Percepção dos impactos do projecto "Guarda distrito digital"
As Tecnologias de Informação e Comunicação (TIC) têm vindo a assumir um papel cada vez mais preponderante na sociedade, sendo que a tendência é para uma adaptação do modo de vida das pessoas a uma economia cada vez mais digital.
A presente dissertação apresenta duas fases claramente demarcadas: uma primeira, essencialmente teórica, que procura clarificar as vantagens das TIC e da economia digital para o desenvolvimento económico e social das regiões; e uma segunda, de índole mais prática, em que se procede ao estudo da percepção dos impactos gerados pelo Projecto “Guarda Distrito Digital”, bem como à análise do nível de abrangência já alcançado pelos produtos relacionados com este projecto. Para o efeito, o método de investigação adoptado foi o do recurso à administração de um questionário à população. Os dados recolhidos foram depois tratados de molde a permitir concluir do grau de reconhecimento, por parte da população inquirida, do contributo do Projecto “Guarda Distrito Digital” para o desenvolvimento da região da Guarda onde o mesmo se insere.The Information and Communication Technologies (ICT) play a bigger and
bigger role on the society stage, the tendency being the adaptation of the people‟s life
style to a more and more digital economy.
This essay follows two clearly demarcated stages: the first one, mainly
theoretical, that seeks to clarify the benefits of ICT and of the digital economy to the
regional economic and social development; the second one, more practical, that studies
the perception of the impacts generated by the “Guarda Distrito Digital” project, as well
as the analysis of the level of coverage already achieved by products related to this
project.
To achieve this aim the research method was designed in order to depart from a
questionnaire to the population. The data thus collected is treated in order to compute or
estimate the degree of recognition of the population surveyed concerning the "Guarda
Distrito Digital‟ project and its contribution for the development of the region
Fatores determinantes do desempenho inovador nas empresas portuguesas: cooperação, capacidade de absorção e políticas públicas
A inovação tem assumido um papel cada vez mais relevante no panorama económico de atuação das empresas, com notórios resultados no desenvolvimento das regiões e dos países, por força da adaptação às constantes mudanças ditadas pelo cenário da globalização dos mercados. Perante esse panorama de desafios onde, por um lado, se encontram as empresas, cuja atividade exige uma constante aprendizagem a fim de se afirmarem na escala das vantagens competitivas e, por outro lado, os consumidores/utilizadores sempre ávidos de soluções inovadoras, que correspondam ou até mesmo superem as necessidades que emergem, a inovação assume um papel de suma importância para a dinamização da atividade empresarial. Desde Schumpeter até aos mais recentes contributos académicos, o conceito tem vindo a ganhar relevo e constantes atualizações, que têm também permitido alargar o papel da inovação ao ambiente externo das empresas, destacando a importância da atuação em rede e da partilha de conhecimento. Assim sendo, considera-se pertinente a análise dos determinantes do desempenho inovador das empresas, que, no âmbito da presente investigação são: a Cooperação, as Políticas Públicas de estímulo à inovação e a Capacidade de Absorção. Assume-se de importância concetual o conjunto de abordagens que têm vindo a afigurar-se como referencial da temática da inovação, o que conduz a uma base empírica que permite analisar esses determinantes, com recurso aos dados disponíveis do CIS 2010 e à aplicação dos modelos de regressão logística.
