    Community visioning and action plans: Tonle Sap hub

    The process of rolling out the CGIAR Research Program on Aquatic Agricultural Systems (AAS) in 12 target villages in the Tonle Sap region in Cambodia throughout 2013 involved several important tasks at different stages. This report covers one of those tasks: the Community Life Competence Process (CLCP), commonly referred to by stakeholders as "visioning". It has two main objectives: (1) to document the community visioning process, including the development of a community action plan and NGO work plan to monitor progress; and (2) to document village and network profiles of key community stakeholders at the village level

    Cambodia’s recent freshwater fishery sector reform, instigated at the top level of government, is one of the country’s most significant contemporary policy developments addressing natural resources management and rural development. Implemented in two main waves, the reforms culminated in the complete removal of inland commercial fishing lots. Yet serious problems still need to be addressed, including reportedly widespread illegal fishing, difficulties in protecting critical habitats, and competition among state agencies over resource management authority. This report summarizes the context of the recent fishery reforms, analyzes challenges and opportunities for policy implementation after the reforms, and details the outcomes of local institutional innovations in Kampong Thom Province, followed by a discussion of the implications for ongoing efforts aimed at reducing resource conflict and building livelihood resilience

    Dialogue to address the roots of resource competition: Lessons for policy and practice

    Conflict management is an intrinsic element of natural resource management, and becomes increasingly important amid growing pressure on natural resources from local uses, as well as from external drivers such as climate change and international investment. If policymakers and practitioners aim to truly improve livelihood resilience and reduce vulnerabilities of poor rural households, issues of resource competition and conflict management cannot be ignored. This synthesis report summarizes outcomes and lessons from three ecoregions: Lake Victoria, with a focus on Uganda; Lake Kariba, with a focus on Zambia; and Tonle Sap Lake in Cambodia. Partners used a common approach to stakeholder engagement and action research that we call “Collaborating for Resilience”. In each region, partners assisted local stakeholders in developing a shared understanding of risks and opportunities, weighing alternative actions, developing action plans, and evaluating and learning from the outcomes. These experiences demonstrate that investing in capacities for conflict management is practical and can contribute to broader improvements in resource governance

    Broad-line region in NGC 4151 monitored by two decades of reverberation mapping campaigns. I. Evolution of structure and kinematics

    We report the results of long-term reverberation mapping (RM) campaigns of the nearby active galactic nuclei (AGN) NGC 4151, spanning from 1994 to 2022, based on archived observations of the FAST Spectrograph Publicly Archived Programs and our new observations with the 2.3m telescope at the Wyoming Infrared Observatory. We reduce and calibrate all the spectra in a consistent way, and derive light curves of the broad Hβ\beta line and 5100\,{\AA} continuum. Continuum light curves are also constructed using public archival photometric data to increase sampling cadences. We subtract the host galaxy contamination using {\it HST} imaging to correct fluxes of the calibrated light curves. Utilizing the long-term archival photometric data, we complete the absolute flux-calibration of the AGN continuum. We find that the Hβ\beta time delays are correlated with the 5100\,{\AA} luminosities as τHβL51000.46±0.16\tau_{\rm H\beta}\propto L_{5100}^{0.46\pm0.16}. This is remarkably consistent with Bentz et al. (2013)'s global size-luminosity relationship of AGNs. Moreover, the data sets for five of the seasons allow us to obtain the velocity-resolved delays of the Hβ\beta line, showing diverse structures (outflows, inflows and disks). Combining our results with previous independent measurements, we find the measured dynamics of the Hβ\beta broad-line region (BLR) are possibly related to the long-term trend of the luminosity. There is also a possible additional \sim1.86 years time lag between the variation in BLR radius and luminosity. These results suggest that dynamical changes in the BLR may be driven by the effects of radiation pressure.Comment: Accepted for publication in MNRAS; comments welcome

    Internal Migration in Cambodia

    peer reviewedWith a population of 16 million, Cambodia experienced political and social upheaval during the twentieth century, which impacted the intensity and pattern of internal migration. Internal migration data have been collected systematically since 1998 through decennial censuses, with questions on lifetime migration, last move, duration of residence and reasons for move. Census data show that Cambodian mobility is close to the Asian average, with an ACMI approaching 16.1% in 2008, down from 18.4% in 1998. Data on duration of residence suggest that migration intensity has varied over time in response to conflict, political events and economic reforms. Cambodians display early migration profiles, with intensities peaking at age 22 for inter-provincial migrants and age 23 for intra-provincial migrants, with employment a significant driver. High levels of migration effectiveness, coupled with moderate intensities underpin substantial population redistribution, with 3.8% of Cambodians redistributed between districts in the five years to 2008. While flows to Phnom Penh are significant, there are large flows to less populated rural upland regions. Indeed, flows to rural areas are a dominant feature of migration in Cambodia, underscoring the limitations of the urban transition as the sole lens for migration analysis in Asia

    Multiwavelength monitoring and reverberation mapping of a changing look event in the Seyfert galaxy NGC 3516

    We present the results of photometric and spectroscopic monitoring campaigns of the changing look AGN NGC 3516 carried out in 2018 to 2020 covering the wavelength range from the X-ray to the optical. The facilities included the telescopes of the CMO SAI MSU, the 2.3-m WIRO telescope, and the XRT and UVOT of Swift. We found that NGC 3516 brightened to a high state and could be classified as Sy1.5 during the late spring of 2020. We have measured time delays in the responses of the Balmer and He ii λ4686 lines to continuum variations. In the case of the best-characterized broad H β line, the delay to continuum variability is about 17 d in the blue wing and is clearly shorter, 9 d, in the red, which is suggestive of inflow. As the broad lines strengthened, the blue side came to dominate the Balmer lines, resulting in very asymmetric profiles with blueshifted peaks during this high state. During the outburst the X-ray flux reached its maximum on 2020 April 1 and it was the highest value ever observed for NGC 3516 by the Swift observatory. The X-ray hard photon index became softer, ∼1.8 in the maximum on 2020 April 21 compared to the mean ∼0.7 during earlier epochs before 2020. We have found that the UV and optical variations correlated well (with a small time delay of 1-2 d) with the X-ray until the beginning of 2020 April, but later, until the end of 2020 June, these variations were not correlated. We suggest that this fact may be a consequence of partial obscuration by Compton-thick clouds crossing the line of sight
