    The EVAS provides warning for hearing-impaired motor vehicle drivers that an emergency vehicle is in the local vicinity. Direction and distance to the emergency vehicle are presented visually to the driver. This is accomplished by a special RF transmission/reception system. During this phase the receiver and transmitter from Phase 1 were updated and modified and a directional antenna developed. The system was then field tested with good results. Static and dynamic (moving vehicle) tests were made with the direction determined correctly 98 percent of the time

    Status of the TMT site evaluation process

    The Thirty Meter Telescope (TMT) is currently acquiring site characterization data at ve candidate sites. The site testing equipment includes instruments for measuring the seeing and seeing proles, meteorological conditions, cloudiness, precipitable water vapor, etc. All site testing equipment and data have gone through extensive calibrations and verications in order to assure that a reliable and quantitative comparison between the candidate sites will be possible. Here, we present an update on the status of the site selection work, the equipment characterizations and the resulting accuracies of our site selection data

    Evaluation of sonic anemometers as highly sensitive optical turbulence measuring devices for the Thirty Meter Telescope site testing campaign

    The Thirty Meter Telescope (TMT) site testing programme is evaluating the use of sonic anemometers as a means of measuring the optical turbulence at the level of its MASS/DIMM telescopes (7m). Tests were performed where sonic anemometers were directly compared against a differenced fine wire thermocouple system. We also show here that fine wire thermocouples produce turbulence measurements comparable to those from a traditional microthermal probe system

    Full-scale Wind-tunnel and Flight Tests of a Fairchild 22 Airplane Equipped with External-airfoil Flaps

    Wind-tunnel and flight tests have been made of a Fairchild 22 airplane equipped with a wing having external-airfoil flaps that also perform the function of ailerons. Lift, drag, and pitching-moment coefficients of the airplane with several flap settings, and the rolling- and yawing-moment coefficients with the flaps deflected as ailerons were measured in the full-scale tunnel with the horizontal tail surfaces and propeller removed. The effect of the flaps on the low speed and on the take-off and landing characteristics, the effectiveness of flaps when used as ailerons, and the forces required to operate them as ailerons were determined in flight. The wind-tunnel tests showed that the flaps increased the maximum lift coefficient of the airplane from 1.51 with the flap in the minimum drag position to 2.12 with the flap in the minimum drag position to 2.12 with the flap deflected 30 degrees. In the flight tests the minimum speed decreased from 46.8 miles per hour with the flaps up to 41.3 miles per hour with the flaps deflected. The required take-off run to attain a height of 50 feet was reduced from 820 to 750 feet and the landing run from a height of 50 feet was reduced from 930 to 480 feet. The flaps for this installation gave lateral control that was not entirely satisfactory. Their rolling action was good but the adverse yaw resulting from their use was greater than is considerable, and the stick forces required to operate them increased too rapidly with speed

    Establishment of Charter Schools in the Commonwealth of Virginia

    Virginia is facing significant challenges related to public education such as decreased funding for public education, decreased teacher salaries, and overcrowded classrooms. Senate Joint Resolution 6 was a bill proposed in 2016 that sought to grant the Board of Education authority, subject to criteria and conditions prescribed by the General Assembly, to establish charter schools within the school divisions of the Commonwealth. There are racial implications related to the creation and authorization of charter schools and this report details those impacts and creates a set of recommendations to eliminate racial implementations when determining who authorizes charter schools in the Commonwealth of Virginia