Os resultados mostram que os determinantes considerados diferem consoante o tipo de inovação – de produto, de processo, organizacional e de marketing. Sendo o tipo de inovação de processo o mais representativo das empresas que compõem a amostra, os resultados indicam que, ao nível das Políticas Públicas, apenas o apoio financeiro proveniente da Administração Central contribui positivamente para o desempenho inovador. O mesmo se verifica no caso de inovações de produto. Já a Cooperação, ao nível da inovação do produto, está positivamente relacionada com o desempenho inovador das empresas, quaisquer que sejam os parceiros de cooperação e as fontes de informação. A Capacidade de Absorção apresenta uma relação positiva com o desempenho inovador, tanto nas inovações organizacionais como nas inovações de marketing. No caso das inovações de processo e de produto, a Capacidade de Absorção está associada apenas ao investimento em atividades de I&D. Quando se trata de inovações organizacionais o tipo de apoio financeiro que apresenta uma relação positiva com o desempenho inovador é o que provém dos fundos comunitários. E o apoio financeiro público de base local/regional está positivamente relacionado com o desempenho inovador no caso de inovações de marketing. Também, os resultados permitem perceber que as inovações de produto do tipo ‘novo para o mercado’ são as mais proeminentes, comparativamente com as inovações ‘novo para a empresa’. A análise empírica possibilitou ainda verificar a relação positiva da Cooperação e da Capacidade de Absorção como determinantes da participação das empresas em iniciativas resultantes da implementação de Políticas Públicas de estímulo à inovação.The innovation has assumed an increasingly relevant role in the economic panorama of the companies’ performance with notorious results in the development of regions and countries due to the adaptation to constant changes dictated by the globalization of the markets. By virtue of this panorama of challenges, innovation assumes a role of paramount importance for the promotion of business activity because, on the one hand, there are the companies whose activity requires a constant learning in order to make firm the range of competitive advantages and, on the other hand, the consumers/users who are always avid for innovative solutions that match or even exceed the needs that emerge. Since Schumpeter until the latest academic contributions, the concept has gained prominence and constant updates, which have also allowed to extend the role of innovation to the external environment of the companies, highlighting the importance of network and knowledge sharing. Therefore, it is considered pertinent to analyze the determinants of the innovative performance of the companies which, in the context of this research are: cooperation, public policies to stimulate innovation and absorptive capacity. Indeed, the set of approaches that have come to appear as a reference of the subject of innovation are assumed of conceptual importance, leading to an empirical basis that allows to analyze the determinants of innovative performance, using the available data from the CIS 2010 and the application of statistical patterns, through logistic regression models.
The results obtained show that the considered determinants differ depending on the type of product, process, organizational or marketing innovation. Being the kind of innovation the process more representative of Portuguese companies that make up the sample, the results indicate that, at the level of public policy, only the financial support from the Central Government contributes positively to the innovative performance. The same applies in the case of product innovations. Also the cooperation at the level of product innovation is positively related to the innovative performance of the companies, whatever the cooperation partners and information sources are. The absorptive capacity presents a positive relationship with the innovative performance, not only in organizational innovations but also in marketing innovations. In the case of process and product innovations, the absorptive capacity is associated only to the investment in I&D activities. When it comes to organizational innovations, the kind of financial support that shows a positive relationship with the innovative performance of the Portuguese companies is what comes from Community funds. And the public financial support of local/regional basis is positively related to the innovative performance in the case of marketing innovations. Also, the results allow us to realize that the product innovations of type ‘new to the market’ are more proeminent than the ‘new to the firm’ ones. The empirical analysis also permits to understand the positive relationship between cooperation and absorptive capacity as determinants of the companies participation in initiatives arising from the implementation of the public policies to stimulate innovation
COOPERATION IN THE FIELD OF INNOVATION, ABSORPTIVE CAPACITY, PUBLIC FINANCIAL SUPPORT AND DETERMINANTS OF THE INNOVATIVE PERFORMANCE OF ENTERPRISE
The aim of this paper is to better understand whether cooperation, absorptive capacity and
public financial support for innovation activities, how they influence the innovative performance
of Portuguese enterprise. The literature review focuses the importance of these
three factors both drivers as the limiters process of business innovation, influencing the
innovative performance of enterprise. Based on a review of the literature, hypotheses are
formulated, which are tested with secondary data resources from the Community Innovation
Survey 2010. This questionnaire was implemented under the supervision of
EUROSTAT. The method used is the logistic regression model. The results obtained
confirm that the implementation of cooperation with partners belonging to internal sources
of business has a significant influence on the innovations achieved at the level of both

Cooperation for Innovation in the European Union: Outlook and Evidences Using CIS for 15 European Countries
Cooperation for innovation is understood as an essential element in the innovation process of European firms. The aim is to compare how the different sources of information (external and internal) and cooperation for innovation are used in manufacturing and services in Europe using Community Innovation Survey (CIS) data for 15 European countries. The empirical study uses a sample of firms included in the CIS (2008), which covers 15 European countries and applies multivarious data analysis techniques to extract results. The results of this research suggest that firms use simultaneously different sources of information for cooperation, revealing different patterns of cooperation according to the activity sector in Europe. This paper brings some important insights about cooperation for innovation and suggests some patterns in Europe useful to design public policies, due de similar behavior of some countries grouped according with geography, development status or other economic features. Barriers to innovation activities as determinants of ongoing activities or abandoned
Purpose – This paper aims to analyses barriers as a determinant of ongoing or abandoned innovation
activities. The literature exploits barriers as the nature of innovation and its influence on firm’s. The main
focus is the Portuguese SMEs and the impacts that act as barriers in the development of innovation activities.
