Some aspects of analytical chemistry as applied to water quality assurance techniques for reclaimed water: The potential use of X-ray fluorescence spectrometry for automated on-line fast real-time simultaneous multi-component analysis of inorganic pollutants in reclaimed water
The potential use of isotopically excited energy dispersive X-ray fluorescence (XRF) spectrometry for automated on line fast real time (5 to 15 minutes) simultaneous multicomponent (up to 20) trace (1 to 10 parts per billion) analysis of inorganic pollutants in reclaimed water was examined. Three anionic elements (chromium 6, arsenic and selenium) were studied. The inherent lack of sensitivity of XRF spectrometry for these elements mandates use of a preconcentration technique and various methods were examined, including: several direct and indirect evaporation methods; ion exchange membranes; selective and nonselective precipitation; and complexation processes. It is shown tha XRF spectrometry itself is well suited for automated on line quality assurance, and can provide a nondestructive (and thus sample storage and repeat analysis capabilities) and particularly convenient analytical method. Further, the use of an isotopically excited energy dispersive unit (50 mCi Cd-109 source) coupled with a suitable preconcentration process can provide sufficient sensitivity to achieve the current mandated minimum levels of detection without the need for high power X-ray generating tubes
Tackling socially determined dental inequalities: ethical aspects of Childsmile, the national child oral health demonstration programme in Scotland
Many ethical issues are posed by public health interventions, including whether they ought to be aimed at improving health across society or reducing specific health inequalities, whether they should be targeted or universal and the issue of which targeting criteria ought to be used. Although abstract theorising about these issues can be useful, it is the application of ethical theory to real cases which will ultimately be of benefit in decision-making.
To this end, this paper will analyse the ethical issues involved in Childsmile, a national oral health demonstration programme in Scotland that aims to improve the oral health of the nation’s children and reduce dental inequalities through a combination of targeted and universal interventions. With Scotland’s level of dental caries among the worst in the Western world, Childsmile represents perhaps the largest programme of work aimed at combating oral health inequalities in the UK. The areas of ethical interest include several contrasting themes: reducing health inequalities and improving health; universal and targeted interventions; political values and evidence base; prevention and treatment; and underlying all of these, justice and utility
Effectiveness and reach of a directed-population approach to improving dental health and reducing inequalities: a cross sectional study
Background
Childsmile School adopts a directed-population approach to target fluoride varnish applications to 20% of the primary one (P1) population in priority schools selected on the basis of the proportion of enrolled children considered to be at increased-risk of developing dental caries. The study sought to compare the effectiveness of four different methods for identifying individuals most in need when a directed-population approach is taken. <p></p>
Methods
The 2008 Basic National Dental Inspection Programme (BNDIP) cross-sectional P1 Scottish epidemiological survey dataset was used to model four methods and test three definitions of increased-risk. Effectiveness was determined by the positive predictive value (PPV) and explored in relation to 1-sensitivity and 1-specificity. <p></p>
Results
Complete data was available on 43470 children (87% of the survey). At the Scotland level, at least half (50%) of the children targeted were at increased-risk irrespective of the method used to target or the definition of increased-risk. There was no one method across all definitions of <i>increased-risk</i> that maximised PPV. Instead, PPV was highest when the targeting method complimented the definition of <i>increased-risk</i>. There was a higher percentage of children at <i>increased-risk</i> who were not targeted (1-sensitivity) when caries experience (rather than deprivation) was used to define <i>increased-risk</i>, irrespective of the method used for targeting. Over all three definitions of <i>increased-risk</i>, there was no one method that minimised (1-sensitivity) although this was lowest when the method and definition of <i>increased-risk</i> were complimentary. The false positive rate (1-specificity) for all methods and all definitions of <i>increased-risk</i> was consistently low (<20%), again being lowest when the method and definition of <i>increased-risk</i> were complimentary. <p></p>
Conclusion
Developing a method to reach all (or even the vast majority) of individuals at <i>increased-risk</i> defined by either caries experience or deprivation is difficult using a directed-population approach at a group level. There is a need for a wider debate between politicians and public health experts to decide how best to reach those most at need of intervention to improve health and reduce inequalities. <p></p>
Binary open clusters in the Milky Way: photometric and spectroscopic analysis of NGC 5617 and Trumpler 22
Using photometry and high resolution spectroscopy we investigate for the
first time the physical connection between the open clusters NGC 5617 and
Trumpler 22. Based on new CCD photometry we report their spatial proximity and
common age of ~70 Myr. Based on high resolution spectra collected using the
HERMES and UCLES spectrographs on the Anglo-Australian telescope, we present
radial velocities and abundances for Fe, Na, Mg, Al, Si, Ca and Ni. The
measured radial velocities are -38.63 +/-2.25 km/s for NGC 5617 and -38.46
+/-2.08 km/s for Trumpler 22. The mean metallicity of NGC 5617 was found to be
[Fe/H] =-0.18 +/-0.02 and for Trumpler 22 was found to be [Fe/H] = -0.17
+/-0.04. The two clusters share similar abundances across the other elements,
indicative of a common chemical enrichment history of these clusters. Together
with common motions and ages we confirm that NGC 5617 and Trumpler 22 are a

Advanced electrostatic ion thruster for space propulsion
The suitability of the baseline 30 cm thruster for future space missions was examined. Preliminary design concepts for several advanced thrusters were developed to assess the potential practical difficulties of a new design. Useful methodologies were produced for assessing both planetary and earth orbit missions. Payload performance as a function of propulsion system technology level and cost sensitivity to propulsion system technology level are among the topics assessed. A 50 cm diameter thruster designed to operate with a beam voltage of about 2400 V is suggested to satisfy most of the requirements of future space missions
