    The Life of a Vortex Knot

    The idea that the knottedness (hydrodynamic Helicity) of a fluid flow is conserved has a long history in fluid mechanics. The quintessential example of a knotted flow is a knotted vortex filament, however, owing to experimental difficulties, it has not been possible until recently to directly generate knotted vortices in real fluids. Using 3D printed hydrofoils and high-speed laser scanning tomography, we generate vortex knots and links and measure their subsequent evolution. In both cases, we find that the vortices deform and stretch until a series of vortex reconnections occurs, eventually resulting several disjoint vortex rings.     Partial orders on partial isometries

    This paper studies three natural pre-orders of increasing generality on the set of all completely non-unitary partial isometries with equal defect indices. We show that the problem of determining when one partial isometry is less than another with respect to these pre-orders is equivalent to the existence of a bounded (or isometric) multiplier between two natural reproducing kernel Hilbert spaces of analytic functions. For large classes of partial isometries these spaces can be realized as the well-known model subspaces and deBranges-Rovnyak spaces. This characterization is applied to investigate properties of these pre-orders and the equivalence classes they generate.Comment: 30 pages. To appear in Journal of Operator Theor

    Evaluation of aerosolized medications during parabolic flight maneuvers

    The goal was to visually evaluate the effect gravity has on delivery of medications by the use of various aerosol devices. During parabolic flight the same four aerosols were retested as performed in studio ground tests. It appears that the Cetacaine spray and the Ventolin inhaler function without failure during all test. The pump spray (Nostril) appeared to function normally when the container was full, however it appeared to begin to fail to deliver a full mist with larger droplet size when the container was nearly empty. The simple hand spray bottle appeared to work when the container was full and performed progressively worse as the container was emptied. During Apollo flights, it was reported that standard spray bottles did not work well, however, they did not indicate why. It appears that we would also conclude that standard spray bottles do not function as well in zero gravity by failing to produce a normal mist spray. The standard spray bottle allowed the fluid to come out in a narrow fluid stream when held with the nozzle either level or slightly tilted upward

    Potential Implications of a Special Safeguard Mechanism in the WTO: the Case of Wheat

    The Special Safeguard Mechanism (SSM) was a key issue in the July 2008 failure to reach agreement in the WTO negotiations under the Doha Development Agenda. It includes both price (P-SSM) and quantity-triggered measures (Q-SSM). This paper uses a stochastic simulation model of the world wheat market to investigate the effects of policy makers implementing policies based on the SSM rules. As expected, implementation of the Q-SSM is found to reduce imports, raise domestic prices, and boost mean domestic production in the SSM regions. However, rather than insulating countries that use it from price volatility, it would actually increase domestic price volatility in developing countries, largely by restricting imports when domestic output is low and prices high. We estimate that implementation of the Q-SSM would shrink average wheat imports by nearly 50% in some regions, with world wheat trade falling by 4.7%.     Use of microwave satellite data to study variations in rainfall over the Indian Ocean

    The University of Wisconsin Space Science and Engineering Center mapped rainfall over the Indian Ocean using a newly developed Scanning Multichannel Microwave Radiometer (SMMR) rain-retrieval algorithm. The short-range objective was to characterize the distribution and variability of Indian Ocean rainfall on seasonal and annual scales. In the long-range, the objective is to clarify differences between land and marine regimes of monsoon rain. Researchers developed a semi-empirical algorithm for retrieving Indian Ocean rainfall. Tools for this development have come from radiative transfer and cloud liquid water models. Where possible, ground truth information from available radars was used in development and testing. SMMR rainfalls were also compared with Indian Ocean gauge rainfalls. Final Indian Ocean maps were produced for months, seasons, and years and interpreted in terms of historical analysis over the sub-continent

    Asia-Pacific food markets and trade in 2005: a global, economy-wide perspective

    Rapid industrialization in East Asia, particularly China, is raising questions about who will feed the region in the next century and how Asia will be able to pay for its food imports. The paper Ā®rst reviews existing food sector projections and then takes an economy-wide perspective using projections to 2005, based on the global CGE model known as GTAP. After showing the impact of implementing the Uruguay Round, the paper explores several alternative scenarios. A slowdown in farm productivity growth is shown to be costly to the world economy, as is slower economic growth in China. Failure to honour Uruguay Round obligations to open textile and clothing markets in OECD countries would reduce East Asia's industrialization and thereby slow its net imports of food. On the other hand, the trade reform that is likely to accompany China's (and hence Taiwan's) member- ship of the World Trade Organization (WTO) adds 30 per cent to estimated global gains from the Uruguay Round. Rules-based disciplines like OECD industrial tariff bindings negotiated under GATT since 1947 and new Uruguay Round bindings on agricultural and services trade and on developing country industrial tariffs, constrain this variability. We examine the theoretical effects of such constraints on the expected cost of protection and offer a formalization of the concept of "market access," emphasizing both the first and second moments of the distribution of protection.     Formula Approaches for Market Access Negotiations

    Most of the large tariff reductions achieved in multilateral trade negotiations have involved tariff-cutting formulas such as the "Swiss" formula. However, wide variations in initial tariff rates between active participants call for new approaches under the Doha Development Agenda. This paper surveys a range of formula options and examines both targeted and flexible applications of the Swiss formula that target tariff escalation and peaks, and would allow policy makers to directly target how far they will move towards free trade, while providing some flexibility for trading off reductions in peak tariffs against reductions in lower-tariff sectors
