    Determining the Relative Criticality of Diverse Exploration Risks in NASA's Human Research Program

    The mission of NASA s Human Research Program (HRP) is to understand and reduce the risk to crew health and performance in exploration missions. The HRP addresses 27 specific risks, primarily in the context of Continuous Risk Management. Each risk is evaluated in terms of two missions (a six month stay on the Moon and a thirty month round trip to Mars) and three types of consequences (in-mission crew health, post-mission crew health, and in-mission performance). The lack of a common metric between the three consequence scales, such as financial costs or quality adjusted life years lost, makes it difficult to compare the relative criticality of the risks. We are, therefore, exploring the use of a ternary scale of criticality based on the common metric of influencing an operational decision. The three levels correspond to the level of concern the risk generates for a "go/no-go" decision to launch a mission: 1) no-go; 2) go with significant reservations; 3) go. The criticality of each of the 27 risks is scored for the three types of consequence in both types of mission. The scores are combined to produce an overall criticality rating for each risk. The overall criticality rating can then be used to guide the prioritization of resources to affect the greatest amount of risk reduction

    A Contactless IoT-Based GPS-Tracked Waste Bin to Curb Medical Waste Infections in Ghana

    Irregular checking of waste especially in some medical facilities of Ghana leads to overflow of waste. A study by World Health Organisation (WHO) in February 2018 indicates that 15% of the total waste collected from medical facilities may be infectious, toxic, or radioactive and may contribute to unintended release of chemical or biological hazards. Considering the present COVID-19 pandemic and other diseases like ebola and hantavirus, it is critical to properly manage waste collected from medical facilities. In this study, Internet of Things (IoT) is used to design a smart bin to help reduce user contact to waste. Using a flowchart, a schematic model of the system was developed using Proteus 8.11 software. Two HCSR04 ultrasonic sensors were used to measure the waste level in the bin and detect proximity of objects to the bin to trigger an MG996R servo motor for automatic operation of the lid of the waste bin having a monitoring system. A NEO-6M GPS module was used to determine the location of the waste bin and displayed on a 16x2 LCD. A Graphical User Interface (GUI) was created for remote monitoring of waste over the internet. An ESP32 node MCU was programmed using Arduino software and used to interface the system with the GUI. The designed system was constructed and incorporated into a rectangular-shaped plastic bin. During testing, a hand wave at the sensor on the side of the container triggered opening of the bin. Sample waste placed in the bin were detected and real-time information regarding waste levels were sent to a self-designed HTML webpage called ‘Smart Bin’ with dynamic IP address. This system could be used in health facilities to prevent medical waste overflow, limit human contact to waste and avoid spread of infections

    Land Management Problems in the Mining Communities of Tarkwa, Ghana -A Look at Boundary Markers and Resurveys

    Boundary resurveys have become necessary in most mining communities of Ghana, especially, Tarkwa and its environs due to pressure and alteration in land use and land cover by mining operations. Most of the boundary markers (pillars, trees, streams, hills, valleys, footpaths, etc.) used in the past have been destroyed by mining and other associated activities. This has led to many disputes about ground boundaries and ownership of land tracts in the area. To curb the incidences of such conflicts, it has become important to have more reliable and scientific demarcations and surveys of the old boundaries and owners of land tracts in the area for registration, using modern technologies in land surveying. Equipment and methods used over a century ago to mark and describe land boundaries in the area have become obsolete now, and modern equipment and methods, while capable of measuring to very high precisions, cannot automatically give or tell the right boundaries and owners of land tracts established centuries ago. This paper examines the land boundaries situation in the study area, the impacts of mining on this, the need for boundary retracement surveys, the challenges that the rampant destruction of boundary markers in mining communities pose to such resurveys, and offers suggestions on dealing with these challenges in the management of land in the area.  It also provides helpful information to land owners, land ‘buyers’ and land surveyors on the effects of the boundary problems on land transactions, surveys and registration in mining areas.   Keywords: Surface Mining, Boundary Markers, Retracement Surveys, Land Conflicts, Managemen

    Using control synthesis to generate corner cases: A case study on autonomous driving

    This paper employs correct-by-construction control synthesis, in particular controlled invariant set computations, for falsification. Our hypothesis is that if it is possible to compute a "large enough" controlled invariant set either for the actual system model or some simplification of the system model, interesting corner cases for other control designs can be generated by sampling initial conditions from the boundary of this controlled invariant set. Moreover, if falsifying trajectories for a given control design can be found through such sampling, then the controlled invariant set can be used as a supervisor to ensure safe operation of the control design under consideration. In addition to interesting initial conditions, which are mostly related to safety violations in transients, we use solutions from a dual game, a reachability game for the safety specification, to find falsifying inputs. We also propose optimization-based heuristics for input generation for cases when the state is outside the winning set of the dual game. To demonstrate the proposed ideas, we consider case studies from basic autonomous driving functionality, in particular, adaptive cruise control and lane keeping. We show how the proposed technique can be used to find interesting falsifying trajectories for classical control designs like proportional controllers, proportional integral controllers and model predictive controllers, as well as an open source real-world autonomous driving package.Comment: To appear at EMSOFT 201

