    The Anchorage, Alaska Municipal Pretrial Diversion Program: Initial Outcome Assessment

    This report provides an initial outcome assessment of the Anchorage Municipal Pretrial Diversion Program, a voluntary program aimed at diverting first-time offenders in certain criminal and traffic cases from traditional case processing, with successful complion of the terms of the program resulting in dismissal of charges. Pretrial diversion agreements under AMC 08.05.060 typically require the defendant to pay a fine or do community work service, usually within a month.     Pretrial diversion programs have the potential to prevent future criminal behavior through intervention and community based services. This may be particularly true for specific populations of offenders such as those with mental illness, substance abuse disorder, and those with co-occuring disorders. Pretrial diversion programs take low-level offenders out of the jail population, both reducing system overpopulation and costs of incarceration. The programs also provide speedy case processing for minor crimes resulting in savings to the court system and personnel. Pretrial diversion can help an offender avoid a criminal conviction and potentially avoid future criminal violations. Results indicate that most Anchorage pretrial defendants comply with and complete the pretrial conditions in a very short time period, an additional savings in case processing time. This research details the initial assessment of the Anchorage Municipal Prosecutor Pretrial Diversion program. This assessment examines system savings in time and money, as well as policy implications for the justice system that may assist other jurisdictions as they consider implementing a pretrial diversion program

    Unscreened water-diversion pipes pose an entrainment risk to the threatened green sturgeon, Acipenser medirostris.

    Over 3,300 unscreened agricultural water diversion pipes line the levees and riverbanks of the Sacramento River (California) watershed, where the threatened Southern Distinct Population Segment of green sturgeon, Acipenser medirostris, spawn. The number of sturgeon drawn into (entrained) and killed by these pipes is greatly unknown. We examined avoidance behaviors and entrainment susceptibility of juvenile green sturgeon (35±0.6 cm mean fork length) to entrainment in a large (>500-kl) outdoor flume with a 0.46-m-diameter water-diversion pipe. Fish entrainment was generally high (range: 26-61%), likely due to a lack of avoidance behavior prior to entering inescapable inflow conditions. We estimated that up to 52% of green sturgeon could be entrained after passing within 1.5 m of an active water-diversion pipe three times. These data suggest that green sturgeon are vulnerable to unscreened water-diversion pipes, and that additional research is needed to determine the potential impacts of entrainment mortality on declining sturgeon populations. Data under various hydraulic conditions also suggest that entrainment-related mortality could be decreased by extracting water at lower diversion rates over longer periods of time, balancing agricultural needs with green sturgeon conservation

    Do Rural Community Colleges Supply Unique Educational Benefits?

    Community colleges likely draw to college individuals who would otherwise not attend due to their low costs and open admission requirements. This is labeled as the democratization effect. They may also divert individuals away from 4-year to terminal 2-year college degrees (the diversion effect). This study estimates democratization and diversion effects separately for nonmetropolitan and metropolitan youth using nationally representative data and models that account for endogenous institution selection. We find the democratization effect to exceed the diversion effect of community colleges for both metro and nonmetro youth.     Corruption and Resource Allocation: Evidence from China

    Exploiting a unique data set containing transactions data from a panel of 769 Chinese state-owned enterprises between 1980 and 1989, this paper tests microeconomic implications of a pervasive form of corruption --official diversion of under-priced, in-plan goods to the market. Corruption has the predicted effects on resource allocation. Official under-pricing of in-plan goods, which lowers the marginal cost of diversion, increases the procurement of output into the plan for the purpose of diversion.     Santa Giusta Lagoon (Sardinia): phytoplankton and nutrients before and after waste water diversion

    The purpose of this paper was to assess the effect of the diversion of waste water on the trophic status of the Stagno di Santa Giusta, a hypertrophic lagoon on the centre-western coast of Sardinia. The data available (1990, 1992-1994) before the diversion (1995) were compared with those collected from 1995 to 1999. The lagoon has an area of about 8 km2; its mean depth is about 1 m and is well mixed as regards circulation and stratification. This study examined temperature, salinity, pH, main nutrients (reactive and total phosphorus, nitrate and ammonium nitrogen, reactive silica), chlorophyll-a, phytoplanktonic density and phytobenthic biomass. A comparison of the condition of the water before and after the diversion showed that there was an insufficient reduction in nutrient concentrations. The mean concentrations of nitrate nitrogen and ammonium nitrogen fell from 33 and 87 mg N m-3, respectively, to 28 and 66 mg N m-3, respectively. There was a more marked reduction in phosphorus (from 107 mg P m-3 as reactive phosphorus and from 190 mg P m-3 as total phosphorus to 77 and 127 mg P m-3, respectively), and in reactive silica, from 3 to 1.7 mg l-1. Chlorophyll-a decreased from 11.3 to 10.2 mg m-3; the total density of phytoplankton dropped considerably, but this was due to a different species composition. Phytobenthic biomass showed no particular variations. There were no changes in trophic level, so that dystrophic crises still occurred after the diversion. The results showed that there were no substantial improvements in the trophic status of the lagoon during the years after the diversion, except for some months in 1995. A possible explanation may lie in the structure of the diversion system, which does not completely stop the inflow of sewage into the lagoon

    Import Diversion under European Antidumping Policy

    This paper is the first to study empirically the effects of European antidumping actions on import diversion from importers 'named' in an antidumping investigation, and potentially subject to protectionist measures, to countries not named' in the investigation. For this purpose we use a unique data set at the 8-digit product level. The amount of import diversion can be regarded as an indication of the effectiveness of antidumping policy which is used to protect the home industry from foreign imports. We find that -- in contrast to the US -- trade diversion in the European Union caused by antidumping actions is rather limited. This result holds even after controlling for selection-bias in the antidumping investigation procedure. We offer a number of explanations for the difference between Europe and the US regarding trade diversion.
