Workers' Compensation Insurance In North America: Lessons for Victoria?
Among the issues we will consider here are the following. Who carries the underwriting(insurance) risk for workers' compensation benefits? How is workers' compensation insuranceprices, and by whom? What fundamental principles guide the insurance pricing system? Whomonitors benefits for compliance with statutory requirements? Are the availability of coverageand the payment of insurers' claims obligations guaranteed? Is self-insurance allowed and, if so, for whom? How are incentives for prevention of accidents, and resulting workers' compensation claims, maintained? What is the performance of the overall system? In summary, how are these questions answered and what so the answers reveal about how these responsibilities are allocated among government agencies, other public entities and private firms
Home Equity Insurance
Home equity insurance policies, policies insuring homeowners against declines in the price of their homes, would bear some resemblance both to ordinary insurance and to financial hedging vehicles. A menu of choices for the design of such policies is presented here, and conceptual issues are discussed. Choices include pass-through futures and options, in which the insurance company in effect serves as a retailer to homeowners of short positions in real estate futures markets or of put options on real estate. Another choice is a life-event-triggered insurance policy, in which the homeowner pays regular fixed insurance premia and is entitled to a claim if both there is a sufficient decline in the real estate price index and a specified life event (such as a move beyond a certain geographical distance) occurs. Pricing of the premia to cover loss experience is derived, and tables of break-even policy premia are shown, based on estimated models of Los Angeles housing prices 1971- 91.
Moral Hazard in Home Equity Conversion
Home equity conversion as presently constituted or proposed usually does not deal well with the potential problem of moral hazard. Once homeowners know that the risk of poor market performance of their homes is borne by investors, they have an incentive to neglect to take steps to maintain the homes' values. They may thus create serious future losses for the investors. A calibrated model for assessing this moral hazard risk is presented that is suitable for a number of home equity conversion forms: 1) reverse mortgages, 2) home equity insurance, 3) shared appreciation mortgages, 4) housing partnerships, 5) shared equity mortgages and 6) sale of remainder interest. European Union and international students in Scottish Higher Education Institutions
In Scotland the share of students attending Scottish Higher Education Institutions (HEIs) who come from countries outside of the UK is higher than for the UK as a whole. Over the last decade, the number of students at Scottish HEIs from other member states of the European Union (EU students) and from countries outside of the European Union (international students) has grown considerably. The tuition fees paid by such students have become a significant source of income for most Scottish HEIs. Therefore, any change to UK immigration rules, regardless of the outcome of the current debate on constitutional change, would likely have more of an impact on Scottish HEIs compared to HEIs in other parts of the UK
Measuring Societal Biases in Text Corpora via First-Order Co-occurrence
Text corpora are used to study societal biases, typically through statistical
models such as word embeddings. The bias of a word towards a concept is
typically estimated using vectors similarity, measuring whether the word and
concept words share other words in their contexts. We argue that this
second-order relationship introduces unrelated concepts into the measure, which
causes an imprecise measurement of the bias. We propose instead to measure bias
using the direct normalized co-occurrence associations between the word and the
representative concept words, a first-order measure, by reconstructing the
co-occurrence estimates inherent in the word embedding models. To study our
novel corpus bias measurement method, we calculate the correlation of the
gender bias values estimated from the text to the actual gender bias statistics
of the U.S. job market, provided by two recent collections. The results show a
consistently higher correlation when using the proposed first-order measure
with a variety of word embedding models, as well as a more severe degree of
bias, especially to female in a few specific occupations

This preliminary report of long-term inmates in Alaska correctional facilities finds that over 80 percent of long-term inmates report having been physically abused as children, over 65 percent report having suffered neglect. Second coefficient of viscosity in air
Acoustic attenuation measurements in air were analyzed in order to estimate the second coefficient of viscosity. Data over a temperature range of 11 C to 50 C and at relative humidities between 6 percent and 91 percent were used. This analysis showed that the second coefficient of viscosity varied between 1900 and 20,000 times larger than the dynamic or first coefficient of viscosity over the temperature and humidity range of the data. In addition, the data showed that the molecular relaxation effects, which are responsible for the magnitude of the second coefficient of viscosity, place severe limits on the use of time-independent, thermodynamic equations of state. Compressible flows containing large streamwise velocity gradients, like shock waves, which cause significant changes in particle properties to occur during time intervals shorter than hundredths of seconds, must be modeled using dynamic equations of state. A daze fastener system for connecting two or more structural elements wherein the structural elements and fastener parts have substantially different coefficient of thermal expansion physical property characteristics is employed in this invention. By providing frusto-conical abutting surfaces between the structural elements and fastener parts any differences in thermal expansion/contraction between the parts is translated to sliding motion and avoids deleterious thermal stresses in the connection. An essential feature for isotropic homogeneous material connections is that at least two sets of mating surfaces are required wherein each set of mating surfaces has line element extensions that pass through a common point