    Since the first cases of Acquired Immunodeficiency Syndrome (AIDS) in Tanzania were reported in 1983, the epidemic has evolved from being a rare and new disease to a common household problem, which has affected most Tanzania families. The mainland Tanzania faces a generalized human immunodeficiency virus (HIV) and AIDS epidemic, with an estimated 6.5% of the mainland population infected with HIV (7.7% of adult women and 6.3% of adult men). Overall, 1.4 million Tanzanians (1,300,000 adults and 110,000 children) are living with HIV infection, in a total population of 41 million. The social, economic, and environmental impact of the pandemic is sorely felt as an estimated 140,000 Tanzanians have perished, leaving behind as estimated 2.5 million orphans and vulnerable children, representing approximately 10-12% of all Tanzanian children. As elsewhere in sub-Saharan African, the underlying factors of poverty, migration, marginalization, lack of information and skills, disempowerment, and poor access to services raise the risk of HIV and have an impact on the course and spread of the pandemic. Close to 85% of HIV transmission in Tanzania occurs through heterosexual contact, less than 6% through mother-to-child transmission, and less than 1% through blood transfusion. There continues to be a significant difference in the prevalence among urban (10.9%) and rural (5.3%) areas of the country. The National AIDS Control Programme (NACP) of Tanzania was founded in 1987 to champion the health sector response to the HIV epidemic. The primary objectives of the program were to reduce spread of HIV infection, screen blood supplies, enhance clinical services for HIV/AIDS patients and improve STI treatment, prevention of mother-to-child transmission (PMTCT), advocate behavioral change and conduct epidemiologic surveillance and other research. The program phases started with a two-year phase called Short Term Plan\ud (1985-1986). Subsequent phases were termed Medium Term Plans lasting for five-year periods. Through these program phases successful national responses have been identified, the most effective ones being those touching on the major determinants of the epidemic and addressing priority areas that make people vulnerable to HIV infection. These include the following; Since early eighties great efforts have been made to reduce spread of HIV infection through screening of donor blood, advocating behavioral change, condom promotion and improvement of STI treatment. In addition a number of epidemiologic surveillance have been conducted to monitor the trend of HIV infection among different subpopulations e.g. blood donors and pregnant women attending antenatal clinics. In 2004, the National Blood Transfusions Services (NBTS), which is a centralized system of coordinated blood transfusion services, was established. The NBTS is responsible for collection, processing, storage and distribution of safe blood and blood products to health facilities. At the moment NBTS coordinates eight zonal blood transfusion centers, namely Lake Zone-(LZBTC) in Mwanza region, Western-(WZBTC) in Tabora, Northern (NZBTC) in Kilimanjaro region, Eastern (EZBTC) in Dar es Salaam, Southern highlands (SHZBTC) in Mbeya, Southern (SZBTC) in Mtwara and Zanzibar and a military zone –Tanzania People’s Defence Force (TPDF). Since the establishment of NBTS, donated blood in the eight zones is systematically screened for HIV, hepatitis B virus (HBV), hepatitis C virus (HCV) and syphilis. The National HIV Care and Treatment Plan (NCTP) was launched in October 2004, with the main focus of a rapid scaling up of HIV care and treatment services, aimed at having more than 400,000 patients on care and treatment by the end of 2008 and, at the same time, follow up disease progression in 1.2 million HIV+ persons who are not eligible for ntiretroviral therapy (ART). Prevention of Mother to Child Transmission of HIV (PMTCT) services were established in 2002 , providing a package of services that include: counseling and testing for pregnant women; short-course preventive ARV regimens to prevent mother-to-child transmission; counseling and support for safe\ud infant feeding practices; family planning counseling or referral; and referral for long-term ART for the\ud child. This report which covers the NACP activities through December 2008 has been arranged in five chapters and is intended for various stakeholders, primarily those working within the health sector.\u

    Acute effects of singing on cardiovascular biomarkers

    BackgroundSinging is a physical activity involving components of the vagal nerves manifested as changes in cardiac autonomic regulation.AimsThe aim of this pilot study is to investigate the acute effects of singing on biomarkers of cardiovascular health.MethodsAdult subjects were recruited from cardiology clinics to participate in a single 90-min study visit. Vascular function was measured at the fingertips with peripheral arterial tonometry (PAT) before and after singing to a 14-min video led by a voice expert. Heart rate variability (HRV) was measured with a chest strap sensor at baseline, during, and after singing. PAT measurements were expressed as reactive hyperemia index (RHI) and Framingham reactive hyperemia index (fRHI). Measures of HRV included root mean square of successive RR interval differences (RMSSD) and standard deviation of NN (or RR) intervals (SDNN).ResultsSixty subjects completed the study (68% female, mean age 61 ±13 years, mean BMI 32 ± 8). There was a significant increase in fRHI (1.88 ± 0.14 to 2.10 ± 0.14, p = 0.02) after singing with no significant change in the RHI (1.99 ± 0.10 to 2.12 ± 0.09, p = 0.22). There was a reduction in HRV during singing (compared to baseline) (RMSSD: 42.0 ± 5 to 32.6 ± 4, p = 0.004 and SDNN: 54 ± 4 to 33.5 ± 3, p = 0.009). HRV measures trended back toward baseline after singing.ConclusionsA short duration of singing improved vascular function acutely. Improvements were more substantial in subjects with abnormal baseline endothelial function. HRV patterns were similar to that of light-intensity exercise. Future studies should confirm favorable vascular adaptation to more sustained singing interventions.Clinical trial registrationClinicalTrials.gov, identifer: NCT03805529
