ASSESSMENT OF LEGAL DEPOSITORY PRACTICES OF THE NATIONAL LIBRARY OF NIGERIA AND COMPLIANCE OF PUBLISHERS AND AUTHORS WITH LEGAL DEPOSIT OBLIGATIONS
The study assessed the legal depository practices of the National Library Nigeria (NLN) and compliance of publishers and authors with legal deposit obligations. Three objectives guided the study. Descriptive survey design was adopted for the study. The instruments for data collection comprised questionnaire and checklist. A combination of purposive and complete census sampling techniques were used for data collection. For data analysis, the study adopted descriptive and inferential statistics, using mean and standard deviation, simple percentage was used for the observation checklist, while the null hypothesis was tested at 0.05 degree of significance using ANOVA. The findings revealed 15 available legal depository practices of the National Library of Nigeria. The findings also revealed that the effectiveness of the National Library of Nigeria legal depository practices is less as only five out of the fifteen items studied were rated highly effective. The findings on effectiveness of the NLN in enhancing compliance of publishers and authors to legal deposit obligations revealed high level of effectiveness as out of 9 items studied, five were rated highly effective, with cluster mean of 2.50. However, the cluster mean of 2.50 revealed the need for the Agency to improve on her legal depository practices and efforts at enhancing compliance. Recommendations were made and the study concluded that where effectiveness of legal depository practices are on low extent and ineffective compliance, many of the country\u27s publication output would not be collected, which invariably affects timely production of National Bibliography of Nigeria (NBN), which is a by-product of legal deposit. The study therefore provided an empirical evidence supporting comprehensive and timely collection of legal deposit. Thus, the strengths and weakness identified makes it necessary for the National Library of Nigeria to apply the recommendations, so as to engender an improved legal depository practices and compliance of publishers and authors to legal deposit obligations
CORPORATE SOCIAL RESPONSIBILITY: CHALLENGES OF IMPLEMENTING MTN DIGITAL LIBRARIES IN NIGERIAN UNIVERSITIES
This study examined the corporate social responsibility intervention in the development of digital libraries in the universities of developing countries. It specifically investigated the challenges facing the MTN Foundation Digital Libraries in the universities in Nigeria and strategies that will engender their effective operation. The research design used for this study was descriptive survey design. A questionnaire titled Evaluation of MTNF Digital Libraries Questionnaire (EMTFDLQ) was designed and used for data collection. Responses were analysed using mean scores and percentages which are presented in tables. Findings show that Corporate Social Responsibility has provided vital impetus to the development of digital libraries in Nigeria. However, time allowed for the usage of the digital libraries, low bandwidth, non-allowance of storage device, system break down are challenges affecting the effectiveness and relevance of the digital libraries. At UNN specifically, the highest challenge is inadequate power supply. Repairs of broken down systems, good governance, cordial relationship between staff and users, functional generator, improve bandwidth, provision of more workstations, allowance of storage devices for download, update of database subscription and creation of awareness of the digital libraries are adoptable strategies for enhancing the effectiveness and relevance of the resources and services of the digital libraries

Networking Concepts and Cooperation among Legislative Libraries: Lessons for Nigeria and Other Developing Countries
This paper argues that military rule does not provide the appropriate environment for the growth and development of legislative libraries. Cooperation and not competition is stated as the driving philosophy for library networks and cooperation. Resource sharing is the premise for participation in library network. Network positions are delineated; its practices are highlighted and network priorities are discussed. The roles of information professionals in a networked environment are described while recommendations are stated as network proposals.
