This study attempts to investigate the role of knowledge management (KM) in commercial companies. To this end, a literature review was made and relevant components were extracted to conceptualizeKM and organizational performance (OP), and the relationship between KM and OP was presented ina theoretical framework. Secondly, to assess the proposed model, a questionnaire was given to 200participants in five commercial companies, chosen through multi-stage stratified sampling. The datawere analyzed using structural equation modeling (SEM) and Lisrel 8.8. The results revealed that themodel enjoyed an acceptable degree of fit. The obtained coefficient (0.41) showed a direct impact ofKM indices on OP, indicating the significant and positive relationship between KM and OP dimensionssuch as financial performance, quality of goods and services, staff members’ performance, innovation, and customers’ level of satisfaction.

The ultimate goals of policy-making would not be possible by use of the methods such as surveys. Evidence-based policy-making is a new approach in the public policy which has increased in many countries. Evidence-based policy-making is based on the assumption that decisions should be based on available evidence and rational analysis in addition to the judgments and opinions. one of the important evidence is statistics. The accuracy statistics can promote the accuracy, quality and capacity of policy. According to the importance of the statistics for the evidence-based policy-making, this paper is seeking to examine the importance of the statistics for evidence-based policy-making and tiring to show that the correct and efficient use of statistics leads to better policy. This paper uses the mixed method for this purpose. The mixed method approach used in this paper is the sequential exploratory design that the qualitative data followed by the quantitative data are collected and analysed. First, the comprehensive process framework for evidence-based policy-making is developed in the qualitative part by using meta-synthesis. Second, in the quantitative part, binomial test is used to validation of the developed framework. The data collection tool is a questionnaire and has been completed by 15 experts in the field of policy-making. Finally, the paper examines the role of information and statistics in the steps of proposed framework

Providing a Model for Strengthening the Economic Impacts of the National Information Network

National Information Network is a local network and includes national data centers, communications infrastructure and software services. It will be deployed throughout the country, and provide e-government services and welfare and social services by optical fiber and broadband at 12 Mbps for Iranian people. Combination of national network and ICT lead to many direct and indirect impacts. The direct impacts are results of investment in technology and infrastructure development and indirect impacts are results of the economic activities by the national network. The national network generate new business models, new process, new innovations, new products and services and provides improved flexibility and competitiveness. According to the important role of national network in economy, and also because of the lack of a comprehensive model for strengthening the economic impacts of the national information network, this study is seeking to develop a model for strengthening the impacts of national information network. To conduct this research, documentary study and interview with experts in the national information network have been used. Based on the results of this paper, proposed model consists of three main steps as: feasibility study and developing a business strategy, implementation (planning and control), and  evaluating the economic impacts of the national information network and policy-making for it

Designing and developing a website for information recourses related to indicators for monitoring and evaluation of science, technology and innovation) STI)

So far, many indicators for evaluation of science, technology and innovation have been presented in various documents in Iran. Also, many indicators have been mentioned in the reports of international organizations. Selection and use of the indicators is difficult for policy makers and researchers because of the abundance and distribution of them in various domestic and international documents and reports. Therefore, access to these indicators through a single website with the ability to organize and online search can facilitate the users’ activities. Therfore, a website has been designed and developed for information resourses related to indicators for monitoring and evaluation of science, technology and innovation. The research method is mixed with the study of documents and system design. In the first step of this research, the data related to indicators, information resources and organization were gathered using the study of national and international documents. Then, in the second step, a website was designed and developed. This website provides an image of national and international organizations working in this field, and categorizes the evaluation indicators for researchers and policy makers. It introduces the key information resources related to indicators such as book, article, thesis, government report, national document, research project. The database of the website has simple and advanced search capabilities in both Persian and English among the indicators, uses the equivalent terms and provides links to global and national resources. Users can help to update and mature the database with offering new indicators and information resources. This website is valuable for policy makers and researchers because it makes the indicators, organizations, and information resources related to monitoring and evaluation of science, technology and innovation more visible and accessible

Developing a Model for End User Information Systems Satisfaction with Justice Based Approach

End user satisfaction (EUS) is one of the most widely used measures in assessing (efficiency/ effectiveness) of an information system. The goal of this research is to identify influential factors on (EUS), based on justice theory. So we identified 8 influential factors on (EUS) such as interactional justice, distributive justice, information system (IS) performance expectation, equitable relatedness fulfillment, equitable self-development fulfillment, procedural justice, equitable work performance fulfillment and IS performance. Then the model was tested in a real case. The results of study showed that interactional justice, distributive justice, information system (IS) performance expectation, equitable relatedness fulfillment, equitable self-development fulfillment had significant relation with IS end user satisfaction but procedural justice, equitable work performance fulfillment and IS performance had no significant relation with IS end user satisfaction

How does the evidence-based approach contribute to ethical policy making in science and technology?

Evidence-based policy-making is an ongoing process of gathering legal and ethical information, analyzing it intelligently, and disseminating intelligence at the operational level in a controlled manner to policymakers. This approach makes the policymakers have a proactive approach to the consequences of science and technology (S&T) and formulate ethical policies to achieve desirable economic and social results in the field of S&T. The purpose of this research is to describe how the evidence-based approach contributes to ethical policy-making in S&T. To achieve this goal while explaining the evidence-based policy-making approach, the concept of strategic intelligence in policy-making has been used to explain the theoretical foundations of the research. Then, the ethical components of evidence-based policy-making are identified from related resources and documents using the documentary study. To classify the ethical components of evidence-based policy-making, identify the relationships between them, and formulate the framework of evidence-based ethical policy-making, a thematic analysis method inspired by the 7-step approach of Noblit and Hare (1988) has been used. Based on the results of this research, the steps of evidence-based ethical policy-making are the Identification of information sources, Analytical tools of strategic intelligence in policy-making, Policy intelligence, and ethical policy formulation. Also, in all these steps, policymakers must follow the principles of politics that have an ethical aspect, including participation, objectivity, methodicality, and learning
