    An Analysis of Dynamic Governance Capability in Innovation Development in Bintan Regency

    At the government level, upon the issuance of regional government regulations in Indonesia, innovation has been an obligation and an indication of regional competitiveness. Innovation is also an acceleration of governance including creating good governance arrangements, implementing bureaucratic reform agendas with dynamic governance values. Bintan Regency, as the most innovative regency in the category of borderline areas in Indonesia, received an Innovative Government Award (IGA) appreciation for the 2020-2021 period. This must ensure that the regional innovation agenda will continue to be sustainable. One of the important aspects in dynamic governance is the capability aspect in which government institutions must think ahead, think again and think beyond and that is included in every policy-making process, civil servants resources and performance implementation of the public sector bureaucracy in an attempt to bring together common consensus. This article aims to describe how the Bintan Regency government carries out adaptive policies through a dynamic governance capability approach in building ecosystems, government innovations in a sustainable manner. The findings of the present study discovered that the government's efforts to ensure future innovation through collaboration with universities as facilitators as well as evaluating the development of regional innovation in Bintan Regency for the regional innovation index.     EFEKTIVITAS PENERAPAN OPAC (ONLINE PUBLIC ACCESS CATALOGUE) DALAM PELAYANAN PUBLIK DI PERPUSTAKAAN MUHAMMAD YUSUF AHMADI

    The purpose of this study was to measure the effectiveness of the OPAC implementation in public services in the library of Muhammad Yusuf Ahmadi in Riau Islands province. As a search tool, which serves community, the effectiveness of the information system facility needs to be measured in order to optimize its function. This research method is quantitative descriptive, using primary data through questionnaires.The results showed that the effectiveness of OPAC application (Online Public Access Catalog) in public services can be said effective. This can be seen from the percentage score of each subvariable, for the quality of the system at 61.3%, the quality of information at 53.8%, the quality of service at 46.2%, the use of 46.2%, user satisfaction at 57%, and net benefits at 48.4%, all is effective. It can be concluded that the application of OPAC in public services in the Muhammad Yusuf Ahmadi Library of Riau Islands Province is effective, ranging from 71.4-88.1 (63.4%). The suggestions are that the Department of Library and Archives of the Riau Islands Province disseminate information to the public about the use of OPAC, and to be better in improving the quality of service.

    E-Procurement System Technology: An Analysis in Electronic Procurement Service Unit (LPSE) of Kepulauan Riau Province

    The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.Keywords : E-Procurement, E-Procurement Implementation, Political Process, Principal Influence, Agent Influence.Â

    Improving food security through community empowerment based on agricultural partnership in Wak Lolang Village Tanjung Pinang City

    Community empowerment is an effort or process to raise awareness, willingness, and the ability of the community to recognize, overcome, maintain, protect, and improve their welfare. One of the ways to realize community empowerment can be implemented is through a group of people who want to participate in it. This is one solution for farmers to be more effective in developments in agriculture. The research method used in this research is descriptive qualitative research method. The analysis technique in this study uses qualitative analysis techniques by revealing facts of circumstances, phenomena, variables, and circumstances that occur when the research is running and presenting the real facts and concluding. The result of the research is an analysis of partnership activities with the community in the form of farming activities in the agricultural sector to the marketing of agricultural products whose final goal is to increase food security. Besides, this partnership program also produces a legal farmer group with the name "Maju Mapan" which is a legal entity. Through community empowerment, especially the residents of Kampung Wak lolang Tanjung Moco, it appears that in the context of increasing food security, community empowerment activities based on partnerships in agriculture can be carried out

    Leveraging online social networks for effective collaborative learning - A students' perspective

    Online social networks have become very popular in recent times.Online social networks have transformed the Internet from information gathering and dissemination medium to a collaborative environment.Currently the number of registered online social network users exceeds one billion and they access these sites for various reasons including to form communities, to produce and consume media content in revolutionary ways.There is common perception among adults that youngsters spend more time on social media than on studies or other useful work.According to the surveys carried out by the leading research institutes, more than half of the online social network users are between 20 and 40 years of age and many users have personal profiles on more than one social network sites.The distribution of registered users between different online social networks vary vastly with Facebook taking the largest share at 92% followed by MySpace at 29%, Linkedln at 18% and Twitter at 13%.Among college students, Facebook is still the most commonly visited social network site at 88.5% followed by Twitter at 11.5%. College students access social network sites for various reasons with communication with friends and family being the dominant one.Several researchers have been carried out how the social network can be used to improve teaching and learning environments.But most of these researchers have been confined to helping adult learners or improving teaching environments.In this research, it has been proposed to study how social networks can be leveraged for effective col1aborative learning where the students use the social media as the main communication tool.It has also been proposed to study what factors would encourage college students to use social media for collaboration in their studies.As part of the research, a detailed questionnaire will be administered among college students both at undergraduate and postgraduate levels covering a wider demography including males, females, employed, unemployed, full time and part time students. Finally both descriptive and exploratory analysis will be carried out on the data collected
