    European Company Survey on Reconciliation of Work and Family Life

    [Excerpt] Demographic change requires an increase in labour force participation. This applies partic- ularly to those groups which have had relatively low participation rates in the past and those with family obligations such as child rearing or care for the elderly. With many companies already reporting difficulties in recruiting or retaining qualified staff, policies which aim to reconcile work and family life more effectively have become more attractive. Implementing work-life balance policies may therefore be considered a significant factor in the enhance- ment of corporate competitiveness and national prosperity. Governments together with the social partners at the national, sectoral and company levels must tackle the challenge of ensuring the competitiveness of companies while granting women and men equal partici- pation in work and family life. The European Company Survey on the Reconciliation of Work and Family Life 2010 provides a detailed description and analysis of family-friendly policies implemented by the firms in six European countries – Germany (DE), the United Kingdom (UK), France (FR), Italy (IT), Sweden (SE) and Poland (PL). These six countries account for approximately 63% of the popu- lation and 68% of the GDP in the EU-27. In autumn 2009, senior executives and the heads of human resources departments in over 5,000 companies were interviewed about how important they consider the issue of family-friendliness and the policies they have offered in their firms. In addition, they reported on their main motives for, and the most significant obstacles to, the implementation of work-life balance measures. The European Company Survey also allows an assessment of the institutional basis, such as statutory provisions, collective and works agreements, on which the policies adopted are ultimately based. It should be borne in mind, however, that the results do not allow a thorough evaluation of specific governmental programmes. Finally, the survey focuses on the impact of the economic crisis on the willingness of companies in the six countries to implement or maintain family-friendly policies

    A Study of Library Services for Tennessee\u27s Senior Citizens

    This study was undertaken to evaluate library services available for Tennessee\u27s senior citizens. The specific objectives were to discover the extent of available library services for Tennessee\u27s senior citizens and to make recommendations for improving the services. Data was obtained from the four Tennessee metropolitan public library directors and the 12 Tennessee regional directors by means of a questionnaire. The results from this questionnaire were tallied, tabulated, and analyzed. Results were: (1) all services for senior citizens are a part of the adult departments, (2) personnel in charge of services vary from professional staff members to clerical staff members, (3) more services are offered to senior citizens as individuals than as groups, (4) senior citizens receive better services in the library building than outside the library building, (5) most Tennessee public library systems supply materials to other community agencies working with senior citizens, (6) no special financial aid is available for services to senior citizens, and (7) additional services include taking books to individual senior citizens

    Poverty Among Senior Citizens: A Canadian Success Story

    Lars Osberg makes the case in his paper that the major success story of Canadian social policy in the twentieth century has in fact been the reduction of poverty among senior citizens. According to Osberg, the poverty rate, defined with the poverty line measured as one-half median equivalent income after taxes and transfers, for households headed by a person 65 or over fell from 28.4 per cent in 1973 to 5.4 per cent in 1997, while the poverty gap or income shortfall below the poverty line fell from 26.2 per cent to 15.8 per cent over the same period. In contrast, the elderly poverty rate and gap before tax and transfer income are much higher and show no downward trend. Osberg attributes the difference between the before and after transfers and taxes poverty rate and gap to the introduction of the Old Age Security in 1952 and Guaranteed Income Supplement in 1968 and the reduction in poverty after 1973 to the maturing of the Canada/Quebec Pension Plan regimes established in 1966. Osberg notes that income trends capture only part of the improvement in well-being enjoyed by seniors over the past several decades. Many of the current elderly population received significant capital gains from a large run up in housing prices in the 1970s and 1980s. In addition, the elderly have not been hit by the labour market insecurity that has affected the non-elderly, particularly youth, in the 1980s and 1990s. They have also greatly benefited from the introduction of universal medicare. Osberg also finds that relative to the United States, Sweden and the United Kingdom, Canada has done the best job in boosting the income levels of seniors above the poverty line.
