    Flight Investigation of Lateral Control Devices for Use with Full-Span Flaps

    This report presents the results of flight tests made on five different lateral control devices that appeared adaptable to wings fitted with full span flaps: controllable auxiliary airfoils (airfoils mounted above and forward of the leading edge of the wings), external ailerons (airfoils mounted above the wing and slightly forward of its maximum ordinate), upper-surface ailerons (similar to split trailing-edge flaps except that they constitute the upper surface of the wing), ailerons that retract into the wing when in neutral, and narrow-chord conventional ailerons in combination with a special type of split flap that retracts into the under surface of the wing forward of the ailerons. The devices were tested on a small parasol monoplane. Experienced gained in the use of flaps during these tests has indicated the desirability of a flap that can be operated quickly and easily

    Cooperation In Resource Management Planning: A Model Process for Promoting Partnerships Between Resource Managers and Private Service Providers

    This study presents a modified transactive planning process intended to improve communication and cooperation between public sector resource managers and private sector businesses that serve visitors to an outdoor recreation resource. The elements of the transactive planning process are illustrated and applied in a case study approach with the U.S. Forest Service and commercial outfitters adjacent to a forest recreation area. Outcomes of the planning process indicate that public managers and private businesses share many of the same management goals and concerns. They also agree they can and should address these concerns cooperatively. Results of the study indicate that this transactive process: (1) can promote cooperation and improved communication between public managers and private sector service businesses, and (2) can be effectively integrated into the implementation phase of the traditional allocative planning model on which most public resource agencies rely. Strengths and weaknesses of the transactive planning process are discussed

    The Effect on Airplane Performance of the Factors That Must Be Considered in Applying Low-Drag Cowling to Radial Engines

    This report presents the results of flight tests with three different airplanes using several types of low-drag cowling for radial air-cooled engines. The greater part of the tests were made with a Curtiss XF7Cc-1 (Sea Hawk) with a 410 horsepower. Wasp engine, using three fuselage nose shapes and six types of outer cowling. The six cowlings were: a narrow ring, a wide ring, a wide cowling similar in the original NACA cowling, a thick ring incorporating an exhaust collector, a single-surface cowling shaped like the outer surface of the exhaust-collector cowling, and polygon-ring cowling, of which the angle of the straight sections with the thrust line could be varied over a wide range

    The association of cold weather and all-cause and cause-specific mortality in the island of Ireland between 1984 and 2007

Methods A time-stratified case-crossover approach was used to examine this relationship in two adult national populations, between 1984 and 2007. Daily mortality risk was examined in association with exposure to daily maximum temperatures on the same day and up to 6 weeks preceding death, during the winter (December-February) and cold period (October-March), using distributed lag models. Model stratification by age and gender assessed for modification of the cold weather-mortality relationship. Results In the ROI, the impact of cold weather in winter persisted up to 35 days, with a cumulative mortality increase for all-causes of 6.4% (95%CI=4.8%-7.9%) in relation to every 1oC drop in daily maximum temperature, similar increases for cardiovascular disease (CVD) and stroke, and twice as much for respiratory causes. In NI, these associations were less pronounced for CVD causes, and overall extended up to 28 days. Effects of cold weather on mortality increased with age in both jurisdictions, and some suggestive gender differences were observed. Conclusions The study findings indicated strong cold weather-mortality associations in the island of Ireland; these effects were less persistent, and for CVD mortality, smaller in NI than in the ROI. Together with suggestive differences in associations by age and gender between the two Irish jurisdictions, the findings suggest potential contribution of underlying societal differences, and require further exploration. The evidence provided here will hope to contribute to the current efforts to modify fuel policy and reduce winter mortality in Ireland

    DNA topoisomerases participate in fragility of the oncogene RET

    Fragile site breakage was previously shown to result in rearrangement of the RET oncogene, resembling the rearrangements found in thyroid cancer. Common fragile sites are specific regions of the genome with a high susceptibility to DNA breakage under conditions that partially inhibit DNA replication, and often coincide with genes deleted, amplified, or rearranged in cancer. While a substantial amount of work has been performed investigating DNA repair and cell cycle checkpoint proteins vital for maintaining stability at fragile sites, little is known about the initial events leading to DNA breakage at these sites. The purpose of this study was to investigate these initial events through the detection of aphidicolin (APH)-induced DNA breakage within the RET oncogene, in which 144 APHinduced DNA breakpoints were mapped on the nucleotide level in human thyroid cells within intron 11 of RET, the breakpoint cluster region found in patients. These breakpoints were located at or near DNA topoisomerase I and/or II predicted cleavage sites, as well as at DNA secondary structural features recognized and preferentially cleaved by DNA topoisomerases I and II. Co-treatment of thyroid cells with APH and the topoisomerase catalytic inhibitors, betulinic acid and merbarone, significantly decreased APH-induced fragile site breakage within RET intron 11 and within the common fragile site FRA3B. These data demonstrate that DNA topoisomerases I and II are involved in initiating APH-induced common fragile site breakage at RET, and may engage the recognition of DNA secondary structures formed during perturbed DNA replication
