I provide a brief outline of the landscape of the complex field, defined by intersections spanning social, cultural, political, economic and environmental contributions from the social and natural sciences. A case is made for those who are not protected by the social contract, including young people, non-citizens, the disabled, sentient beings and the environment on which we all depend. Public education needs to address human capacity and capabilities to live sustainably, because current and future generations face the prospect of ‘food deserts’ and increasingly impoverished communities in cities without adequate resources to maintain a decent quality of life. Participatory research needs to facilitate the engagement of policy makers and young people to address food, energy and water security by balancing individual and collective needs in rural and urban areas. Educators and policy researchers need to work together with many stakeholders who can contribute diverse ways of knowing to inform discipline based knowledge and better policy decisions. It will require enabling everyone to feel that they are represented, respected and heard within accountable learning communities, supported by a community of practice. Public Participatory Education in a globalised world needs to build the capacity of people to become leaders in their own right who strive not merely for basic needs but also for social and environmental justice by voicing their concerns strategically at the local and regional level

The challenge of scaling up efforts to engage people in an alternative forms of democracy and governance is that currently the response to social, economic and environmental challenges is that internationally politics is being shaped by so-called realist politics (Beardsworth, 2011) based on a) competition for resources, b) the notion that profit and loss, win and lose is contained /carried by ‘the other’ and c) Huntington’s ‘clash of cultures’ thesis rather than an understanding of our interlinked, co-created and co-determined fate

To achieve such ends, groups need to improve processes for making complex decisions together. The challenge faced recently in Copenhagen (including a large number of diverse participants in policy discussions) indicates the need for new ways to mprove discursive democracy. Poverty and climate change are ‘wicked’ problems (Rittel and Webber 1984) that comprise many diverse interrelated variables and that have a strong value and emotional dimension. The shortcomings of many approaches to these problems is that they are expert driven, do not involve the public in decision making, and have a narrow focus on technical issues. They do not consider issues in terms of their interrelated complexity with human cultural issues and values. This paper addresses the transboundary conundrum of how to address complex social and environmental challenges while engaging with people's diverse values and emotion

    Towards achieving Abuja targets: identifying and addressing barriers to access and use of insecticides treated nets among the poorest populations in Kenya

    <p>Abstract</p> <p>Background</p> <p>Ensuring that the poor and vulnerable population benefit from malaria control interventions remains a challenge for malaria endemic countries. Until recently, ownership and use of insecticides treated nets (ITNs) in most countries was low and inequitable, although coverage has increased in countries where free ITN distribution is integrated into mass vaccination campaigns. In Kenya, free ITNs were distributed to children aged below five years in 2006 through two mass campaigns. High and equitable coverage were reported after the campaigns in some districts, although national level coverage remained low, suggesting that understanding barriers to access remains important. This study was conducted to explore barriers to ownership and use of ITNs among the poorest populations before and after the mass campaigns, to identify strategies for improving coverage, and to make recommendations on how increased coverage levels can be sustained.</p> <p>Methods</p> <p>The study was conducted in the poorest areas of four malaria endemic districts in Kenya. Multiple data collection methods were applied including: cross-sectional surveys (n = 708 households), 24 focus group discussions and semi-structured interviews with 70 ITN suppliers.</p> <p>Results</p> <p>Affordability was reported as a major barrier to access but non-financial barriers were also shown to be important determinants. On the demand side key barriers to access included: mismatch between the types of ITNs supplied through interventions and community preferences; perceptions and beliefs on illness causes; physical location of suppliers and; distrust in free delivery and in the distribution agencies. Key barriers on the supply side included: distance from manufacturers; limited acceptability of ITNs provided through interventions; crowding out of the commercial sector and the price. Infrastructure, information and communication played a central role in promoting or hindering access.</p> <p>Conclusions</p> <p>Significant resources have been directed towards addressing affordability barriers through providing free ITNs to vulnerable groups, but the success of these interventions depends largely on the degree to which other barriers to access are addressed. Only if additional efforts are directed towards addressing non-financial barriers to access, will high coverage levels be achieved and sustained.</p
