields. For this research aim, the study used the literature review, consultation from the specialists, and quantitative survey on the using NCS learning modules and developing the NCS-based curriculum.
국가직무능력표준 학습모듈 개발관리 체계화 방안
The goals of the research are to review utilization of the learning modules as learning materials in vocational education and training institutes, and also to suggest basic direction to systematize development and management of the learning modules.
The research methods used to achieve the goal are as follows. Firstly, current status and problems of learning modules development and management were analyzed. Secondly, domestic and foreign cases of development and utilization of learning materials used in NCS-based vocational education and training courses were examined. Foreign cases were focused on Australia, the United Kingdom and Spain, the benchmarking target of NCS and learning modules. Thirdly, the authors who participated in learning modules development in 2013 were surveyed about the measures of learning modules development and management.

The purpose of this study is to propose the ‘Learning Outcome Description Scheme of National Competency Standards-based Vocational Education Curriculum’, which a consumer, i.e. a company can apply in confidence, and a supplier, i.e.a vocational training institution can introduce & operate effectively and efficiently in the present situation where the educational curriculum of a vocational training institution is being induced to be reorganized on the basis of National Competency Standards(hereinafter, referred to as ‘NCS’) in order to realize the competency-based society.
