INSTITUTIONAL ASPECTS OF THE CLUSTER DEVELOPMENT OF THE REGIONAL ECONOMIC SYSTEM
Purpose: The heterogeneity of the economic space has intensified in recent years in the process of transition and laying the foundations of a market economy in the CIS countries, as well as in the EU regions, due to its expansion. This unevenness was manifested as a result of different starting levels of economies, different resource endowments, the choice of their targets and priorities for socio-economic development, and the increased authority of local authorities.
Methodology: This is analytical-logical research that has been done through content analysis and documentary and library research.
Result: Problems of market fiasco in the regions, as well as the important role of local institutions in regional development are also noted in the EU and serve as a strong argument for the need for government intervention in regional policy, primarily from the standpoint of regulating the innovation sphere, financial assistance to create jobs or clusters capable of self-development.
Applications: This research can be used for universities, teachers, and students.

Experimental study of a transformer with superconducting elements for fault current limitation and energy redistribution
Numerous proposed and developed superconducting fault current limiters and
self-limiting transformers limit successfully fault currents but do not provide
uninterrupted supplying of consumers. A design investigated in the work
combines the functions of a conventional transformer with the functions of fast
energy redistribution and fault protection. The device constitutes a
transformer containing an additional high-temperature superconducting (HTS)
coil short-circuited by a thin film HTS switching element. Fault current
limitation and redistribution of the power flow to a standby line are achieved
as a result of a fast transition of the superconducting switching element from
the superconducting into the normal state. Transient and steady-state
characteristics were experimentally investigated. A mathematical model of the
device operation was proposed, and the calculated results were found to be in
good agreement with the experimental data. The application field and basic
requirements to such devices were discussed and it was shown that the proposed

Exotic and excited-state radiative transitions in charmonium from lattice QCD
We compute, for the first time using lattice QCD methods, radiative
transition rates involving excited charmonium states, states of high spin and
exotics. Utilizing a large basis of interpolating fields we are able to project
out various excited state contributions to three-point correlators computed on
quenched anisotropic lattices. In the first lattice QCD calculation of the
exotic 1-+ eta_c1 radiative decay, we find a large partial width Gamma(eta_c1
-> J/psi gamma) ~ 100 keV. We find clear signals for electric dipole and
magnetic quadrupole transition form factors in chi_c2 -> J/psi gamma,
calculated for the first time in this framework, and study transitions
involving excited psi and chi_c1,2 states. We calculate hindered magnetic
dipole transition widths without the sensitivity to assumptions made in model
studies and find statistically significant signals, including a non-exotic
vector hybrid candidate Y_hyb? -> eta_c gamma. As well as comparison to
experimental data, we discuss in some detail the phenomenology suggested by our
results and the extent to which it mirrors that of quark potential models and
make suggestions for the interpretation of our results involving exotic quantum
numbered states
Synthesis and structure of copoly(amide Esters) based on cyclic carbonates and monofunctional isocyanates
The anionic copolymerization of a series of cyclic carbonates with phenylisocyanate is investigated in the presence of sodium caprolactam. The structure of the obtained copolymers is established, and the mechanism of interaction is suggested. The effect of a substituent in cyclocarbonates on the yield of the resulting copolymeric product is shown. © 2011 Pleiades Publishing, Ltd
New copolymer products from cyclic carbonates and isocyanate-containing compounds
The anionic copolymerization of cyclic carbonates with aromatic and aliphatic diisocyanates is studied. The macro- and supramolecular structures of the resulting copolymer are determined. Ontologia do nanoworld: abordagem do sistema e o conceito de evolucionismo
The article deals with the ontological subsystem of the philosophical foundations of the corresponding picture of the world, defining the typical understanding of the world as a unity in a variety of properties and relations typical of a particular historical period on the basis of appropriate philosophical interpretation of such categories as matter, motion, space and time, necessary and accidental, possible and real, and other categories, attracted from the classical philosophical heritage and non-classical philosophical teachings. The author points out an important event in the development of the system approach was the publication by Immanuel Kant in 1755 of the work "Universal Natural History and Theory of the Sky." The article describes the fundamental achievement which is the development of the so-called "physics of arising" that reads to express the principle ("From the existing to the emerging) in such a way: the evolutionary paradigm is expanded and elevated to the rank of the basis of all the processes entering according to the second law of thermodynamics. It is established modern holism synthesizes evolutionism, brought to the idea of self-development, with a systemic approach, in which ”zone of responsibility” not only isolated but open complex systems fall into. It is stated the support of nanotechnology and the NBIС tetrahedron as a whole, that is, the NBIC-initiative, is also a complex of self-organizing and self-developing system.El artículo trata del subsistema ontológico de los fundamentos filosóficos de la imagen correspondiente del mundo, definiendo la comprensión típica del mundo como una unidad en una variedad de propiedades y relaciones típicas de un período histórico particular sobre la base de la interpretación filosófica apropiada de categorías tales como la materia, el movimiento, el espacio y el tiempo, necesario y accidental, posible y real, y otras categorías, atraídos por el patrimonio filosófico clásico y las enseñanzas filosóficas no clásicas. El autor señala que un evento importante en el desarrollo del enfoque sistémico fue la publicación por Immanuel Kant en 1755 de la obra "Universal Natural History and Theory of the Sky". The phraseological fund of language is the most valuable source of data on culture, stereotypes of national consciousness; it includes people's ideas about myths, customs, ceremonies, rituals, habits, morals, behavior. Each person belongs to the certain national culture including national traditions, language, history, literature. Economic, cultural and scientific contacts of the countries and their people increase the relevance of the topics connected with a research of cross-cultural communications, interactions and interferences of languages and cultures, studying of the language personality.Studying of how the phraseological component of language reflects the outlook characteristic of "national spirit" in the images gives a special impulse to development of phraseology. Phraseological units (PU) reproduce this outlook in processes of the speech and by that form it, becoming property of language consciousness. Early infant feeding and adiposity risk: from infancy to adulthood
Introduction: Systematic reviews suggest that a longer duration of breast-feeding is associated with a reduction in the risk of later overweight and obesity. Most studies examining breast-feeding in relation to adiposity have not used longitudinal analysis. In our study, we aimed to examine early infant feeding and adiposity risk in a longitudinal cohort from birth to young adulthood using new as well as published data.
