    Fiscal maneuver and restructuring of the Russian economy

    The paper discusses fiscal policy parameters through 2024. The suggested way to ensure long-term fiscal stability is stabilizing both the general government revenues and expenditures as percentages of GDP at levels differing by the public debt service payments and then applying a new version of the fiscal rule. The redistribution of fiscal spending from unproductive to productive areas (primarily investment in human and physical capital) is considered to boost economic growth. The possible use of additional spending on education, public health, and transport systems is presented, as is the optimization of expenditures in nonproductive areas

    Charge breeding investigation in EBIS/T and collision study of ions with cold atoms for HITRAP

    Highly charged ions (HCI) at low velocities or at rest are interesting systems for various atomic physics experiments. For investigations on HCI of heavy stable or radioactive nuclides the HITRAP (Highly charged Ion TRAP) decelerator facility has been set up at GSI to deliver cooled beams of HCI at an energy of 5 keV/q. The HCI are produced in a stripper foil at relativistic energies and are decelerated in several steps at ESR storage ring and HITRAP before they are delivered to experimental setups. One of the experiments is the investigation of multi-electron charge exchange in collisions of heavy HCI with cold atoms using novel MOTRIMS technique. Collision experiments on light ions from an ECR ion source colliding with cold atoms in a MOT have been performed and the results are described. An electron beam ion trap (EBIT) has been tested and optimized for commissioning of the HITRAP physics experiments. The process of charge breeding in the EBIT has been successfully studied with gaseous elements and with an alkaline element injected from an external ion source

    Air exchange calculation in traditional buildings of orthodox churches in Russia

    The paper devoted to indoor air quality providing in orthodox churches in Russia. Using the results of theoretical and experimental research made some practical recommendations for design and installation of ventilation systems in orthodox churches. Significant part of research deals with air and constructions humidity controls by reverse osmosis. It is reaffirmed that the rate of dehumidification is directly connected with the air exchange rates and operation of space heating devises in premises. It is very common to use natural ventilation in old churches. It is very easy to install and maintain, but still this way of indoor air conditions providing is absolutely not sustainable. And to avoid the leak of ventilation efficiency for different rooms it is recommended to provide mechanical supply and exhaust ventilation. Another significant issue for providing rapid wall dehumidification is properly operating space heating. It is noted that heating should be combined with an action of ventilation and electroosmotic drying

In the article, the authors have determined factors influencing the quality of educational services in a university and the goals for which university students get a higher education. Moreover, the authors have identified students’ satisfaction with the quality of education in higher education institutions. The authors have analyzed the assessment of educational services provided to university students. In the article, the authors characterize the meaning and functions of institutions at various levels in assuring the quality of higher education. Special attention has been paid to European institutions involved in the assessment and quality assurance of higher education.El desarrollo de tendencias en la sociedad moderna (con su rápido desarrollo de tecnologías innovadoras, progreso científico y técnico) requiere un aumento de la eficiencia en la educación de especialistas altamente calificados en educación. El tema de proporcionar servicios educativos de alta calidad con el objetivo de hacer coincidir el nivel de capacitación del personal con los requisitos y necesidades del mercado laboral se está convirtiendo en un tema de actualidad. El artículo identifica los factores que afectan la calidad de los servicios educativos en la universidad, el objetivo de obtener una educación superior para los estudiantes y los estudiantes universitarios, su nivel de satisfacción con la calidad de la educación y el proceso educativo en una institución de educación superior se ha aclarado. El análisis de la evaluación de los servicios educativos, que reciben los alumnos y universitarios.     Gyrubot: nonanthropomorphic stabilization for a biped

    International audienceDemands on leg degrees of freedom and control precision for bipedal robotics are steadily increasing, especially for the tasks involving walking on a rough terrain. In this paper we present an alternative, as well as a working proof-of-concept. Meet gyrubot: a 5-link almost planar bipedal robot with a torso complemented by a nonanthropomorphic stabilization system, capable of blindly walking through uneven areas. Despite being almost planar, the robot does not need any support in the frontal plane! This paper describes the mechanical design and the architecture of the controllers. We also provide the experimental evidence of the ability of gyrubot to navigate across non-flat terrains
