Elections, Ideology, and Turnover in the U.S. Federal Government
A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent views relative to the new president and at the start of presidential terms. We also find suggestive evidence that vacancies in high-level positions after elections may induce lower-level executives to stay longer in hopes of advancing. We conclude with implications of our findings for public policy, presidential politics, and public management
The Mikado Filesystem: An experimental RPC filesystem running over gRPC
Computer applications seeking to persist files remotely across the Internet
are faced with a bewildering choice of mechanisms which tend to boil down to
monolithic proprietary closed-source Vendor solutions. We introduce The Mikado
Filesystem (mikfs), which provides an open simple lightweight interoperable
portable extensible remote filesystem that is open source. mikfs consists of
client applications accessing remote servers via RPC running over TCP/IP
connections. mikfs is defined as a concrete set of API method calls over gRPC
expressed in Google's Protocol Buffers' IDL. gRPC supports a wide variety of
programming languages & platforms. For a given language + platform, the gRPC
toolset can generate client- & server-side stubs from the IDL callable from
client & server code in the selected languages, e.g., a client written in C# or
java running on a Windows PC can access a server written in C++ running on
Linux. mikfs consists of a virtual hierarchical tree of files & directories.
This logical filesystem is not constrained to the limits and file naming
conventions of the host's own physical native filesystem. API methods are
provided for authentication; for atomic file-level operations on files &
directories; for clients to register to receive notifications of file &
directory changes on a server. The public API allows developers to write their
own new servers and clients; allowing migration of hosted files between
different implementations; extension with new methods & features; is Open
Source code available for inspection and adaptation. gRPC provides secure
authenticated connection & communication over HTTP/2; End-to-End Privacy &
Security against eavesdropping of data in transit; support for multiple
alternate user login mechanisms. mikfs is provided as source code, 'The
Bootstrap Distribution', consisting of an ecosystem of clients, servers, tools

Sequence analysis of the cis-regulatory regions of the bithorax complex of Drosophila
The bithorax complex (BX-C) of Drosophila, one of two complexes that act as master regulators of the body plan of the fly, has now been entirely sequenced and comprises approximate to 315,000 bp, only 1.4% of which codes for protein. Analysis of this sequence reveals significantly overrepresented DNA motifs of unknown, as well as known, functions in the nonprotein-coding portion of the sequence. The following types of motifs in that portion are analyzed: (i) concatamers of mono-, di-, and trinucleotides; (ii) tightly clustered hexanucleotides (spaced less than or equal to 5 bases apart); (iii) direct and reverse repeats longer than 20 bp; and (iv) a number of motifs known from biochemical studies to play a role in the regulation of the BX-C. The hexanucleotide AGATAC is remarkably overrepresented and is surmised to play a role in chromosome pairing. The positions of sites of highly overrepresented motifs are plotted for those that occur at more than five sites in the sequence, when <0.5 case is expected. Expected values are based on a third-order Markov chain, which is the optimal order for representing the BXCALL sequence
Putting Infection Dynamics at the Heart of Chagas Disease.
In chronic Trypanosoma cruzi infections, parasite burden is controlled by effective, but nonsterilising immune responses. Infected cells are difficult to detect because they are scarce and focally distributed in multiple sites. However, advances in detection technologies have established a link between parasite persistence and the pathogenesis of Chagas heart disease. Long-term persistence likely involves episodic reinvasion as well as continuous infection, to an extent that varies between tissues. The primary reservoir sites in humans are not definitively known, but analysis of murine models has identified the gastrointestinal tract. Here, we highlight that quantitative, spatial, and temporal aspects of T. cruzi infection are central to a fuller understanding of the association between persistence, pathogenesis, and immunity, and for optimising treatment
Reducing parental anxiety using a family based intervention for youth mental health : a randomized controlled trial
This paper presents findings on parent anxiety and attachment relationship style from the Deakin Family Options (DFO) pilot study, a randomized controlled pilot study comparing a family-based treatment (BEST Plus), versus a youth only treatment (CBT) versus a group who received both of these treatments (COMBINED). Eligible participants were families with a young person (aged 12 - 25 years) with a high prevalence mental health problem. Youth from participating families scored in the clinical or subclinical range for depression, anxiety and/or substance misuse symptoms on standardized measures during the initial assessment. The collected sample was drawn from regional and urban centers in Victoria, Australia and allocated to treatment condition using a simple randomization procedure (parallel design). It was hypothesized that families receiving the BEST Plus would experience greater reductions in youth and parent mental health symptoms, and improved parent-child relationships, compared with those in the CBT condition. This paper describes and discusses changes in parent anxiety and parent attachment, according to whether the parent participated in a treatment (BEST Plus) or did not (NONBEST Plus). Participants were blind to the study hypotheses. In total 71 parent participants returned pre data and were allocated to a treatment group. In this paper, data from parent participants who completed pre and post measures (n = 48) and pre, post, and 6-month follow-up measures (n = 28) on anxiety and attachment were analyzed by group (BEST Plus versus NONBEST Plus). The results of this study suggest that parent anxiety decreased significantly more following parent involvement in a group treatment, than for parents that did not receive treatment. Unexpectedly, avoidant attachment increased in the no treatment group, but remained relatively stable following the BEST Plus group. There were no significant findings in relation to compulsive traits and anxious attachment. These findings are discussed in light of the study limitations.<br /
Gamma Knife Radiosurgery for Acromegaly
Acromegaly is debilitating disease occasionally refractory to surgical and medical treatment. Stereotactic radiosurgery, and in particular Gamma Knife surgery (GKS), has proven to be an effective noninvasive adjunct to traditional treatments, leading to disease remission in a substantial proportion of patients. Such remission holds the promise of eliminating the need for expensive medications, along with side effects, as well as sparing patients the damaging sequelae of uncontrolled acromegaly. Numerous studies of radiosurgical treatments for acromegaly have been carried out. These illustrate an overall remission rate over 40%. Morbidity from radiosurgery is infrequent but can include cranial nerve palsies and hypopituitarism. Overall, stereotactic radiosurgery is a promising therapy for patients with acromegaly and deserves further study to refine its role in the treatment of affected patients

Data assimilation for the Martian atmosphere using MGS Thermal Emission Spectrometer observations
From the introduction: Given the quantity of data expected from current and forthcoming spacecraft missions to Mars, it is now possible to use data assimilation as a means of atmospheric analysis for the first time for a planet other than the Earth. Several groups have described plans to develop assimilation schemes for Mars [Banfield et al., 1995; Houben, 1999; Lewis and Read, 1995; Lewis et al., 1996, 1997; Zhang et al., 2001]. Data assimilation is a technique for the analysis of atmospheric observations which combines currently valid information with prior knowledge from previous observations and dynamical and physical constraints, via the use of a numerical model. Despite the number of new missions, observations of the atmosphere of Mars in the near future are still likely to be sparse when compared to those of the Earth, perhaps
comprising one orbiter and a few surface stations at best
at any one time. Data assimilation is useful as a means
to extract the maximum information from such observations,
both by a form of interpolation in space and time
using model constraints and by the combination of information from different observations, e.g. temperature
profiles and surface pressure measurements which may
be irregularly distributed. The procedure can produce a
dynamically consistent set of meteorological fields and
can be used directly to test and to refine an atmospheric
model against observations
