Socrates acting as a “gadfly” in Athenian politics is one of the first descriptions of what it entails to engage in political enlightenment. The possibilities of such enlightenment, in particular to engage in critical speech, are addressed in this arti- cle by discussing the ideas of Jürgen Habermas and Michel Foucault. Habermas argues that a radical political idea was articulated in the early modern public sphere; this was the idea of the dissolution of domination through public opin- ion. This understanding is important for Habermas’ later formulations of commu- nicative action and discourse. The latter is contrasted with Foucault’s analysis of truth telling, parrēsia, and it is argued that the risk taking and courage required to speak the truth provide clues for deepening the understanding of what Habermas calls discursive problematization. Truth telling is also considered in relation to the Socratic dialogue, which gives us an idea of the reciprocal and dialogical relations between participants focused on elaborating relations to the self that enable indi- viduals to engage in critical speech and political enlightenment

Constituent power and constitutional order : above, within and beside the constitution

The constituent power of the people is one of the fundamental ideas of modern politics. It was first articulated during the early modern revolutions when the idea was deployed to legitimize the revolution and to develop constitutions. This study sketches the historical background and the articulation of the idea of constituent power of the people, using the threefold meaning of the idea initially suggested by Carl Schmitt: constituent power being power above the existing constitutional order, power within that order, and power beside the constitutional order. These conceptions are not only discussed in the historical context they were articulated in but also placed within the framework of contemporary political and constitutional thought. In doing so, this book explores the various emphasizes that different theorists place on the role of constituent power in democracies to provide a comprehensive understanding of how this cornerstone of political thought has evolved since it was first posited in the 18th Century

I fokus för denna studie av europeiseringen av svensk invandringspolicy och politik står det anpassningstryck som följer av framväxten av gemensam policy inom den Europeiska unionen (EU). Studien visar att i flera fall har svensk invandringspolicy transformerats som en konsekvens av gemensam policy inom EU, men att det inte motsvaras av en transformation av politiken i motsvarande grad, i varje fall inte när konfliktlinjerna mellan partier i riksdagen står i fokus för analysen av invandringspolitiken. De politiska förändringar som skett, exemplevis gällande policyprocesser, är inte specifika för invandringspolitiken utan rör förändringar till följd av EU-medlemskapet generellt
