    Dominance of new management principles in National Audit Office of the Republic of Lithuania and the European Court of Auditors

    The present flexible private sector is effectively responding to the changing conditions of the environment while the public sector is stiff and inflexible. The problem is that managers of the present public sector do not have knowledge of new public management and superficially understand the traditional public management model. A lack of knowledge of administrative and public management is a result of bureaucracy. Inasmuch as the new public management is quite a new sphere and little analyzed in Lithuania, we decided to plug to the principles of new public management and their pervasion between certain public institutions. Pervasion of the new public management principles between the most important Lithuania's and the European Union public sector institutions - National Audit Office of the Republic of Lithuania and the European Court of Auditors was researched and compared. Having accomplished the research it was determined: a) National Audit Office of the Republic of Lithuania is averagely oriented to the new public management principles, i. e., it has average flexibility, productivity and affectivity. Thus, this institution still has some manifestation of bureaucracy, b) The European Court of Auditors is sufficiently oriented to the principles of new public management and it means that this institution functions sufficiently effectively, flexibly and productively

    In long-time development strategy of state quite huge attention is paid to industrial spnes. Rapid establishment process of industrial zones is kept to be one of the most important factors of knowledge society conception realisation. Stimulation of sustainable establishment of industrial zones in precisely identified insustainable parts of Šiauliai city would constitute sustainable net of industrial zones which would perform relevant "harmonisation" function of insustainable city areas and would contribute to general growth of city competitive ability. It is credible that methodology presented in this article would form presumptions to more purposeful collaboration of Šiauliai city municipality, business and education organisations while identifying the most appropriate coordinates of sustainable industrial zones and providing strong argumentations to "population" of industrial zones with companies of various format
