The Concept of Village Autonomy in Indonesia (Indonesian Constitution Perspective)

Indonesia was introduced to the term, “village autonomy” in 1970s; however, throughout the past years of establishing autonomous villages in Indonesia, the legislators have not been able to provide any clarity about this concept. Villages, as a legal entity, do not have enough independence to represent themselves as an autonomous unit of community in the state administration system of Indonesia. Article 18B and 28I of the second amendment of The 1945 Constitution of The State of Republic of Indonesia (UUD 45) state that the villages can have independent governments, by giving the alternative of village autonomy. Implementation the Law No. 6 Year 2014 is a part of the effort to realize the message of constitution and hence conception of autonomous villages is expected to be the catalyst for this concept. The presence of this law had a considerable impact on the 2014 presidential elections. Because of this people are concerned that political interests may try to drive and turning the direction and purpose of the law. This study is a part of the research on the implementation of village autonomy policies in Indonesia, and is compiled by using statute and conceptual approach

Financial Village Standing in Indonesian Financial System

Financial resources of the village that are sourced from a country or a Regional Finance Financial based Law Number 6 Year 2014 of The Village is the mandate of the law that must be allocated to the village. The interconnectedness of the financial position of the village in the financial system of the country or Region concerned the Financial administrative and territorial relations, and there is no setting directly regarding the finances of the village as part of the financial system of the country or the financial area. In respect of the elements of the crime of corruption deeds against financial irregularities of the village there are still disagreements on the interpretation of the law in trapping the perpetrators of corruption on the village chief that implies not satisfy the principle of legality and legal certainty in the ruling of the matter of financial irregularities. In fact, many of the village chief or Councilor caught the criminal offence of corruption over the use of financial irregularities. This research analyzes How the financial position of the village in the financial system of the country or region, as well as whether the financial resources of the village is derived from the state budget or region budget managed in village budget belongs to the category of village finances and whether tort against the financial management of the village can be categorized as a criminal act corruption. Kontaminasi Escherichia coli pada Makanan Jajanan di Kantin Universitas Muhammadiyah Sidoarjo.pdf

Salah satu tempat diperolehnya makanan adalah di kantin. Makanan yang dibuat di kantin kampus dapat menjadi sarana timbulnya penyakit bawaan makanan dan keracunan makanan jika tidak ditangani dengan benar. Dalam penelitian ini kualitas mikrobiologi makanan jajanan kantin dinilai, yaitu makanan jajanan pada kantin kampus 1, 2, dan 4 Universitas Muhammadiyah Sidoarjo. Penelitian ini merupakan penelitian cross sectional dengan jenis penelitian observasional yang bersifat deskriptif dan teknik sampling yang digunakan adalah total sampling. Pengujian sampel makanan jajanan dilakukan dengan menggunakan uji Total Plate Count (TPC). Sebanyak 35 sampel makanan jajanan dikumpulkan dari kantin kampus. Hasil yang diperoleh menunjukkan bahwa 25 (71.43%) sampel makanan jajanan terkontaminasi E.coli. Ada perbedaan yang signifikan dari beban mikroba antara sampel makanan jajanan. Penelitian ini merekomendasikan bahwa penjamah makanan harus memastikan dengan ketat higien personal dan lingkungan, serta sanitasi kantin kampus harus ditingkatkan dan dipelihara

Pengaruh iklim organisasi terhadap kepuasan kerja guru di Sekolah Menengah dalam Daerah Kuala Terengganu

Iklim organisasi dan kepuasan kerja guru memainkan peranan penting dalam menentukan kejayaan sesebuah sekolah.Kajian ini bertujuan untuk mengkaji tahap iklim organisasi yang mempengaruhi kepuasan kerja guru mengikut kategori sekolah.Ianya juga untuk mengenal pasti sama ada terdapat hubungan yang signifikan di antara iklim organisasi sekolah berkenaan berdasarkan pandangan guru dengan kepuasan kerja guru.Ianya juga bertujuan untuk mengenal pasti dimensi iklim organisasi yang mempengaruhi kepuasan kerja guru.Kaedah yang digunakan adalah kaedah tinjauan dan data diperolehi daripada kaedah soal selidik yang menggunakan Skala Likert lima mata.Instrumen Organizational Climate Description Questionnaire (OCDQ-RS) yang telah dibangunkan oleh Hoy et al. (1968) digunakan untuk mengukur iklim organisasi. Manakala instrumen Teacher Job Satisfaction Questionnaire (TJSQ) yang dibangunkan oleh Lester (1987) digunakan untuk mengukur kepuasan kerja guru.Sampel kajian terdiri daripada 252 orang guru dari 9 buah sekolah menengah dalam Daerah Kuala Terengganu.Sampel kajian dipilih secara rawak mudah berstrata.Data yang diproses melibatkan statistik deskriptif iaitu pengukuran frekuensi, skor min, sisihan piawai dan peratusan.Data juga diproses menggunakan statistik inferensi iaitu Ujian-T, ANOVA Sehala, Pekali Korelasi Pearson dan Regresi.Dapatan kajian menunjukkan tidak terdapat perbezaan yang signifikan tahap amalan iklim organisasi mengikut kategori sekolah, tetapi menunjukkan perbezaan yang signifikan tahap kepuasan kerja guru mengikut kategori sekolah. Berdasarkan kajian, tidak terdapat perbezaan yang signifikan tahap iklim organisasi mengikut kategori umur.Dapatan kajian juga menunjukkan tidak terdapat perbezaan signifikan tahap kepuasan kerja guru mengikut jantina.Hasil kajian juga mendapati terdapat hubungan yang signifikan antara tahap iklim organisasi dengan tahap kepuasan kerja guru.Berdasarkan kepada dapatan kajian, beberapa cadangan kepada sekolah, guru-guru dan pengkaji pada masa akan datang boleh dibuat bagi mempertingkatkan lagi tahap iklim organisasi dan juga kepuasan kerja guru di sekolah