Seeing with sound? Exploring different characteristics of a visual-to-auditory sensory substitution device
Sensory substitution devices convert live visual images into auditory signals, for example with a web camera (to record the images), a computer (to perform the conversion) and headphones (to listen to the sounds). In a series of three experiments, the performance of one such device (‘The vOICe’) was assessed under various conditions on blindfolded sighted participants. The main task that we used involved identifying and locating objects placed on a table by holding a webcam (like a flashlight) or wearing it on the head (like a miner’s light). Identifying objects on a table was easier with a hand-held device, but locating the objects was easier with a head-mounted device. Brightness converted into loudness was less effective than the reverse contrast (dark being loud), suggesting that performance under these conditions (natural indoor lighting, novice users) is related more to the properties of the auditory signal (ie the amount of noise in it) than the cross-modal association between loudness and brightness. Individual differences in musical memory (detecting pitch changes in two sequences of notes) was related to the time taken to identify or recognise objects, but individual differences in self-reported vividness of visual imagery did not reliably predict performance across the experiments. In general, the results suggest that the auditory characteristics of the device may be more important for initial learning than visual associations
The Association Between Discrimination and Sleep is Exacerbated in Individuals with Comorbid Chronic Health Conditions
Introduction: The consequences of recurrent, stressful daily experiences for sleep health appear intensified in individuals with pre-existing health conditions. Although discrimination has been associated with sleep outcomes, the role of comorbid chronic health conditions (CCHCs), and impact of perceived discrimination, remains unclear. The present study investigated (1) the associations between daily discrimination and sleep and (2) moderating roles of CCHCs and daily life interference and hardship.
Methods: The current study utilized archival data from the Midlife in the United States (MIDUS) Study II. Participants, 174 adults (51% female, Mage=57 yrs., SD=11.5 yrs.), completed 7 days of actigraphy, sleep diary, PSQI, and CCHC-reporting measures. Models examined the moderating effects of CCHCs, daily interference, and hardship on the association between discrimination and sleep.
Results: Daily discriminatory experiences predicted numerous poor sleep outcomes, exacerbated for persons with higher CCHCs. Higher comorbidity (95% CI=5.40, 68.75) exacerbated the association between discrimination and TSTactigraphy, further strengthened by perceived hardship (95% CI=-3.75, -.40) and interference (95% CI=-3.65, -.30). Number of CCHCs, qualified by perceived hardship (95% CI=.00, .04) and interference (95% CI=.01, .05), predicted diary sleep quality above discrimination. The interaction between CCHCs and hardship predicted global PSQI scores (95% CI=-.91, -.12) beyond discrimination.
Conclusion: Daily experiences of discrimination are associated with decreased sleep duration and quality. These associations were stronger for individuals with multiple CCHCs. Exacerbating CCHC effects were perpetuated by perceived interference and hardships, suggesting individual emotion regulation (ER) differences. Linking routinely collected social work, education and health data to enable monitoring of the health and health care of school-aged children in state care (‘looked after children’) in Scotland: a national demonstration project
Background and objectives: Children in state care (‘looked after children’) have poorer health than children who are not looked after. Recent developments in Scotland and elsewhere have aimed to improve services and outcomes for looked after children. Routine monitoring of the health outcomes of looked after children compared to those of their non-looked after peers is currently lacking. Developing capacity for comparative monitoring of population based outcomes based on linkage of routinely collected administrative data has been identified as a priority. To our knowledge there are no existing population based data linkage studies providing data on the health of looked after and non-looked after children at national level. Smaller scale studies that are available generally provide very limited information on linkage methods and hence do not allow scrutiny of bias that may be introduced through the linkage process. Study design and methods: National demonstration project testing the feasibility of linking routinely collected looked after children, education, and health data. Participants: All children in publicly funded school in Scotland in 2011/12. Results: Linkage between looked after children data and the national pupil census classified 10,009 (1.5%) and 1,757 (0.3%) of 670,952 children as, respectively, currently and previously looked after. Recording of the unique pupil identifier (Scottish Candidate Number, SCN) on looked after children returns is incomplete, with 66% of looked after records for 2011/12 for children of possible school age containing a valid SCN. This will have resulted in some under-ascertainment of currently and, particularly, previously looked after children within the general pupil population. Further linkage of the pupil census to the NHS Scotland master patient index demonstrated that a safe link to the child’s unique health service (Community Health Index, CHI) number could be obtained for a very high proportion of children in each group (94%, 95%, and 95% of children classified as currently, previously, and non-looked after respectively). In general linkage rates were higher for older children and those living in more affluent areas. Within the looked after group, linkage rates were highest for children with the fewest placements and for those in permanent fostering. Conclusions: This novel data linkage demonstrates the feasibility of monitoring population based health outcomes of school aged looked after and non-looked after children using linked routine administrative data. Improved recording of the unique pupil identifier number on looked after data returns would be beneficial. Extending the range of personal identifiers on looked after children returns would enable linkage to health data for looked after children who are not in publicly funded schooling (i.e. those who are pre- or post-school, home schooled, or in independent schooling)
