PirmajÄ nodaÄ¼Ä autore apskata virkni pamatjautÄjumu, kas saistÄ«ti ar autotransporta
nozares nozÄ«mi Latvijas tautsaimniecÄ«bÄ. Tiek noteiks transporta nozares mÄrÄ·is un
galvenie Ŕī mÄrÄ·a sasniegÅ”anai izvirzÄ«tie stratÄÄ£iskie virzieni un uzdevumi, tiek
noteiktas transporta nozares stiprÄs un vÄjÄs puses, iespÄjas un draudi. Tiek noteiktas
galvenÄs transporta nozares attÄ«stÄ«bas tendences. Tiek salÄ«dzinÄta autoceļu uzturÄÅ”anas
sistÄma LatvijÄ un citÄs Eiropas valstÄ«s. Å ajÄ nodaÄ¼Ä autore analizÄ autoceļu
ekonomisko nozÄ«mi, tiek sniegts ieskats Latvijas autoceļu attÄ«stÄ«bas vÄsturÄ,
uzturÄÅ”anas sistÄmÄ. Autore Å”ajÄ nodaÄ¼Ä salÄ«dzina autoceļu finansÄÅ”anas metodes
LatvijÄ un citÄs pasaules valstÄ«s, analizÄjot dažÄdu autoru veiktos pÄtÄ«jumus, autore
izstrÄdÄja Latvijas autoceļu nÄkotnes finansÄÅ”anas shÄmu. Å ajÄ nodaÄ¼Ä autore izvÄrtÄja
iespÄjas realizÄt valsts un privÄtÄs partnerÄ«bas projektus uz Latvijas autoceļiem,
identificÄjot risku novÄrtÄÅ”anas nozÄ«mÄ«bu autoceļu nozarÄ un citu valstu pieredzi Å”o
risku identifikÄcijÄ un noteikÅ”anÄ. Tiek identificÄtas Valsts un privÄtÄs partnerÄ«bas
projektu priekÅ”rocÄ«bas, tiek veikta Valsts un privÄtÄs partnerÄ«bas projektu
salÄ«dzinÄÅ”ana ar tradicionÄlo valsts iepirkumu. Autore Å”ajÄ nodaÄ¼Ä apskata ceļu
bÅ«vniecÄ«bas projektu kvantitatÄ«vÄs analÄ«zes ekonomisko izvÄrtÄÅ”anu. KÄ arÄ«
iepazÄ«stina ar citu Eiropas valstu pieredzi Valsts un privÄtÄs partnerÄ«bas projektu
realizÄcijÄ.
OtrajÄ nodaÄ¼Ä ir apskatÄ«ts autoceļu uzturÄÅ”anas, bÅ«vniecÄ«bas un finansÄÅ”anas
nodroÅ”inÄÅ”ana LatvijÄ. Tiek detalizÄti izanalizÄts autoceļu finansÄjums, tÄ avoti un
izlietojuma mÄrÄ·i. Tiek vÄrtÄta autoceļu bÅ«vniecÄ«bas kvalitÄte un identificÄtas
autoceļu bÅ«vniecÄ«bas izmaksas Veikta salÄ«dzinoÅ”a analÄ«ze visÄm trijÄm Baltijas
valstÄ«m, kÄ arÄ« sniegts neliels ieskats citu Eiropas valstu autoceļu finansÄÅ”anas lÄ«menÄ«,
kÄ arÄ« analizÄta iespÄja autoceļu attÄ«stÄ«bai piesaistÄ«t Eiropas struktÅ«rfondu lÄ«dzekļus.
Veikta analÄ«ze, kÄ satiksmes organizÄcija ietekmÄ negadÄ«jumu skaitu uz Latvijas
autoceļiem, un novÄrtÄts kÄdus zaudÄjumus satiksmes negadÄ«jumi nodara Latvijas
tautsaimniecībai.
