KOMPETENSI APARATUR DESA DALAM PENGELOLAAN ANGGARAN PENDAPATAN DAN BELANJA DESA DI DESA BLIMBING, KECAMATAN GUDO, KABUPATEN JOMBANG
Dalam upaya pemerataan pembangunan dan meningkatkan pelayanan publik,
pemerintah pusat mengeluarkan Undang-Undang Nomor 6 tahun 2014 Tentang Desa.
Desa diberi kewenangan lebih besar untuk mengelola sendiri, salah satunya adalah
pengelolaan APBDesa. Tetapi terdapat beberapa permasalahan dalam pelaksanaannya.
Aparat desa belum memiliki kompetensi yang cukup dalam pengelolaan APBDesa. Ini
terjadi di Desa Blimbing, Kecamatan Gudo, Kabupaten Jombang.
Tujuan dari penelitian ini adalah untuk menggambarkan kompetensi aparatur desa
dalam pengelolaan APBDesa di Desa Blimbing, Kecamatan Gudo , Kabupaten Jombang.
Kemudian rumusan masalah dalam penelitian ini adalah bagaimana kompetensi aparatur
desa dalam pengelolaan Anggaran Pendapatan dan Belanja Desa. Metode penelitian ini
menggunakan metode kualitatif deskriptif dengan strategi penelitian studi kasus. Kemudian
teknik pengumpulan data dalam penelitian ini menggunakan observasi, wawancara dan
dokumentasi. Selanjutnya teknik pemeriksaan keabsahan data menggunakan metode
triangulasi. Teknik analisis terdiri dari mengatur dan menyusun data, membaca seluruh
data, menganalisis lebih detail dan recode data, menerapkan proses coding, penyajian data,
dan interpretasi dataBerdasarkan pengamatan dan analisis data yang telah diinterpretasikan
dalam teori. penelitian ini dapat disimpulkan bahwa aparat Desa Blimbing Desa belum
memiliki kompetensi yang cukup, terutama di kompetensi pengetahuan dan kompetensi
sikap
Library as a Survival Effort for a Tourism Village in the Pandemic Era: AA Case Study in Kampung Lawas Maspati Surabaya
This paper aims to examine how library in a tourism village is able to help local residents to survive in the pandemic era as well as to progress to edu-tourism attraction. Since 2016, Kampung Wisata Lawas Maspati (Old Tourism Village of Maspati) has been one of featured destinations in Surabaya. The COVID-19 pandemic then brought tremendous undesirable impacts on the village. This community-based tourism village has experienced plunging number of visitors, which greatly impacted the community. To attain the research goal, qualitative research design was used in this study. In-depth interview was conducted with the residents and administrators of the tourism village. Results suggest that despite the low number of visitors,
administrators and people in Kampung Lawas Maspati have made a breakthrough by reactivating the library self-subsistently or with their own resources. This library ultimately became one of
tourism village’s strategies to survive. Many locals used the library as a public space to seek information or share information to each other. An interesting aspect was the internet connection facility added to the library soon transformed it to a ‘school’ for children and helped people with their information searching. Furthermore, the library in Kampung Wisata Lawas Maspati is more directed to and accentuates the educational elements known as edu-tourism
The Development of Local Public Leadership Through Social Learning to Face The Revolution of Industrial 4.0
This research aims to give an alternative solution for leadership development in the public sector to face the Fourth Industrial Revolution (Industry 4.0). The development of global information technology has demanded public services to adjust to today’s technologies. The problem of this study isthe public sector leaders, who are in the majority consisting of baby boomers generation up to generation X. These generations are not too familiar with technology. Traditional training models cannot improve the competencies of leaders who are predominantly old; adult learning must be developed. They do not need competency development classes, but they need mentoring to learn directly. This is a challenge to the development of local leadership in the public sector against Industry 4.0, which is implicated in the increase of public services based on technology and network. This research uses a qualitative research approach with a case study perspective. The focus of this research is local leadership competencies in the public sector. The data aretaken from primary data by interview and secondary data from literatureanddocuments that are related to the research aims.The results of this study recommend the concept of leader-member exchange, where possible in the process of social learning, to develop public leadership in the era of Industry 4.0. Here, the challenge is the desire and ego of leaders to study with their subordinates
