    Autonomous schools and strategic pupil exclusion

    This paper studies whether pupil performance gains achieved by autonomous schools – specifically academy schools in England – can be attributed to the strategic exclusion of poorly performing pupils. In England there have been two phases of academy school introduction, the first in the 2000s being a school improvement programme for schools serving disadvantaged pupil populations, the second a mass academisation programme in the 2010s which by contrast enabled better performing schools to become academies. Overall, on average across both programmes, exclusion rates are higher in academy schools. When the two programmes are considered separately, the earlier programme featured a much higher increase in the incidence of permanent exclusion. However, a number of simulated counterfactual experiments based on the statistical estimates show that rather than being used as a strategic means of manipulation to boost measured school performance, the higher rate of exclusion is instead a feature of the rigorously enforced discipline procedures that the pre-2010 academies adopted

    Returning to returns: revisiting the British education evidence

    We revisit the question of what is the rate of return to education in Great Britain. We make two contributions. Firstly, we re-assess the robustness of Harmon and Walker (1995), Oreopoulos (2006) and Devereux and Hart (2010) to equation specification and estimation method. Secondly, we generalize the previous IV approaches by using the month of birth in the calculation of a more accurate IV exploiting the 1947, 1963 and 1972 UK School Leaving Age reforms. Our results highlight the importance of equation specification and they provide a robust case for a 6% Rate of Return to Education for men

    School indiscipline and crime

    This paper studies the impact of compulsory schooling on violent behaviour and victimization in school using individual-level administrative data matching education and criminal records from Queensland (Australia). Exploiting a legislative increase in the minimum dropout age in 2006, this study defines a series of regression-discontinuity specifications to show that compulsory schooling reduces crime but increases violent behaviour in school. While police records show that property and drugs offences decrease, education records indicate that violence and victimization in school increase. Thus, prior studies that fail to consider in-school behaviour may over-estimate the short-run crime-reducing impact of compulsory education

    Prices, policing and policy: the dynamics of crime booms and busts

    In many historical episodes, the extent of criminal activity has displayed booms and busts. One very clear example is the case of metal crime, where in the face of big increases in value driven by world commodity prices, the incidence of metal thefts in the UK (and elsewhere) rose very sharply in the 2000s. Early in the current decade, they fell sharply again. This paper studies the roles of prices, policing and policy in explaining these crime dynamics. The empirical analysis shows sizeable and significant metal crime-price elasticities, in line with the idea that changing economic returns do shape crime. However, the rapid upward and downward trends are not only due to price changes. Their temporal evolution is also explained by changes in policing and policy. On the former, a difference-indifferences approach is used to document an important role of policing as a consequence of an antimetal crime operation introduced in 2012. On the latter, the introduction of the Scrap Metal Dealers Act 2013 is exploited to study the impact of policy on the economic activity of scrap metal dealers in England and Wales. Results from our difference-in-differences specification suggest that the tougher regulatory system introduced by the policy hindered the economic activity of pre-existing dealers, reflecting the reduced market size for potential metal criminals to sell what they have stolen

    Does homeownership reduce crime? A radical housing reform in Britain

    “Right to Buy” (RTB), a large-scale natural experiment by which incumbent tenants in public housing could buy properties at heavily-subsidised prices, increased the homeownership rate in Britain by over 10 percentage points between 1980 and the late 1990s. This paper studies its impact on crime, showing that RTB generated significant reductions in property and violent crime that persist up to today. The gentrification of incumbent tenants and their behavioural changes were the main drivers of the crime reduction. This is evidence of a novel means by which gentrification, and housing provision, may have contributed to the sizable crime drops observed in several Western economies in the 1990s and early 2000s

    Intended versus unintended consequences of migration restriction policies: evidence from a natural experiment in Indonesia

    This article studies the consequences of restrictions to migration at the origin on labor market outcomes and school enrolment in origin communities. Our difference-in-differences specification exploits the differential impact across districts in Indonesia of a reform that restricted the migration of Indonesian female domestic workers towards Saudi Arabia in 2011. Our results suggest that this reform did not lead to higher unemployment in Indonesia, but it increased the proportion of workers employed in informal jobs and in agriculture. No detectable change in the consumption patterns of Indonesian households appears from our analysis, suggesting that rural areas in Indonesia could absorb the sudden increase in the availability of workforce. Our findings also show an increase in junior secondary school enrolment of both males and females, arguably reflecting the importance of the maternal presence in the household for the investment in human capital of children

    Age in cohort, school indiscipline and crime: regression-discontinuity estimates for Queensland

    Youth crime involves millions of people each year, imposing extensive costs on society. This paper examines the effect of school starting age on in-school disciplinary sanctions and youth crime. Using administrative data matching education and criminal records for Queensland State secondary school students, the paper exploits school-entry administrative rules to define a regression discontinuity design. Younger pupils in cohort appear to receive more disciplinary sanctions during secondary school and to commit more crime after secondary school. A recent school-leaving age reform is also exploited to show that this crime-age profile is consistent with an incapacitation effect of school on crime
