    Selling Favors in the Lab: Experiments on Campaign Finance Reform

    Substantial academic interest and public policy debate centers on campaign finance reform. Campaign resources can provide benefits to constituencies if candidates use them to fund the distribution of useful information. On the other hand, voters can potentially be harmed if candidates trade policy favors to special interests in exchange for contributions. Unfortunately, because informative field data on this topic are very difficult to obtain, the effects of different campaign finance strategies on election outcomes and economic welfare remain largely uninformed by empirical analyses. This paper reports data from novel laboratory experiments designed to shed light on the campaign finance debate. Our experiment is based on a model where power-hungry candidates are motivated to trade favors for campaign contributions. Our data is consistent with the model’s predictions. We find that voters’ revise their beliefs in response to candidate advertising in a way that is consistent with theory. Moreover, in relation to privately financed electoral competitions, in publicly financed campaigns (i) high-quality candidates are elected more frequently, and (ii) margins of victory are larger. Both of these outcomes are predicted by theory. We conduct policy experiments on various campaign finance strategies, including the widely suggested caps on private fundraising. Our results suggest that caps can improve voter welfare but do not increase the likelihood that high-quality candidates will be elected.

    Free-Riding in the Lab and in the Field

    To investigate the external validity of laboratory results, we combine a public good experiment with three treatments in a field experiment. One treatment offers the opportunity to free-ride, the other two are placebo treatments. We compare results within subjects. In the free-riding treatment, subjects who contribute little in the lab are less productive. This effect is quantitatively as important as the effect of ability. The correlation between lab and field disappears in the two placebo treatments. We conclude that we can use lab experiments to learn about behavior in situations that share the game form but not necessarily the frame.field and lab experiments, external validity, public goods, team production

    In a world in which many pressing global issues require large scale cooperation, understanding the group size effect on cooperative behavior is a topic of central importance. Yet, the nature of this effect remains largely unknown, with lab experiments insisting that it is either positive or negative or null, and field experiments suggesting that it is instead curvilinear. Here we shed light on this apparent contradiction by considering a novel class of public goods games inspired to the realistic scenario in which the natural output limits of the public good imply that the benefit of cooperation increases fast for early contributions and then decelerates. We report on a large lab experiment providing evidence that, in this case, group size has a curvilinear effect on cooperation, according to which intermediate-size groups cooperate more than smaller groups and more than larger groups. In doing so, our findings help fill the gap between lab experiments and field experiments and suggest concrete ways to promote large scale cooperation among people.Comment: Forthcoming in PLoS ON