Methods: Data from the Western Australian Pregnancy Cohort (Raine) Study in Perth, W.A., Australia, were used to examine associations between breast-feeding and measures of adiposity at 1, 2, 3, 6, 8, 10, 14, 17, and 20 years.
Results: Breast-feeding was measured in a number of ways. Longer breast-feeding (in months) was associated with reductions in weight z-scores between birth and 1 year (β = -0.027; p \u3c 0.001) in the adjusted analysis. At 3 years, breast-feeding for \u3c4 months increased the odds of infants experiencing early rapid growth (OR 2.05; 95% CI 1.43-2.94; p \u3c 0.001). From 1 to 8 years, children breast-fed for ≤4 months compared to ≥12 months had a significantly greater probability of exceeding the 95th percentile of weight. The age at which breast-feeding was stopped and a milk other than breast milk was introduced (introduction of formula milk) played a significant role in the trajectory of the BMI from birth to 14 years; the 4-month cutoff point was consistently associated with a higher BMI trajectory. Introduction of a milk other than breast milk before 6 months compared to at 6 months or later was a risk factor for being overweight or obese at 20 years of age (OR 1.47; 95% CI 1.12-1.93; p = 0.005).
Discussion: Breast-feeding until 6 months of age and beyond should be encouraged and is recommended for protection against increased adiposity in childhood, adolescence, and young adulthood. Adverse long-term effects of early growth acceleration are fundamental in later overweight and obesity. Formula feeding stimulates a higher postnatal growth velocity, whereas breast-feeding promotes slower growth and a reduced likelihood of overweight and obesity. Biological mechanisms underlying the protective effect of breast-feeding against obesity are based on the unique composition and metabolic and physiological responses to human milk
The impact of innovations in the production of biologically valuable food products on supply chain management in the regional economy
Abstract— The article shows a study of the role of supply chain management of innovative biologically valuable food products in the industrial development and economy of the region. The analysis of the process of updating the assortment of food products based on the introduction of innovative developments and production principles conducive to the release of a healthy diet product (innovative product) is presented. The main provisions of the concept of healthy food products, the category of “innovative food products” are analyzed. The article systematizes the definitions of the concept of “innovative product”. Based on the results of the study, features, functional properties and characteristic features of an innovative food product are determined. Based on the concept of “innovative food product”, the concepts of “new food product”, “improved food product”, and “modified food product” are formulated. A classification model of innovative food products is presented. Based on it, it is shown that the development, production and sale of an innovative food product two functions: economic and social. The study made it possible to formulate the main criteria that make it possible to attribute a food product to a group of innovative food products. The article describes the characteristics of an innovative food product, describes market and consumer properties. Dynamic response of HTS composite tapes to pulsed currents
Dynamic voltage-current characteristics of an HTS Ag/BiSCCO composite tape
are studied both experimentally and theoretically. The tape is subjected by
pulsed currents with different shapes and magnitude and voltage traces are
measured using the four-point method with different location of potential taps
on the sample surface. Clockwise and anticlockwise hysteresis loops are
obtained for the same sample depending on location of the potential taps. The
dynamic characteristics deviate substantially from the DC characteristic,
especially in the range of low voltages where a criterion for the critical
current value is usually chosen (1-10 mkV/cm). The critical current determined
from dynamic characteristics and its change with the pulse magnitude depend on
location of the potential taps and on the curve branch chosen for the critical
current determination (ascending or descending). The theoretical analysis is
based on a model of the magnetic flux diffusion into a composite tape for a
superconductor described by the flux creep characteristic. Numerical simulation
based on this model gives the results in good agreement with the experimental
ones and explains the observed peculiarities of the dynamic characteristics of
HTS composite tapes. The difference between the magnetic diffusion into a tape