Design/methodology/approach – The database was obtained through the Community Innovation
Survey 2010 (CIS 2010) that was coordinated by EUROSTAT. In this sense, a logistic regression model is
proposed, which makes it possible to analyse the relations between three or more variables, depending on
whether the relationship is one of dependence or interdependence, thus allowing the application of distinct
statistical techniques, using 6,160 firms
Findings – There are several sources of information that are associated with the development of innovation
projects.
Practical implications – The importance of barriers to the development of innovation activities, as well
as it being a decisive factor in the impediment to and abandon of the same, was noted.
Originality/value – This study also demonstrated that each case is different and that a barrier in one firm

Fatores que influenciam a procura de apoio financeiro proveniente das políticas públicas para a inovação
O presente estudo visa analisar o impacto dos relacionamentos internos e externos na procura dos vários tipos de
apoio financeiro público. Também se analisou a influência da capacidade de absorção na procura de apoio
proveniente das políticas públicas de estímulo à inovação. Através do inquérito CIS 2010 - Inquérito
Comunitário à Inovação 2010, os resultados evidenciaram que os relacionamentos externos estabelecidos com
parceiros institucionais e com outros parceiros externos, bem como os relacionamentos estabelecidos no interior
da empresa influenciam a procura de apoio financeiro público ao nível da Administração Central. Demonstrouse também uma propensão para terem pessoas com formação superior ao serviço da empresa e realizam
atividades de I&D tanto na empresa como fora dela. A realização deste estudo contribui para o desenvolvimento
da teoria existente ao analisar os determinantes que influenciam as empresas em procurar apoio financeiro

Innovation activities and R&D investments as determinants of ongoing or abandoned activities
Purpose – The purpose of this paper is to explore the effects of R&D investment as a determinant of
ongoing or abandoned innovation activities. The literature review focuses especially small and medium-sized
enterprises (SMEs) that deploy R&D investment as a way of developing innovation processes.
Design/methodology/approach – This study’s design used a sample of 4,229 Portuguese SMEs to
analyse the effects R&D investment has on the innovation activities; the results obtained demonstrate the
great importance of firms investing in R&D internal activities for the development of their innovation process.
Findings – The most important findings highlight the types of activities that emerge as relevant to
innovation processes susceptible for development to avoid abandoning and maintaining ongoing innovation
activities. Among them, the authors would highlight the design of products or services, the introduction of
innovations to the market and the acquisition of machinery, equipment and specific software, among others.
Originality/value – In addition, other types of activities emerge as relevant to innovation processes
susceptible for development to avoid abandoning and maintaining ongoing innovation activities. This
research adds value to the current literature mainly showing several determinants related to R&D, which

Absorptive capacity and cooperation evidence in innovation from public policies for innovation
Purpose – The purpose of this paper is to better understand whether firm cooperation and absorptive
capacity foster success in seeking public financial support for innovation activities and, by doing so, how they
contribute to innovation output.
Design/methodology/approach – The authors therefore extend the existing literature focusing on the
effects of cooperation and absorptive capacity on specific public financial support for innovation activities in
Portuguese firms from local or regional government, central administration and the European Union by using
available data from the Community Innovation Survey CIS 2010 and the application of logistic regression models.
The empirical analysis enabled a better understanding of the positive relationship of the variables that determine
the form of public financial support in the integration of incentives within firms to stimulate innovation.
Findings – Therefore, as the level of absorptive capacity in Portuguese firms increases, so does the demand
for benefits from public financial support to stimulate innovation from the European Union also increases.
The same analysis, now considering the determinant cooperation, notes the positive effects of institutional
sources of information and cooperation, in the propensity for seeking public financial incentives from the
Central Administration and the European Union. As for internal information and cooperation sources, they
are positively related to the integration of incentive measures from the local or Regional Administration and
Central Administration.
Originality/value – The paper presents results that allow us to propose some suggestions that both the
firms and those responsible for the implementation of public policies can undertake to increment innovation
