Water governance and institutional change

This dissertation is about water governance and institutional change. The focus on water governance means that we are interested in collective action with respect to water issues, which is not restricted to government action by public authorities, but includes involvement and participative action by private stakeholders. Furthermore, it means that we are not only interested in the `action aspect¿ of collective action, but also in the complexity of the\ud institutional context in which collective action is embedded and achieved. The focus on institutional change means that we are interested in the evolution of the public domain, the interaction with the private domain, and the shifting boundaries of the public/private divide

Multilevel governance patterns and the protection of groundwater and drinking water in Florida and the Netherlands

This paper develops a model of ‘governance’ as an aid for comparing such\ud governance structures and applies these to a particular policy arena: policies\ud on the protection of groundwater and on drinking water quality in the\ud Netherlands and Florida.\ud The research questions examined by this paper are:\ud 1. Which elements make up a governance structure?\ud 2. In what ways do these elements influence each other?\ud 3. What are the differences between the multilevel structure of protection for\ud aquifers in Florida and the Netherlands, and how do these differences\ud relate to other differences in the governance structure?\ud The analysis in this paper has shown that ‘governance’ involves more\ud elements than policy objectives and the means to implement policy. These\ud elements are not simply the sum of individual aspects but are closely\ud interlinked. We have tried to illustrate how these interrelations work. The case\ud study we used for this was the comparison between the Netherlands and\ud Florida regarding the protection of the quality of groundwater and drinking\ud water. The high degree of similarity between both states highlights the\ud differences, which exist as well. The interrelations between these differences\ud can be understood by using our hypotheses of the mechanisms by which they\ud work

Onbeperkt Houdbaar: Advies voor een Nieuw Natuurbeleid in Nederland.

In mei 2011 ontving Ilkka Hanski uit handen van de Zweedse koning Karel Gustaaf\ud de prestigieuze Crafoord prize. Hij kreeg de prijs voor zijn bijdrage aan de wiskundige theorie die de effecten van oppervlakte en versnippering van natuur op de populaties van wilde planten en dieren beschrijft. Ongeveer gelijktijdig doemden in Nederland de contouren op van een drastische koerswijziging van de overheid, die een einde zou maken aan het Nederlandse natuurbeleid dat sinds 1990 op deze theorie was gebaseerd. Er werden ingrijpende bezuinigingen aangekondigd, van meer dan 70%. Nooit eerder was de kloof tussen regeringsbeleid en wetenschappelijk inzicht zo diep. Deze koerswijziging heeft de aanzet gegeven tot een politieke en maatschappelijke herbezinning op nut en noodzaak van het natuurbelei