TreÅ”ajÄ nodaÄ¼Ä ir izstrÄdÄti priekÅ”likumi Latvijas tautsaimniecÄ«bas nozares ā
Latvijas autoceļu attÄ«stÄ«bai. Ir attÄlota nÄkotnes perspektÄ«va, kÄ autoceļi attÄ«stÄ«sies, no
kÄdiem avotiem bÅ«tu iespÄjams papildinÄt Valsts autoceļu fondu. Ir novÄrtÄta Latvijas
autoceļu nozÄ«mÄ«ba kopÄjai Latvijas tautsaimniecÄ«bas attÄ«stÄ«bai. Latvijas, kÄ tranzÄ«ta
zemes attÄ«stÄ«ba ā tranzÄ«ta autoceļu tÄ«kla tÄlÄka attÄ«stÄ«ba. AnalizÄtas iespÄjas attÄ«stÄ«t
Latvijas autoceļus izmantojot Valsts un privÄtÄs partnerÄ«bas projektus. Autore Å”ajÄ
nodaÄ¼Ä izstrÄdÄ ieguldÄ«to investÄ«ciju autoceļu nozarÄ uzturÄÅ”anas metodiku. Å ajÄ
nodaÄ¼Ä ir izstrÄdÄta ceļu uzturÄÅ”anas un attÄ«stÄ«bas finansÄjuma izvÄrtÄÅ”anas metodika,
kÄ arÄ« izstrÄdÄti priekÅ”likumi Latvijas autoceļu finansÄÅ”anas un attÄ«stÄ«bas shÄmai.
Darba noslÄguma daÄ¼Ä tiek formulÄti secinÄjumi un izvirzÄ«ti priekÅ”likumi autoceļu
attīstības un resursu sadales metodikas pilnveidoŔanai un remontdeficīta
samazinÄÅ”anai LatvijÄ.
Promocijas darba pamatteksts ir izklÄstÄ«ts uz 207 lappusÄm un ilustrÄts ar 50
attÄliem un 43 tabulÄm. LiteratÅ«ras un avotu sarakstÄ ir iekļautas 134 literatÅ«ras
vienības.Dissertation Annotation.
The aim of the dissertation is to explore resource allocation problems for motor roads,
reveal positive aspects and drawbacks in road maintenance and resource allocation
scheme, as well as elaborate proposals for decreasing the deficit of motor road repairs
in Latvia.
The paper is composed in three large sections, according to the tasks.
In the first section the Author considers number of basic issues related to the meaning
of the motor transport sector in the economy of Latvia. The aim of transport sector
and the main strategic directions and tasks for achieving the aim are being set, the
strengths, weaknesses, opportunities and threats of the sector are analyzed as well.
The main trends of the development of the transport sector are determined. The
comparison of the motor road maintenance system of Latvia with the motor road
maintenance systems in other European Union countries has been performed. In this
section the Author analyses the economic meaning of the motor roads and provides
the insight in the history of the development of the motor roads and maintenance
system in Latvia. The Author in this section compares motor roads financing methods
in Latvia and other countries. Analysing the researches performed by other authors,
the Author elaborated the future motor road financing scheme in Latvia. In this
section the Author evaluated possibilities to implement public- private partnership
projects on the motor roads of Latvia, identifying the importance of risk assessment in
the motor road sector and the experience of other countries in the assessment and
identification of risks. The advantages of public- private partnership projects are being
identified and the comparison of the public- private partnership projects with the
traditional public procurement was performed. The Author in this section considers
economic evaluation of the motor road construction project quantitative analysis. And
in addition presents the experience of other countries in realization of the publicprivate
partnership projects.
In the second section the motor road maintenance, construction and financing
ensuring in Latvia is evaluated. Motor road financing, its sources, and spending aims
are thoroughly analyzed. The quality of motor roads is evaluated and motor road
construction costs are identified. The comparison analysis for all three Baltic States is
performed, as well as some insight is given in the financing level of the other
European countries for motor roads. The Author has performed an analysis on
possibility to attract European Union Structural funds. The analysis on how the
organization of traffic impacts the number of accidents on the motor roads of Latvia
has been performed and has been assessed what losses road accidents causes for
economy of Latvia.
In the third section are elaborated proposals for the development of the motor roads of
Latvia -sector of the economy of Latvia. The future perspective is presented- how
motor roads will develop and from which sources it will be possible to increase the
State Road Fund of Latvia. The importance of the motor roads in the development of
whole economy of Latvia has been evaluated. Development of Latvia as transit
country means further development of transit road networks. The possibilities to
develop Latvian motor roads using public- private partnerships have been analyzed as
well. The Author in this section elaborates methodology of maintenance of
investments in the motor road sector. In this section, the road maintenance and
development financing evaluation methodology has been elaborated, as well as
presented proposals for the road maintenance and development financing scheme of
Latvia.
In final part, conclusions are formulated and proposals are presented in order to
improve the motor road development and resource allocation methodology and to
decrease the deficit of motor road repairs in Latvia.
