Development of Apparature Human Resources to Increase Performance in Efforts to Establish Good Governance (Study on Instalment of Secretary of Village to be Civil Servant in North Tapin Sub-District, Tapin Regency, South Kalimantan Province)

The research has the objectives on describing and analyzing of development and performance of apparature human resources of Sekretaris Desa (Secretary of Village) which installed as PNS (Civil Servant), describe and analyze the supporting factor and hindering ones in developing of apparature human resources of Sekretaris Desa (Secretary of Village) which installed as PNS and found the model of development of Sekretaris Desa (Secretary of Village) which installed as PNS in the efforts to establish good governance. The results of the research showed that if the model of development of recruited Secretary of Village has been planned, in accordance and programmed, effective and efficient, the good governance can be established in development of village governance and public policy. Poverty Reduction Policy Evaluation: A Study of Independent Village Development Movement (Gerakan Pembangunan Desa Mandiri, Gerbang Dema) in Respen Tubu Village of Malinau Regency - East Kalimantan Province of Indonesia

In order to reduce poverty and to develop local area, Malinau Government implemented a program, so called, the model of Independent Village Development Movement (Gerakan Pembangunan Desa Mandiri, Gerbang Dema). Malinau Local Government had set Malinau Poverty Reduction Strategic Plan and had established a Coordinating Team for Poverty Reduction. In organizing the development, the model focused on 3 (three) things: (1) infrastructural development; (2) human resources development, and (3) agricultural development in terms of  economic development. Development programs and activities implemented by the Malinau Local Government to address the various problems shows the developmental progress, but on the other hand the poverty rate is still quite high. In the process of public policy, the evaluation stage is as an integral part of other stages. Evaluation of public policy on poverty reduction policy in Malinau Regency played an important role. The evaluation was conducted to obtain information about the achievement of policy objectives, to provide useful information on the implemented policies as well as to set a useful, more effective and efficient tool for future policy-making. Career advancement comparative perspective study of university lecturer

Globalization and international standard universities trend drive the higher education system to become more dynamic and innovative. The lecturer is a profession that drives and encourages university competitiveness. Therefore, better career advancement and development are vital in encouraging higher education competitiveness. The United States of America (USA) is currently a world-class university orientation, followed by Australia. Hence, other countries, especially developing countries, should know the USA and Australia higher education system, especially in the lecturers’ career advancement and development. This study is necessary to answer research questions about comparing academic career advancement systems in the USA and Australia. This study will give other countries new insight into academic career advancement. The researchers apply the findings from a systematic review. This study focuses on six aspects discussed: regulations, educational qualifications, lecturer obligation status in the higher education, career ladder, career advancement stages, and the lecturers' duties also responsibilities in lecturer career advancement in the USA and Australia. Management of Mining Business in Perspective of Local Governance

Coal mining business is one of economic sector which has important role in the economy of Tanah Bumbu Regency. The mining location mainly concentrated in Satui Sub-district. Mining and Energy Office of Tanah Bumbu Regency recorded that 65 companies/KUD hold the permits to mine coal. Coal mining employ 14% of workforces and give contributions to Regional Revenue for more than 30% each year, so that coal mining sector generates biggest Regional Revenue. The Complexity of Coordination Among Indonesian State Intelligence Institutions

The reforms in Indonesia have given birth to innovations in institutional arrangement and has become one of the priorities for democracy that is still being fought for. The problem that arises after the reforms have taken place is not all state institutions are arranged and in accordance with the values ​​and principles of democracy, including the arrangement of state intelligence institutions in Indonesia. The existing State Intelligence Institutions (besides Indonesian National Armed Forces (TNI) and Indonesian National Police (POLRI)) have Task Implementation Operational Standards (SOPT) which are based on the duties and capabilities possessed, but are not supported by adequate capacity building, so that these institutions are less able to carry out the mandate stated in Article 2 of Law No. 17 Year 2011. Not all existing National Intelligence Institutions’ personnels (besides TNI and POLRI) have professional resource capabilities in the intelligence implementation as mentioned in Article 2 and Article 3 of Law No. 17 Year 2011. Almost most of the people or citizens in Indonesia assess intelligence as someone who is looking for information about crime and only in the scope of POLRI and TNI. The complexity of State Intelligence Institutions’ Coordination in Indonesia is not something that needs to be made a scapegoat for the failure of intelligence’s tasks. On the contrary, it must be seen as a source to achieve the success in carring out the tasks. Therefore the solution that can be done is by the Development of Capacity Building of the State Intelligence Institutions which is supported by the Network Type Command (NTC) coordination model, namely HTM, MTM and NTM model developments. The NTC model is a large coordination model with a broad network but still under one control or command, so that information processing can become increasingly faster and more accurate which in turn can increase high power in carrying out early detection and warning. This model is also able to make a more significant contribution in developing the operational plans and strategies of state intelligence institutions in order to achieve the role, purpose and function of state intelligence effectively. Implementation of Government Agency Performance Accountability System in Tana Tidung District Government

This research is qualitative research with a case study approach. The purpose of this study is to evaluate SAKIP in Taha Tidung Regency Government which obtained a fixed SAKIP value. Descriptive analysis methods are used to evaluate SAKIP components, namely Performance Planning, Performance Measurement, Performance Reporting, Performance Evaluation and Performance Achievements. The results of the study on the evaluation of SAKIP Tana Tidung Regency show that the targeted accountability value has not increased significantly, tends to experience a slowdown, there are main problems that cause unsuccess, namely: a) performance as OPD has not been outcome oriented, and the performance indicators set have not fully met measurable, relevant, and reliable criteria, this affects the implementation Value for Money, and cascading of these achievements become less relevant and reliable; b) has not integrated the planning, management, and evaluation system in building performance management so as to describe the working relationship between work units / PD that is effective and efficient to produce the resulting performance

Students’ Perception on the Use of Video Conferencing Software for Learning during the COVID-19 Pandemic

This study analyzes how students perceive the use of video conferencing software for educational purposes during the epidemic. During a pandemic, the researcher focuses on the students' use of Zoom, Google Meet, and Skype. This study's samples consist of six UIN Ar-Raniry English Language Department students with the online learning experience. This qualitative research collects data through interviews using purposive sampling. Several positive responses revealed that video conferencing software offers numerous advantages during the pandemic. Utilizing Zoom, Google Meet, and Skype is the most effective method for applying online learning throughout the pandemic's hard conditions. However, challenges such as adaptability to technological use, technical difficulties, and lack of computer literacy are inevitable

The Readiness of Local Government in Realizing of Integrated Administration Service in Kusan Hulu Subdistrict, Tanah Bumbu Regency

Simetric decentralization by simetric delegation model give authority to its sub-organisation is not differentiating the characteristic and geographical condition of the region. The approach employed in the research was qualitative one. The objective of the research was describing and analyzing of: (1) the implementation of integrated administration of sub-district (pelayanan terpadu kecamatan/PATEN) seen from the aspect of authority, resources of apparature, (2) coordination in implementing of integrated administrative service in district; (3) the supporting and hampering factors in the readiness of Government of Kusan Hulu Sub-district in implementing integrated administrative service in sub-district; (4) sub-district integrated administrative service model which appropriate to geographical condition of Kusan Hulu Sub-district, Tanah Bumbu Regency.
