ErklÀrung und Sinnstiftung nach dem Elbehochwasser 2013. Narrationen von Betroffenheit, BewÀltigung und Verantwortlichkeit.
Infolge des Deichbruchs bei Fischbeck am 10. Juni 2013 wurden weite Teile des
Elbe-Havel-Landes in Sachsen-Anhalt ĂŒberflutet. Knapp drei Jahre nach dem
Hochwasser war die BewĂ€ltigung der Ka-tastrophe fĂŒr viele Betroffene noch
nicht abgeschlossen. Dieses Working Paper geht der Frage nach, wie die
Menschen der betroffenen Region die Erfahrung des Hochwassers rĂŒckblickend in
ihren ErzÀhlungen rahmen, zu welchen ErklÀrungen sie kommen und welchen Sinn
sie der Kata-strophe zuschreiben. Dabei wird Sinnstiftung als wichtiger
Bestandteil von BewÀltigung (Coping) und damit Resilienz betrachtet. Da Coping
als komplexer sozialer Prozess aufzufassen ist, wird Sinn-stiftung auch in
Zusammenhang mit anderen BewÀltigungsformen untersucht, um zu einem kon-
textspezifischen VerstÀndnis von Coping zu gelangen. Im Mittelpunkt stehen
dabei die ErzÀhlungen lokaler Akteur*innen als Teil der Erinnerung an die
Katastrophe, die als Akt der individuellen und kollektiven Sinnstiftung
betrachtet werden. Dabei lassen sich einerseits Narrationen finden, die auf
der Erfahrung von SolidaritÀt und Hilfe beruhen und dadurch die individuelle
BewÀltigung von Leid fördern sowie auf kollektiver lokaler Ebene einend und
identitÀtsstiftend wirken. Andere Interpre-tationen hingegen, die sich auf
akute und langfristige staatliche BewĂ€ltigungsmaĂnahmen bezie-hen, bergen
Konfliktpotential auf verschiedenen Ebenen in sich. Hinsichtlich der Frage
nach Schuld, Verantwortlichkeit und Aufarbeitung der Ereignisse zeigt sich
somit die politische Dimension von Sinnstiftung. Im Zuge des Wiederaufbaus und
der Erholung sind die unterschiedlichen Narrationen als Ausdruck davon zu
verstehen sich in einer verÀnderten NormalitÀt nach der Katastrophe sinn-haft
zurechtzufinden und mit der Erfahrung von Leid und Verlust umzugehen. Lokale
Interpretationen ĂŒber das Hochwasser sind zudem tief im geschichtlichen und
soziokulturellen Kontext der Re-gion verwurzelt und grĂŒnden teils auf
Erfahrungen zu DDR-Zeiten.The crevasse near Fischbeck on 10th of June 2013 led to an extensive
inundation of the Elbe-Havel-Land in Saxony-Anhalt. Almost three years later,
affected residents continued to cope with the consequences of the flood. This
working paper asks how people retrospectively frame the experi-ence of the
flood in their narrations and how they explain and make sense out of the
disaster. Sense-making is an important aspect of coping and thereby
resilience. As coping is considered as a complex social process, sense-making
is examined in relation to other forms of coping in order to attain a context-
sensitive understanding of coping. The focus lies on narrations of local
actors as part of remembering the disaster, which are considered as mode of
individual as well as collective sense-making. On the one hand, some
narrations â based on the experience of solidarity and help â promote
individual coping processes in the face of suffering and foster local
collective identity. In contrast, other interpretations of the disaster that
relate to immediate and long-term official disas-ter management measures carry
the potential of social conflict on different levels. Regarding the question
of blame, accountability and official remembrance of events the political
dimension of sense-making comes to the fore. In the course of reconstruction
and recovery the different narra-tions are an expression of meaningfully
negotiating oneâs way in a changed normality after the dis-aster and coping
with the experience of loss and suffering. Local interpretations of the flood
are also deeply rooted in the historical and sociocultural context of the
region and are partly based on experiences during the period of the GDR
The Case of Chile
This exploratory work seeks to shed light on disaster governance by looking
into potential linkages between the production of vulnerability and disaster
governance in Chile. Our point of investigation is the case of post-disaster
Chaitén and the Chilean model of Disaster Risk Management. The work begins by
situating disaster governance and the production of vulnerability in a broader
context of existing governance system that includes a multiplicity of actors
and socio-economic, socio-ecological, and political processes. Coming from a
multi-scalar perspective, we use the disaster Pressure and Release (PAR) model
to enable a differentiated analysis of the multiplicity of actors, rules, and
processes related to DRM that participate in the production of disaster
vulnerability in the current Chaitén. With this we address the questions as to
âwhyâ the Chilean model of DRM is prominently centralised and âwhatâ are the
effects on the production of disaster vulnerability for the case of post-
disaster Chaitén

Summary: The Transdisciplinary Integrative Vulnerability and Resilience
Assessment (TIV) developed by the Disaster Research Unit is a fundamental
methodology and method which has derived from various sociological approaches
and constantly been refined ever since. It serves as a counter model to
established vulnerability and resilience assessments, which either
descriptively / quantitatively determine vulnerabi lity and resilience top-
down or carry out a participative bottom -up assessment together with those
potentially affected. TIV combines both approaches and focusses on an
iterative process in which the results obtained are continuously discussed and
evaluated with experts, the general public, organizations, etc., in order to
ensure a common and milieu-sensitive assessment. This working paper first
defines "transdisciplinarity" and outlines the current state of research
followed by a presentation of selected vulnerability and resilience
assessments that form the basis for TIV, or where TIV goes beyond them. Then
TIV itself and its methodological, methodical and contentbased approaches are

Das vorliegende Working Paper ist das erste einer zweiteiligen
WorkingâPaperâReihe zum Thema âBĂŒrger*innenbeteiligungâ, die im Rahmen des vom
BMBF geförderten TeilprojektsâVulnerabilitĂ€t und Sicherheit in der gerechten
Stadtâ entstanden sind. Es bespricht die verschiedenen Verfahrensweisen in und
UmgĂ€nge mit der Beteiligung von BĂŒrger*innen. Zu diesem Zweck bereitet es den
so genannten State of the Art auf und bespricht dabei den Aspekt der sozialen
Nachhaltigkeit von BĂŒrger*innenbeteiligung. Eine sozialnachhaltige Gestaltung
und Planung von Beteiligungsverfahren zielt auf âpassgenaueâ und
sozialvertrĂ€gliche MaĂnahmen und Entwicklungen, die auf Kooperation,
Anerkennung und Transparenz fuĂen. Welche Schritte gilt es dabei zu bedenken
und wie werden Beteiligungsverfahren in der Forschung besprochen? Das
vorliegende Working Paper stellt zunÀchst die Debatte zur Partizipation mit
einem Anwendungsschwerpunkt auf Kommunen vor. Im Anschluss diskutieren wir
eine Methodologie, die die theoretischen Argumente aufgreift und in die
