An Evaluation of Water Quality Trading for Georgia Watersheds

Water quality trading is a policy tool that could improve the cost effectiveness of achieving environmental goals, but it is not currently used in the state of Georgia. This research seeks to evaluate the applicability of water quality trading in Georgia watersheds. This report provides an update on the status of current research on water quality trading conducted through a collaboration of the Georgia Water Policy and Planning Center, the Georgia State University Andrew Young School of Public Policy, and the University of Georgia Warnell School of Forest Resources. The Core Business of Georgia's Public Health System: Stakeholder Perspectives

The Georgia Commission on the Efficacy of the CON Program requested that Georgia State University evaluate CON programs in comparison states. For the purpose of this evaluation, eleven states (including Georgia) were selected for review of CON Programs and Medicaid payment methodologies. Water Quality Trading: Legal Analysis for Georgia Watersheds

Water quality trading is a policy tool that could improve the cost effectiveness of achieving environmental goals, but it is not currently used in the state of Georgia. This paper seeks to evaluate the applicability of water quality trading in Georgia watersheds with a specific focus on legal issues. This paper reviews Georgia law and regulations to evaluate barriers to and support for water quality trading. It also reviews water quality trading policies from other states and explores the value of adopting a state water quality trading policy in Georgia. The paper concludes that while existing law provides implicit authority to implement water quality trading in Georgia, inadequate regulatory pressure in most Georgia watersheds and possible legal challenges could be significant impediments to implementing water quality trading in the state at this time. The paper also suggests that successful pilot trades should precede the development of statewide water quality trading policy. Working Paper Number 2005-002

From Ashcroft to Larios: Recent Redistricting Lessons From Georgia

In this Article, we explore the impact of a court-ordered and implemented re-crafting of state legislative districts in the state of Georgia. First, we explore the notion of “fairness” in legislative redistricting and identify the factors associated with a “fair” map. We then describe the partisan nature of the 2001 Georgia state legislative redistricting and the political consequences of this most effective gerrymander. We also describe the two legal challenges to the Georgia maps—Georgia v. Ashcroft and Larios v. Cox—and discuss the path of both cases to the U.S. Supreme Court. We then explore the expected and observed consequences of the Court-ordered and implemented redistricting that undid the unconstitutional Georgia gerrymander, and draw conclusions regarding the prospect for how court remedies can affect partisan bias in redistricting plans

Nonprofit Georgia: Geography

This pamphlet summarizes statistics on the nonprofit sector in Georgia, assembled and analyzed by a Nonprofit Studies Program research team. The focus of this second report in the "Nonprofit Georgia" series is the geographic distribution of Georgia's nonprofit resources. Numerous tables and exhibits report on the distribution of public charities and foundations by geographic area, and compare this to the distribution of population and income in the state. Public support and government grants to charities are analyzed by geographic region, as is the geographic distribution of grants by Georgia foundations. Analysis is based primarily on 990 and 990-PF forms filed by Georgia public charities and foundations in 2000 and 2005. This report is a part of ongoing research on public charities and foundations in the state of Georgia, made possible through a generous grant from the Wilbur and Hilda Glenn Family Foundation. Lee and His Lieutenants: An Interview with Keith Bohannon

Over the course of this year, we’ll be interviewing some of the speakers from the upcoming 2018 CWI conference about their talks. Today we are speaking with Dr. Keith Bohannon, Professor of History at the University of West Georgia, where he teaches courses on the Civil War and Reconstruction, the Old South, and Georgia history. He is the co-editor, with Randall Allen, of Campaigning with Old Stonewall in Virginia: The Letters of Ujanirtus Allen, Company F, 21st Regiment, Georgia Volunteer Infantry (LSU Press, 1998), and is the author of numerous essays, book reviews, and scholarly journal articles. Prior to his appointment to the faculty at West Georgia, Dr. Bohannon worked as an historian, interpreter, and living historian with the National Park Service at multiple Civil War sites. Quality of Georgia's Pre-Kindergarten Program, 1997-98 School Year

During the 1996-97 and 1997-98 school years, the Council for School Performance and the Applied Research Center of Georgia State University conducted an evaluation of the lottery-funded Georgia Prekindergarten Program. Using data collected through classroom site visits and surveys of teachers in those classrooms, this evaluation compares the quality of classrooms from one year to the next, looks at the relationship between teachers' beliefs and classroom quality, and provides information about the Georgia Prekindergarten Program's teachers and their classrooms
