    Wind Energy in Colombia: A Framework for Market Entry

    The purpose of this report is to provide decision makers in Colombia (and by extension other countries or regions), who are considering the deployment or consolidation of wind power, with a set of options to promote its use. The options presented are the result of an analysis of the Colombian market; this analysis included simulations and modeling of the country’s power sector, and extensive consultations with operators, managers, and agents. More information on the analysis and simulations is presented in the appendixes.     The Role of Community Values in Wind Energy Development: Exploring the Benefits and Applications of Community Wind for Reducing Local Opposition to Wind Energy Systems

    Worldwide, wind energy generation is growing rapidly as a cleaner and less invasive alternative to traditional fossil-fuel energy sources. Yet, in the United States, the advancement of wind energy has been stunted by three factors: (1) the uncertainty of the federal Production Tax Credit; (2) the lack of transmission lines connecting wind projects to electricity grids; and (3) enduring local cultural and aesthetic objections to wind turbines. Frustrated with the imbalanced allocation of costs and benefits imposed by most wind energy projects, some individuals and municipalities have deployed zoning laws, nuisance claims, or environmentalist arguments to discourage wind energy development in their area. “Community wind” is a model of wind energy generation that improves residents’ perception of turbines by using local ownership, services and utility grids to concentrate the economic benefits of wind power in the communities that produce it. This paper sets forth a proposal for applying the community wind model in a suburban context, through the mechanism of the homeowner’s association (HOA). HOAs are uniquely situated to implement community wind to lower their energy costs, provide affordable housing, enhance local schools, and shift Americans’ perception of wind farms in a more positive direction

    Bidding wind energy under uncertainty

    The integration of wind energy into electricity markets implies that the wind energy must commit their production for a given time period. This requires the use of short term wind power prediction tools to prepare the bids for the spot market. The output of these tools have a limited accuracy, and, therefore, these predictions are uncertain. Optimal bids must take into account this uncertainty in order to get the maximum revenue from the sell of energy, minimizing losses due to imbalance costs. The consequence is that the optimal bids sent to the market do not coincide with the best predictions.     From the old path of shipbuilding onto the new path of offshore wind energy? The case of northern Germany

    Wind energy-related employment has been surging recently in Germany: it rose from 9,200 in 1997 to 90,000 in 2007 and is estimated to be 112,000 in 2020. The industry particularly emerged in coastal, northern Germany. Recently big hopes are particularly set on the offshore wind energy industry. Two recently discussed evolutionary concepts explain the emergence of new industries, such as wind energy, in space in different ways: the windows of locational opportunity concept stresses the locational freedom in the earliest stages of industrial development, whereas path creation emphasises the role of existing industrial development paths, such as shipbuilding, from which new paths, such as wind energy, emerge. The paper aims at analysing whether the new path of offshore wind energy emerged out of existing paths, mainly shipbuilding, in the five states of coastal Germany. It concludes that shipbuilding only indirectly affected the emergence of the new development path of offshore the wind energy industry in northern Germany.

    The Solar Wind Energy Flux

    The solar-wind energy flux measured near the ecliptic is known to be independent of the solar-wind speed. Using plasma data from Helios, Ulysses, and Wind covering a large range of latitudes and time, we show that the solar-wind energy flux is independent of the solar-wind speed and latitude within 10%, and that this quantity varies weakly over the solar cycle. In other words the energy flux appears as a global solar constant. We also show that the very high speed solar-wind (VSW > 700 km/s) has the same mean energy flux as the slower wind (VSW < 700 km/s), but with a different histogram. We use this result to deduce a relation between the solar-wind speed and density, which formalizes the anti-correlation between these quantities.Comment: 12 pages, 5 figure
