Social Exclusion in Ukraine in an Initial Stage of the Restoring Capitalism
Data of 18 surveys based on the random samples representative for adult population of Ukraine (over 18 years old) being conducted by Kiev International Institute of Sociology from 1991 to 2003 by the face-to-face interview method are analyzed. The dynamics of the follow ing five indicators of social exclusion is considered: a) belonging to a household having the income per capita less than half the median income; b) belonging to a household lacking for money to purchase daily food; c) unemployment over a long period of time (one year or more); d) lack of education; more precisely, increase in the number of adults from 18 to 30 years of age who have no completed secondary education; e) no help from associates when an individual seeks it
Тип школи та місце проживання як чинники диференціації результатів зовнішнього незалежного оцінювання
The article presents the results of the data analisys on the type of secondary school and residence influence on the average score of external independent evaluation in 2013 and 2014. Four types of secondary school are compared (general school, gymnasium, lyceum and specialized school) as located in city Kyiv, regional centers, other cities, urban villages and villages. The study found, that both independent variables, type of school and residence, have statistically significant effect on the average score external independent evaluation. Effect of type of school is more than a place of residence impact. The statistically significant interaction between the independent variables was also found, which means that the type of school is much more differentiated the average score of external independent evaluation in Kiev and in regional centers, to a lesser extent in other cities, and the weakest in urban villages and villages where educational outcomes of children in different types of schools is much less different. There is also significant differentiation among children for access to preschool education.У статті викладено результати дослідження впливу типу загальноосвітнього навчального закладу та місця проживання на середній бал зовнішнього незалежного оцінювання 2013 та 2014 років. Порівнюються результати випускників таких типів навчальних закладів, як загальноосвітня школа, гімназія, ліцей та спеціалізована школа, які розташовані у місті Києві, обласних центрах, інших містах, селищах міського типу та селах України. За результатами дослідження виявлено, що обидві незалежні змінні, тип школи і місце поселення, мають статистично значущий вплив на середній бал ЗНО. Вплив типу школи більший, аніж вплив місця проживання. Виявлена також статистично достовірна взаємодія між незалежними змінними тип школи і місце проживання, що означає, що тип школи значно сильніше диференціює середній бал ЗНО у місті Києві та в обласних центрах, меншою мірою в інших містах, а найслабше – у селищах міського типу та селах, де освітні результати дітей в різних типах навчальних закладів значно менше різняться. The European Union Training Mission (EUTM) in Somalia, the EU’s mission to contribute to the training of the Somali Security Forces, was deployed in April 2010 and extended for another 12-month period in July 2011. Despite the positive assessment of the outcome of the first training period, the overall feebleness of Somalia’s Transitional Federal Government puts the political feasibility of the mission into question. EUTM Somalia can be subjected to many of the same criticisms as the liberal peacebuilding agenda in general for trying to contain rather than resolve conflict and maintaining a top-down perspective which ignores organic, indigenous local structures

The chapter analyses how non-governmental organizations (NGOs) campaigned for a stronger United Nations (UN) response to the 1994 Rwandan genocide. It begins by reviewing the relationship between civil society and the UN Security Council. It discusses three aspects of this relationship: the channels of access (for instance, the NGO Working Group on the Security Council and the so-called Arria formula meetings), the strategies of engagement, and the degree of influence. It explores how NGOs, such as Human Rights Watch, Médecins Sans Frontières, and Oxfam, appealed to permanent and non-permanent members of the UN Security Council, as well as the broader public, for a more decisive UN action against the 1994 genocide in Rwanda

Decorating the “Christmas tree”: The UN Security Council and the Secretariat’s Recommendations on Peacekeeping Mandates
Contemporary peacekeeping operations carry out many disparate tasks, which has triggered a debate about “Christmas Tree mandates.” Did the UN Secretariat or the UN Security Council drive this expansion? Using original data on nineteen UN peacekeeping missions, 1998–2014, this article compares peacekeeping tasks recommended by the Secretariat to those mandated by the Council. It finds that the two bodies expressed different preferences regarding the nature, number, and novelty of peacekeeping tasks. First, the Council dropped Secretariat-recommended tasks as often as it added new ones on its own initiative. Second, the two bodies disagreed more over peacebuilding and peacemaking tasks than over peacekeeping tasks. Third, the Council preferred to be the one to introduce novel tasks that had not appeared in previous mandates. Finally, among the countries that “held the pen” on peacekeeping resolutions, the United States was the most prone to dropping Secretariat-proposed tasks and the least willing to add tasks itself

