The development of defense forces is always confronted with the problem of resource constraints, including national funding sources that are faced with other priority national policy options. This paper presents the Indonesian defense doctrine and views of the threats experienced in every era of regim in Indonesia. We also, will be described the history of Indonesian defense, and a description of the threats and ambitions of the new order (Orde Baru) to the order of reform (Orde Reformasi). The research method is the literature review of various library materials. In every era of leadership Indonesia always has a desire to be the best in the international region. The priority on the economy is the direction in developing the national power. Because a country that has great economic power is certainly able to develop the welfare of its people. However, the power of this economy needs to be accompanied by a defense force to protect all the economic activities of society. Keywords: Defense Budget Policy, Strategic Environmental Threat, State Ambition, Old Order, New Order, Order of Refor

Public participation in development – the idea of a development 'jury' servic

    Get PDF
Delivering sustainable development requires consideration of social, economic and environmental factors. Many players are involved but in all cases at some point society (the general public) need to have a say. To facilitate this, we need something which we don’t have at present, i.e. a fair, representative, effective, efficient and affordable system to allow public participation in decision maki

Literate modelling: capturing business knowledge with the UML

    Get PDF
At British Airways, we have found during several large OO projects documented using the UML that non-technical end-users, managers and business domain experts find it difficult to understand UML visual models. This leads to problems in requirement capture and review. To solve this problem, we have developed the technique of Literate Modelling. Literate Models are UML diagrams that are embedded in texts explaining the models. In that way end-users, managers and domain experts gain useful understanding of the models, whilst object-oriented analysts see exactly and precisely how the models define business requirements and imperatives. We discuss some early experiences with Literate Modelling at British Airways where it was used extensively in their Enterprise Object Modelling initiative. We explain why Literate Modelling is viewed as one of the critical success factors for this significant project. Finally, we propose that Literate Modelling may be a valuable extension to many other object-oriented and non object-oriented visual modelling languages

    Mechanical component screening for scanner

    Get PDF
The critical mechanical components of the scan mirror mechanism are described and their evaluation and screening procedures are discussed. A bumper/damper unit is used in the design to reverse motion of the mirror and effect scan and retrace cycles. A wear evaluation was conducted on the bumper impact surfaces that established nylon 6-10 as an acceptable material. The elastomeric dampers were subjected to thermal vacuum tests for condensables and outgassing as well as parametric life tests. The flexure pivots that support the mirror were tested to establish a curve of stress plotted as a function of cycles to failure for rotational operation. The pivots met the life requirement of 150,000,000 cycles at a + or - 2.9 deg amplitude during fatigue testing. Screening procedures were established for dampers and flexure pivots to obtain flight quality components

The Fermion-Boson Transformation in Fractional Quantum Hall Systems

A Fermion to Boson transformation is accomplished by attaching to each Fermion a single flux quantum oriented opposite to the applied magnetic field. When the mean field approximation is made in the Haldane spherical geometry, the Fermion angular momentum lFl_F is replaced by lB=lF12(N1)l_B= l_F-{1\over2}(N-1). The set of allowed total angular momentum multiplets is identical in the two different pictures. The Fermion and Boson energy spectra in the presence of many body interactions are identical if and only if the pseudopotential is ``harmonic'' in form. However, similar low energy bands of states with Laughlin correlations occur in the two spectra if the interaction has short range. The transformation is used to clarify the relation between Boson and Fermion descriptions of the hierarchy of condensed fractional quantum Hall states.Comment: 5 pages, 4 figures, submitted to Physica
