Performance audit : the need for a responsive approach case study in Oman

In recent times performance audit has become a subject of attention, experimentation, application and debate in the public sectors across the global world. Performance audit is not a replacement for financial audit; indeed, it is a type of audit that aims to examine the economy, efficiency and effectiveness of a public sector entity. Thus an important role is reserved for performance external auditing executed by external state audit institutions, sometimes known as national audit offices.A number of studies have criticized the contribution of performance audit in delivering recommendations that are not representative of citizens’ needs and/or preferences and do not consider social values. Thus this thesis examines whether performance audit practices and reporting take into account the public perspective and social value performance elements. Moreover, it concentrates on understanding the process of decision-making by performance auditors during their assessment and evaluation of public sector performance. The latter involves discussion and explanation of the approach implemented by performance auditors and how does certain types of information in the early stages of the auditing process influence their reporting process. Further, this research provides arguments regarding the contribution of performance audit in improving public sector services, and provides recommendations for decision-makers.The Throughput model is used to form a theoretical framework allowing us to understand the relation between using performance information and performance perception, and judgement and decision-making in performance audit reporting. The different pathways show how auditors prioritize certain aspects of organizational performance in their assessment and decisions.Auditors from the State of Audit Institution in Oman (SAI) participated in this study by responding to an online questionnaire. Structural equation modelling (SEM) via partial square least (PLS) was used as a data analysis approach to test the hypothetical relationships. The first stage used was the measurement model assessment, and the second stage was structural model assessment, via the smart PLS version 2. Additionally, indirect exploratory effects of the moderators (such as gender, age, experience level and educational level) were examined using multi-group analysis (MGA) method. The findings show that auditors in performance audit rely heavily on performance information of the audited entity to make their judgements, and that their perception of social value and being public responsive does not impact upon their judgement. Simultaneously there was a direct relation between performance perception and decision-making, and a strong relation between judgement and decision choice (i.e. reporting) in performance audit. The findings located some areas of weakness in current performance audit practice. Moreover, the findings of this research may be of great value and have empirical contributions to make for government decision-makers, auditors of state of Audit institutions and managers of public sectors

INVESTIGATION ON RECYCLED GLASS AS A REPLACEMENT FOR FINE AGGREGATE IN CONCRETE

Waste management is becoming a major issue for communities worldwide. Glass, being non-biodegradable, is not suitable for addition to landfill and such recycling opportunities need to investigate. Continuous use of natural resources since ages has been depleting them at an alarming rate. Natural sand is the best form of the fine aggregate used in concrete till now. But continuous sand mining results in impure water in river which leads to an environment disaster. In the search for the replacement of sand, construction material waste and environmental waste materials got the focus of research people. Among these materials like waste glass can be an effective replacement for fine aggregate. This project studies the suitability of crushed glass as a possible substitute for conventional fine aggregate. Experimental investigation was carried out to evaluate the properties of concrete mixture in which the fine aggregate was replaced with the crushed glass in 20%, 40%, 60%, 80% & 100% by weight. Mechanical properties like compressive strength and tensile strength were determined at an age of 28 days. The test results indicate when crushed glass used as fine aggregate enhances the strength properties of concrete. It is found that 60% fine glass and 40% natural is the optimum proportion

Improved Approach for Unbalanced Load-Division Operations Implementation on Hybrid Parallel Processing Systems

The modern computer-systems designed according to multiprocessor configurations. Multiple processors enable multiple threads to be executed simultaneously with the ability of executing the threads of the same process to be run on different processors at the same time. This paper addresses the building of a software application to be implemented on hybrid memory systems depending on client/server principles, the network can contain any number of nodes; one of them is a client and the others are servers. An improved approach was produced for problem subdivision based on an unbalanced load division case study (Matrix multiplication). Many previous drawbacks overcame, such as matrix-size limitation, effect of multi-core with distributed systems and forcing the processes and threads among multi-core system processors. Thus, the communication-direction from client-side toward the servers-side and vice-versa became more powerful by binding the activities of both Massage-Passing-Interface (MPI) with those of Open Multi-Processing (OpenMP). The proposed algorithms are executed by Quasar Toolkit (QT) creator application using C++ and QT library. The application-software is implemented to get high speed with as possible as minimum time and detect the effects of this system on the CPU Execution time and CPU Usage, the results are very acceptable and the processing time is decreased by 5.4492 times comparing with those without using hybrid parallel processing

Gardner explains that intelligence is some of the abilities that a person possesses, which will not all be equal to the abilities others have, because they are of many types, Gardner calls them multiple intelligences. The development of learning strategy is intended to provide an alternative paradigm in order to prepare PAUD/TK/RA teachers who have special skills in early childhood education. Therefore, further research on the effectiveness of early childhood learning strategies based on multiple intelligences was developed to improve the competence of RA teachers. The research method used experiments, involving 116 RA teachers in Pemalang district. Data analysis used statistical analysis of Paired Sample T-Test, which aims to find out the effectiveness of AUD based learning strategy based on multiple intelligence in improving the competence of PAUD/TK/RA teachers. The results showed the significance of paired sample t-test of 0.000 (<0.05) with a t value of 9.555. Thus, the results of the analysis show that statistically, the effectiveness of early childhood learning strategies based on mulitple intelligence in improving the competence of RA teachers is tested

In this research, study some physical and mechanical properties of polymernano composites. The polymernano composites based on unsaturated polyester resin reinforced with carbon fibers (C.F). The samples are attended by hand lay – up method. The samples constituent were polyester resin as matrix with 3% volume fraction from carbon fiber and (0.5%, 1%, 1.5%, 2 %( volume fractions of carbon nanotube. The water absorption, hardness (shore D), flexural test, impact test and toughness fracture properties are studied. Results showed that water absorption increase with addition 3% volume fraction of carbon fiber and Carbon Nanotube, the sample (polyester+3%C.F+0.5% CNTs) has lower water absorption than other samples. The hardness (shore D), flexural test, impact testand toughness fracture for the sample (polyester+3%C.F+0.5% CNTs) has higher value for Nano- composites
