    Access to administrative files and records is a right enshrined in the Constitution of the Bolivarian Republic of Venezuela for citizens to stay informed promptly by the Public Administration on the status of actions that are interested, existing restrictions on access confidential documents content. In this regard, the proposal of a tool for document file management Public Administration aims to design an instrument to systematize the classification of the archives of public bodies of the State; which they are organized in a hierarchical structure levels, and in turn, each body is identified by a permanent code assigned by the state planning control projects and budgets. It is a descriptive study, with a descriptive cross-transactional or non-experimental design, based on theoretical principles about the archival document management. As a result, the proposed approximate to the reality of the state archives, for consideration and possible implementation in the archives of the Public Administration tool is presented

    A proposal of tools for document management of the Ministry of Popular Power for Labour and Social Security has, given its functions as an organ dedicated to public policies on labor and social security matters and that there are shortages of proper management today documentary in administrative files under the Ministry, to which there is a need to propose tools to systematize the document management by implementing a central filing system where information management policies and supported by the theoretical knowledge management principles established archival documentary that can be applied in the treatment of the Ministry documentary. Identifying the problem it is successfully detected by direct observation and a questionnaire type survey which was answered by the employees responsible for the files, just as a descriptive study is presented with descriptive cross-transactional or non-experimental design.     Implementation of a project pilot of the Electronic Reference Service of the Pedro Grases Library of the Metropolitan University in Caracas, Venezuela. The paper evaluates the performance of the reference service in the first five months of year 2006 (January to May) from the statistics for information requests received by electronic mail and some by telephone route. These requests were classified into different types of services: book acquisition orders, article search, bibliography elaboration, password requests, requests for tutorials, classes and tours, and interlibrary loans. Also the requests are classified chronologically, by type of user, area of knowledge, and language required for the response. A series of series of recommendations for the definitive establishment of the Service is presented, and activities to complement and expand the project
