    THE EUROPEAN UNION-UNITED STATES WHEAT GLUTEN POLICY DISPUTE

    On June 1, 1998, President Clinton approved a three-year quota on wheat gluten imports from Australia, the European Union, and all other nonexcluded countries. The quota-remedy will be reviewed for possible extension for up to five additional years. The potential for extensions is an important reason to develop a better economic understanding of this industry and the effectiveness of the implemented quotas. The purpose of this paper is to provide background on the gluten trade dispute, to decipher the qualitative impacts of EU policies on world gluten markets, and to evaluate the potential effectiveness of the U.S. quota remedy. The U.S. industry has operated at a low level of capacity utilization, implying high elasticity of supply; demand is inelastic; and Canada, a major producer and exporter of gluten, was excluded from the quota. These factors are likely to significantly limit the quota's effectiveness but may give the industry time to develop value-added products that use their primary outputs.Agricultural and Food Policy,

    A relaxationless demonstration of the Quantum Zeno Paradox on an individual atom

    The driven evolution of the spin of an individual atomic ion on the ground-state hyperfine resonance is impeded by the observation of the ion in one of the pertaining eigenstates. Detection of resonantly scattered light identifies the ion in its upper ``bright'' state. The lower ``dark'' ion state is free of relaxation and correlated with the detector by a null signal. Null events represent the straightforward demonstration of the quantum Zeno paradox. Also, high probability of survival was demonstrated when the ion, driven by a fractionated π\pi pulse, was probed {\em and monitored} during the intermissions of the drive, such that the ion's evolution is completely documented.Comment: 7 page

    Ordinary least squares as a method of measurement

    The "classical" method of ordinary least squares which estimate two parameters of a linear (e.g. the demand) function is structuralistically reconstructed and is discussed from the point of theory of theories. The question is whether this statistical method can be subsumed under the notion of methods of measurement. The example used here is of course paradigmatic. The question in general is, whether a statistical procedure can be used in the right circumstances as a measurement procedure. We find arguments for the latter option

    The H.E.S.S. multi-messenger program

    Based on fundamental particle physics processes like the production and subsequent decay of pions in interactions of high-energy particles, close connections exist between the acceleration sites of high-energy cosmic rays and the emission of high-energy gamma rays and high-energy neutrinos. In most cases these connections provide both spatial and temporal correlations of the different emitted particles. The combination of the complementary information provided by these messengers allows to lift ambiguities in the interpretation of the data and enables novel and highly sensitive analyses. In this contribution the H.E.S.S. multi-messenger program is introduced and described. The current core of this newly installed program is the combination of high-energy neutrinos and high-energy gamma rays. The search for gamma-ray emission following gravitational wave triggers is also discussed. Furthermore, the existing program for following triggers in the electromagnetic regime was extended by the search for gamma-ray emission from Fast Radio Bursts (FRBs).     Role of material properties and mesostructure on dynamic deformation and shear instability in Al-W granular composites

    Dynamic experiments with Al-W granular/porous composites revealed qualitatively different behavior with respect to shear localization depending on bonding between Al particles. Two-dimensional numerical modeling was used to explore the mesomechanics of the large strain dynamic deformation in Al-W granular/porous composites and explain the experimentally observed differences in shear localization between composites with various mesostructures. Specifically, the bonding between the Al particles, the porosity, the roles of the relative particle sizes of Al and W, the arrangements of the W particles, and the material properties of Al were investigated using numerical calculations. It was demonstrated in simulations that the bonding between the "soft" Al particles facilitated shear localization as seen in the experiments. Numerical calculations and experiments revealed that the mechanism of the shear localization in granular composites is mainly due to the local high strain flow of "soft" Al around the "rigid" W particles causing localized damage accumulation and subsequent growth of the meso/macro shear bands/cracks. The "rigid" W particles were the major geometrical factor determining the initiation and propagation of "kinked" shear bands in the matrix of "soft" Al particles, leaving some areas free of extensive plastic deformation as observed in experiments and numerical calculations.Comment: 10 pages, 14 figures, submitted to Journal of Applied Physic

    Prevalence of canid herpesvirus-1 infection in stillborn and dead neonatal puppies in Denmark

    BACKGROUND: Canid herpesvirus-1 (CaHV-1) infection in puppies less than three weeks of age is often reported to be associated with a lethal generalized necrotizing inflammation and since the discovery of the virus in 1965 several reports of neonatal infections have been published. However, the significance of CaHV-1 for peri- and neonatal mortality in puppies remains unclear. Therefore, we examined stillborn and dead neonatal puppies in Denmark to determine the prevalence of infection and further to correlate infection levels with necropsy findings to assess the possible significance of the infection. RESULTS: From a cross-sectional study of 57 dead puppies, 22.8% (n = 13) were confirmed positive for CaHV-1 by real-time polymerase chain reaction (PCR) of tissue pools of lung/liver and/or spleen/kidney. Specimens from PCR positive cases were further investigated by histology and in situ hybridization (ISH). High levels of CaHV-1 DNA were present in only one case in which lesions and ISH staining consistent with CaHV-1 infection were found as well. CaHV-1 concentrations in the other cases were low and a range of lesions not consistent with CaHV-1 were found. Similar, ISH staining was mostly negative in these except for one case with a few positive cells. CONCLUSION: CaHV-1 infection in stillborn and dead neonatal puppies in Denmark seems to be common, but the direct significance for puppy mortality remains unclear as only one of 13 PCR positive puppies (7.7%) had pathognomonic lesions.     Mott transition in one dimension: Benchmarking dynamical cluster approaches

    The variational cluster approach (VCA) is applied to the one-dimensional Hubbard model at zero temperature using clusters (chains) of up to ten sites with full diagonalization and the Lanczos method as cluster solver. Within the framework of the self-energy-functional theory (SFT), different cluster reference systems with and without bath degrees of freedom, in different topologies and with different sets of variational parameters are considered. Static and one-particle dynamical quantities are calculated for half-filling as a function of U as well as for fixed U as a function of the chemical potential to study the interaction- and filling-dependent metal-insulator (Mott) transition. The recently developed Q-matrix technique is used to compute the SFT grand potential. For benchmarking purposes we compare the VCA results with exact results available from the Bethe ansatz, with essentially exact dynamical DMRG data, with (cellular) dynamical mean-field theory and full diagonalization of isolated Hubbard chains. Several issues are discussed including convergence of the results with cluster size, the ability of cluster approaches to access the critical regime of the Mott transition, efficiency in the optimization of correlated-site vs. bath-site parameters and of multi-dimensional parameter optimization. We also study the role of bath sites for the description of excitation properties and as charge reservoirs for the description of filling dependencies.
