    Sustainable Development in Poland - why it is not workable?

    The sustainable development principle was introduced into the Polish legal system when the New Constitution was adopted in Poland in 1997. Paradoxically, in Poland - one of the few countries which have introduced the concedpt of SD at the level of the Constitution, it is difficult to find a reference to it in the political debate. The national sustainable development strategy Poland 2025 has met no response among society and today it seems to be hardly remembered by anybody. An average citizen does not know the concept of SD. or has a vague notion of it, often identifying it exclusively with environmental protection.Problematyka trwałego rozwoju (sustainable development) w krajach "starej" Unii Europejskiej nabiera coraz większego znaczenia. Chodzi o równoczesne podnoszenie poziomu ekonomicznego życia społeczeństw, bezpieczeństwo socjalne oraz ochronę środowiska naturalnego. Polska, jak jeden z pierwszych krajów europejskich, wprowadziła imperatyw trwałego rozwoju do nowej konstytucji z 1997 r. Niestety, zapis w ustawie zasadniczej nie zmienił obojętnego podejścia polityków i społeczeństwa polskiego do koncepcji trwałego rozwoju. W rzeczywistości w Polsce nie toczy się żadna debata publiczna na powyższy temat. Wydaje się, że relatywnie ciągle jeszcze niski poziom gospodarczy i cywilizacyjny naszego społeczeństwa nie sprzyja podejmowaniu rzetelnej dyskusji i działań w kierunku zagwarantowania w Polsce trwałego rozwoju uwzględniającego czynniki ekonomiczne, społeczne i ekologiczne

    Polish Best Practices on European Integration Process - Recommendations for Moldova

    Moldova unilaterally declares its EU membership aspirations and started the process of economic, legal and institutional approximation targeted at establishing free market economy, stable democratic institutions and sound legal system. In the paper the authors made an attempt to assess the competitive and institutional capacity of Moldova in the context of EU membership requirements. It presents Polish achievements in European integration process as a CEE successful way towards full membership. The paper is devoted to transfer know how on Polish experience in EU integration at first stages of the process, with the emphasis on assessment of fulfillment of Copenhagen criteria and the role of association stage in the integration process as a whole. Basing on Poland's example, it provides the recommendations for Moldova on possible ways of integration with the EU so that Moldovan economy and society would be able to benefit most from the process - in other words, to successfully conclude the transformation of economy and adjust law and state institutions to European standards. The analysis does not cover the political aspects of Transdniestrian conflict as it is an important and broad issue that requires deep separate analysis. In the paper there is also no evaluation of cooperation within Stability Pact for South Eastern Europe since we consider Moldova as Eastern European country with clear geopolitical position neighboring Ukraine and Romania.European Union Integration, Trade and Trade Policy, Transition

    Experiences with OpenMP in tmLQCD

    An overview is given of the lessons learned from the introduction of multi-threading using OpenMP in tmLQCD. In particular, programming style, performance measurements, cache misses, scaling, thread distribution for hybrid codes, race conditions, the overlapping of communication and computation and the measurement and reduction of certain overheads are discussed.
