    Is there Space for "Genuine Autonomy" for Tibetan Areas in the PRC's System of Nationalities Regional Autonomy?

    This article considers whether room exists within the current system of nationalities regional autonomy (NRA) in China to accommodate Tibetan aspirations for "genuine autonomy" under the People's Republic of China (PRC) sovereignty. It examines the legal framework for NRA in China, as well as Chinese government policy and practice toward autonomous areas, in terms of the limitations and possibilities they imply for realizing Tibetan aspirations for autonomy, highlighting specific areas of concern, opportunities and constraints. It explores the development of political and legal approaches toward autonomy since the 1930s, the nature of the current framework and how recent legal and political developments interact with that framework. It looks at options for autonomy under the Chinese Constitution and national legislation, particularly the self-government of nationality (minority) autonomous areas as well as Article 31 of the Constitution which has provided the basis for the establishment of special administrative regions (SARs). Since autonomous areas also exercise the general powers of local governments in the PRC, it describes the general system of local government at the provincial and lower administrative levels. The article examines the practical implementation and operation of minority autonomy and SARs including the apparent gap between law and practice. In particular, special attention is paid to the role of the Chinese Communist Party and its officials which have a significant impact on the exercise of state powers.     (De-)activating the growth machine for redevelopment: the case of Liede urban village in Guangzhou

    This research investigates the mechanism of urban village redevelopment in south China. Through a revised typology of place entrepreneurs based on the growth machine thesis and a case study of Liede village in central Guangzhou, it illustrates how land-based interests embedded in an imbalanced power relationship can (de-)activate urban village redevelopment. The study reveals that while urban villagers, as represented by the village collective, have entrenched interests in the redevelopment process, the city government – as monopolistic land manager and place entrepreneur – plays the deciding role in forging and halting a growth machine geared towards urban village redevelopment. Although developers are also part of the process, the (de-)activation of redevelopment growth machine/coalition in Guangzhou has largely been dominated by the city government. With a comparative view on the original growth machine model, it is hoped that this study would furnish both theoretical and practical thoughts for future research

    Interreligious dialogue is a vital theological concern for the Catholic Church in India. Over the past three decades, church leaders, progressive theologians, and maverick monastics have experimented with various models and forms of interreligious dialogue. Quite distinct from these contrived institutional initiatives is the dynamic of intimate, subtle, and spontaneous ritual exchange and dialogue between ordinary Hindus and Catholics occurring in the arena of popular piety and rituals at the grassroots level - often in opposition to institutional norms and directives - that may be described as dialogue on the ground. In light of ethnographic research at the shrine of St. Anthony at Uvari in Tamil Nadu - that serves as a representative sample of regional shrines in rural south India - this essay focuses on the logic and grammar of a specific public ritual locally known as asanam as an illustrative case-study of the \u27dialogue on the ground,\u27 delineates the social and religious themes embedded in this ritual, and reflects on its implications for interreligious dialogue
