Environmental negotiations as dynamic games : Why so selfish ?
We study a trade-off between economic and environmental indicators using a two-stage optimal control setting where the player can switch to a cleaner technology, that is environmentally “efficient”, but economically less productive. We provide an analytical characterization of the solution paths for the case where the considered utility functions are increasing and strictly concave with respect to consumption and decreasing linearly with respect to the pollution stock. In this context, an isolated player will either immediately start using the environmentally efficient technology, or for ever continue applying the old and “dirty” technology. In a two-player (say, two neighbor countries) dynamic game where the pollution results from a sum of two consumptions, we prove existence of a Nash (open-loop) equilibrium, in which each player chooses the technology selfish i.e., without considering the choice made by the other player. A Stackelberg game solution displays the same properties. Under cooperation, the country reluctant to adopt the technology as an equilibrium solution, chooses to switch to the cleaner technology provided it benefits from some “transfer” from the environmentally efficient partnerO41, Q56, Q58
Towards an understanding of tradeoffs between regional wealth, tightness of a common environmental constraint and the sharing rules
Consider a country with two regions that have developed differently so that their current levels of energy efficiency differ. Each region’s production involves the emission of pollutants, on which a regulator might impose restrictions. The restrictions can be related to pollution standards that the regulator perceives as binding the whole country (e.g., enforced by international agreements like the Kyoto Protocol). We observe that the pollution standards define a common constraint upon the joint strategy space of the regions. We propose a game theoretic model with a coupled constraints equilibrium as a solution to the regulator’ s problem of avoiding excessive pollution. The regulator can direct the regions to implement the solution by using a political pressure, or compel them to emply it by using the coupled constraint’s Lagrange multipliers as taxation coefficients. However, to implement the solution, a coupled constraints equilibrium needs to exist and must also be unique. We consider a stylised model that possesses these properties, of the Belgian regions of Flanders and Wallonia. We analyse the regional production levels, which result from the equilibrium, as a function of the pollution standards and of the sharing rules for the satisfaction of the constraint

Adenovirus Recruits Dynein by an Evolutionary Novel Mechanism Involving Direct Binding to pH-Primed Hexon
Following receptor-mediated uptake into endocytic vesicles and escape from the endosome, adenovirus is transported by cytoplasmic dynein along microtubules to the perinuclear region of the cell. How motor proteins are recruited to viruses for their own use has begun to be investigated only recently. We review here the evidence for a role for dynein and other motor proteins in adenovirus infectivity. We also discuss the implications of recent studies on the mechanism of dynein recruitment to adenovirus for understanding the relationship between pathogenic and physiological cargo recruitment and for the evolutionary origins of dynein-mediated adenovirus transport
Magnetic fields at the periphery of UCHII regions from carbon recombination line observations
Several indirect evidences indicate a magnetic origin for the non-thermal
width of spectral lines observed toward molecular clouds. In this letter, I
suggest that the origin of the non-thermal width of carbon recombination lines
(CRLs) observed from photo-dissociation regions (PDRs) near ultra-compact \HII\
regions is magnetic and that the magnitude of the line width is an estimate of
the \alfven speed. The magnetic field strengths estimated based on this
suggestion compare well with those measured toward molecular clouds with
densities similar to PDR densities. I conclude that multi-frequency CRL
observations have the potential to form a new tool to determine the field
strength near star forming regions.Comment: To appear in ApJ Letter
Neuronal migration defects in the Loa dynein mutant mouse
<p>Abstract</p> <p>Background</p> <p>Cytoplasmic dynein and its regulatory proteins have been implicated in neuronal and non-neuronal cell migration. A genetic model for analyzing the role of cytoplasmic dynein specifically in these processes has, however, been lacking. The Loa (Legs at odd angles) mouse with a mutation in the dynein heavy chain has been the focus of an increasing number of studies for its role in neuron degeneration. Despite the location of this mutation in the tail domain of the dynein heavy chain, we previously found a striking effect on coordination between the two dynein motor domains, resulting in a defect in dynein run length <it>in vitro </it>and <it>in vivo</it>.</p> <p>Results</p> <p>We have now tested for effects of the Loa mutation on neuronal migration in the developing neocortex. Loa homozygotes showed clear defects in neocortical lamination and neuronal migration resulting from a reduction in the rate of radial migration of bipolar neurons.</p> <p>Conclusions</p> <p>These results present a new genetic model for understanding the dynein pathway and its functions during neuronal migration. They also provide the first evidence for a link between dynein processivity and somal movement, which is essential for proper development of the brain.</p