The application of decision support system to identify children with intellectual disabilities

The research is intended to measure the accuracy of Decision Support System (DSS) to identify the characteristics of children with intellectual disabilities.A number of 40 teachers in Central Java, Indonesia were assigned as the sample comprising 16 special school teachers and 4 inclusive school teachers.As respondents, these teachers are required to (a) have a training on sofware application of DSS program of identification instrument, (b) have an experience on using DSS program, (c) have full commitment to the research activity.The data was collected from questionnaire and analized by quantitaive description.The reseacrh concluded that DSS program indicated the accuracy of 99,8%, and as many as 92.5% of teachers commented that DSS program was easy to use for identification of children with intellectual disabilities

Access to Justice and Labor Law Reform in Asia

The existence of national labor law system guarantees fair is one of legal reform to achieve access to justice. This study aims to analyze whether the system of labor law has given capacity to achieve access to justice as the basis for implementing international labor relations in Asia. The method of this study is a normative legal research with statute approach. The findings support that there was an inconsistency on the substance of the legal structures that affect the low legal culture. The substance of the national labor law systems have not adapted the comprehensive International Labor Organization (ILO) conventions. Less robust system of national labor laws affect access to justice in the weak field of labor in the region

Amalan kepimpinan pengetua di sekolah prestasi akademik tinggi dan rendah di Daerah Kota Bharu Kelantan

Kertas kerja ini bertujuan untuk mengenal pasti perbezaan antara kepimpinan transformasional, kepimpinan transaksional dan kepimpinan instruksional di sekolah.Selain itu, kajian ini juga bertujuan untuk mengenal pasti tahap kepimpinan transformasional, kepimpinan transaksional dan kepimpinan instruksional antara sekolah prestasi akademik tinggi (SPAT) dan sekolah prestasi akademik rendah (SPAR).Hasil kajian mendapati bahawa terdapat perbezaan yang signifikan dalam kepimpinan transformasional dan kepimpinan instruksional antara SPAT dan SPAR. Di samping itu juga, kajian ini mendapati bahawa tidak terdapat perbezaan yang signifikan dalam kepimpinan transaksional antara SPAT dan SPAR. Kertas kerja ini mencadangkan jika sesebuah sekolah mahu meningkatkan prestasi akademik, maka gaya kepimpinan transformasional dan gaya kepimpinan instruksional perlu diamalkan di setiap sekolah

'The plural mania game' enhancing year 4 pupils knowledge in forming plural nouns

The title of the research is ‘The Plural Mania Game’: Enhancing Year 4 Pupils’ Knowledge in Forming Plural Nouns.The focus of the research was to enhance the knowledge of plural noun forms among Year 4 pupils by using The Plural Mania Game.This intervention helped by introducing the pupils with all regular forms of plural nouns.The intervention was focusing on the teaching and learning through game.The researcher innovated a ‘bingo’ game into a new game called ‘The Plural Mania Game’ to help the pupils of Year 4 improve their knowledge in forming plural nouns.There were 6 pupils involved with this intervention from Year 4 of Sekolah Kebangsaan A who got the lowest marks from the diagnostic test.The data for this study was collected by using the observation, the result of Pre-Test and Post-Test and interview sessions. Based on the findings of data, it was noted that the participants improved their knowledge in forming plural nouns.The result showed that by using The Plural Mania Game helped the pupils in enhancing their knowledge in forming plural nouns. The researcher would like to suggest for the intervention to be implemented in various language skills in the future

Strategic Step for Environmental Rescue: A Theoretical Legal Studies

Indonesia is among the developing countries that are struggling to develop in the field of industrial development. The logical consequence of any development process, especially industrial development is the emergence of associated impacts that greatly affect the durability and sustainability of the environment. Developing the equitable industry in order to create public welfare is important. However, maintaining the security and preservation of the environment is also very important, because it is only with the availability of a good environment and healthy living that human beings can perform daily living. The availability of good and healthy environment is the constitutional responsibility of the government, as well as part of the human rights of all citizens which must be given by the State. Efforts to create a good environment and healthy living will be effective if controlled by State government and institutions who understand the objective conditions on the ground. The Pivotal Role of a Lawyer in Combating Official Corruption in Nigeria

The fact that Nigeria is a corrupt nation is no longer news. Nigeria is ranked internationally as one of the most corrupt nations in the world. As embarrassing as this status is, it is indeed the reality of our situation. The general public and now even the executive arm of the Federal government have continued to question how members of the legal profession discharge their role in applying the law because they have absolute belief in the law as their protection against the tendencies that are depriving them of their well being, dehumanizing them and even threatening the existence of their country, they waited for the law to respond to these tendencies by putting them in check, stop them completely or control them, they have watched helplessly the inability of law to effectively respond to these tendencies and have watched the tendencies continue unabated and escalated into the conditions we found ourselves today The purpose of this paper is to examine the role of lawyers as Judges, as Prosecutors and defence Attorneys in promoting and encouraging corruption in our body politics. It further examines in contrast the role lawyers should play in the renewed fight against corruption. Lawyers as  agents of social change should be in the vanguard for the reorientation of the mind set of Nigerian in the renewed fight against corruption and social rebirth generally. To effectively play this role members of the legal profession must purge themselves of corrupt tendencies and must be seen to be above board