У статті викладено результати дослідження динаміки соціальнокласової самоідентифікації серед дорослого населення України. Соціальнокласова належність індивідів визначалася за результатами відповідей на відкрите запитання, на відміну від поширеного у вітчизняній соціології методичного підходу визначати соціальну належність індивідів, використовуючи під час опитувань різні форми закритих запитань з наперед визначеним переліком альтернатив. Порівняння емпіричних даних двох досліджень 2001 та 2014 років виявило, що відбулися суттєві зміни соціальнокласової самоідентифікації. Домінуюча на початку 2000х років умовно «радянська» схема соціальної самоідентифікації, коли близько 60 % зайнятих дорослих зараховували себе до типових для радянського періоду класів/прошарків (робітничий клас, селяни, службовці, інтелігенція), поступилася пострадянській/прозахідній суб’єктивній стратифікації, зосередженій навколо середнього класу. Відбулося суттєве, майже трикратне зростання самоідентифікації зайнятих дорослих з середнім класом/прошарком. Самоідентифікація зайнятого населення країни з середнім класом за відповідями на відкрите запитання кількісно наближається до відповідних показників самоідентифікації як відповідей на різні типи закритих запитань з наперед визначеними альтернативами за градаційною класовою схемою. Відбулося суттєве зменшення класової самоідентифікації з робітничим класом, службовцями та селянами. The individuals’ class positions were identified as the answers to openended question, unlike to popular in the Ukrainian sociology approach to identify the social characteristics of individuals, while using different forms of closed questions with predefined list of alternatives. Comparing the empirical data of 2001 and 2014 surveys it was found that there have been significant changes in the class selfidentification, if we analyze the answers to the openended question. The dominant in the early 2000s conventionally called «Soviet» scheme of social identity, when about 60% of employed adults identifed themselves with the typical Soviet classes or strata (the working class, peasants, intellectuals), has given way to postSoviet or proWestern subjective stratification centered around the middle class. There was a significant, almost threefold increasing of the employed adults’ identification with the middle class. Also there was a significant reduction of class identification with the working class, peasants and servants. The subjective approach to the definition of social-class membership of adult men and women is a generally recognized component of modern class and stratification analysis, including in domestic sociology. Such an approach is characteristic primarily of studies centered around criteria for definition and scale of the middle class. However, despite the usual appeal of domestic scholars to the subjective class self-determination, little attention is paid to comparing the results obtained, especially when it comes to empirical data, based on the use of various scales and types of questions in questionnaires, in particular open and closed, with the help of which the class self-identification of the adult population and its dynamics during the last decades is determined
Динаміка соціально-класової самоідентифікації в Україні: зміни в структурі та дискурсі
The subjective aspects of class, such as class identity, class awareness, or Bourdieu's "sense of one’s place", compound the whole cluster of modern class studies. A sufficient amount of empirical data on subjective class issues has allowed Ukrainian scholars to define major class categories that are subjectively salient for Ukrainians, as well as to follow its dynamics throughout the period of Independence. This paper continues the tradition of such studies while using the data from the latest International Social Survey Programme 2019 and previous research. It depicts the current state of subjective stratification as it is viewed and constructed by Ukrainians. We use two methodological approaches here to define and measure classes with which Ukrainians identify themselves: one implies a single-answer multiple-choice survey question and the other is based on an open-ended question. That allows us to compare and verify the results received from the two approaches. Then, we analyze and describe the connection between the dynamics of class self-identification and bigscale changes of the Ukrainian transformation period. The working class and the middle class continue to dominate the landscape of the subjective class structure in Ukraine. These two class identities are the most popular ones whether being chosen by respondents in a multiple-choice question or being mentioned in an open-ended question. However, the dynamics of the two classes differ. While the public request for the middle class increases steadily, the popularity of the working class declines. We suggest addressing these trends, taking into account the conditions of time and place, both from local and global perspectives, and factoring in economic, social, and discursive changes of the period researched
