Solid waste management and social inclusion of waste pickers: opportunities and challenges

This repository item contains a working paper from the Boston University Global Economic Governance Initiative. The Global Economic Governance Initiative (GEGI) is a research program of the Center for Finance, Law & Policy, the Frederick S. Pardee Center for the Study of the Longer-Range Future, and the Frederick S. Pardee School of Global Studies. It was founded in 2008 to advance policy-relevant knowledge about governance for financial stability, human development, and the environment.In this paper we explore the opportunities and challenges inherent in the model of cooperation between municipal solid waste systems (MWSs) and waste picker cooperatives (WPCs). There is growing enthusiasm about waste picker inclusion, often as part of ‘integrated solid waste management.’ The World Bank and the InterAmerican Development Bank, for example, have both funded projects to support waste picker integration into formal sector recycling. Advocacy organizations such as WIEGO have called for an intensification of such efforts through access to credit and technology, as well as through partnerships to collect recyclables in underserved communities. These measures have given many waste pickers higher standards of living, economic security and a sense of inclusion in society. [TRUNCATED

This working paper calls for a new policy framework -- social inclusion -- that assesses the extent to which low-paid workers fall behind the rest of the workforce, not only in terms of wages and income, but also with respect to health, education, housing, skills, advancement and opportunity. Europe is recovering not only economically, but also in the domain of social justice After years of downward movement, an upward trend in the domain of social justice is evident in the broad majority of EU member states. Although far from all member states have regained their pre-crisis levels, the most recent EU Social Justice Index data give cause for hope that the worst is over not just in economic terms, but also from a social perspective. At the top of this year’s Social Justice Index are the northern European states of Denmark, Sweden and Finland. Rounding out the top group are the Czech Republic, Slovenia, the Netherlands, Austria and Germany, while Greece, despite again posting slight gains this year, remains clearly in last place

The Political Economy of Social Inclusion

We build a political economy model of state policy choice highlighting the challenges to breaking barriers to the adoption of inclusive policies in Africa. We highlight necessary and sufficient conditions for a political leader to gain from implementing exclusive policies: (i) Implementing inclusive policies must be risky; (ii) the political leader must have adequate access to an overseas’ financial safe haven as a technology for protecting the spoils from implementing exclusive policies, or investing the looted funds in the domestic economy must sufficiently contribute to mitigate the risk of a revolution. Our results suggest that breaking barriers to inclusive policies in Africa is not an easy task.
