    Scenario projects in Japanese government: Strategic approaches for overcoming psychological and institutional barriers

    Scenario planning in the public sector has significant differences from scenario planning in the corporate world. Scenario planning in the government not only tends to be focused on issue of higher complexity and significance to public policy, but also in comparison to people in the private business, public officials have fundamental psychological and institutional constraints in their scenario thinking. These constraints make it difficult for them to contemplate multiple ‘untidy’ futures and imagine the possibility of policy failure: skills which are essential for successful scenario projects. Based on specific characteristics of scenario planning in the Japanese government, this paper contributes on better understanding the challenges and strategic solutions in providing more successful scenario planning in the public sector. Specifically, this paper argues that possible solutions in overcoming these constraints may be to shake public bureaucrats out of their thinking by providing free and open venues of conversation and more importantly through ‘derailment’ exercises

    Urban Big Data and Sustainable Development Goals: Challenges and Opportunities

    Cities are perhaps one of the most challenging and yet enabling arenas for sustainable development goals. The Sustainable Development Goals (SDGs) emphasize the need to monitor each goal through objective targets and indicators based on common denominators in the ability of countries to collect and maintain relevant standardized data. While this approach is aimed at harmonizing the SDGs at the national level, it presents unique challenges and opportunities for the development of innovative urban-level metrics through big data innovations. In this article, we make the case for advancing more innovative targets and indicators relevant to the SDGs through the emergence of urban big data. We believe that urban policy-makers are faced with unique opportunities to develop, experiment, and advance big data practices relevant to sustainable development. This can be achieved by situating the application of big data innovations through developing mayoral institutions for the governance of urban big data, advancing the culture and common skill sets for applying urban big data, and investing in specialized research and education programs

    Challenges and Opportunities of Urban Big-data for Sustainable Development

    Cities are the most critical arena for advancing sustainable development and there is a growing enthusiasm of and recognition for the potential of applying urban big-data towards solving urban sustainability challenges. However, while the promise of urban big-data is real, there is currently a wide gap between its full potential and its realization. This article offers a brief overview of different sources of urban big-data and gives examples of emerging applications for urban sustainability in the area of urban mobility and urban energy management. Furthermore, a discussion on the socio-technical challenges of urban big-data is presented. To advance the sustainability applications of urban big-data, policymakers, practitioners, and businesses should view the emergence of these innovations through a lens of ‘hospitality’. Through this lens, cities may strengthen institutions to govern the development of urban big-data, enhance a grassroots culture for diffusing emerging sustainability innovations, and invest in university-led research and education

    Non-formal environmental education in a vulnerable region: Insights from a 20-year long engagement in Petrópolis, Rio de Janeiro, Brazil

    Environmental education is essential in the diffusion of the ethics, values, and skills that are critical to sustainable transformations. This paper presents the experience of non-formal environmental education approaches held in schools in the Petrópolis region of Rio de Janeiro, Brazil between 1997–2016. This paper adds to the literature on the relevant approaches and effectives of non-formal environmental education, especially in the vulnerable areas of low and middle-income regions that face critical environmental challenges. Specifically, to set up the context, this paper intends to firstly convey the commonly identified environmental sustainability challenges that the communities of the Petrópolis region are facing. Secondly, this report aims to convey key insights on how non-formal environmental education practices can strengthen gardening skills, environmental ethics, and sustainable food practices. These approaches have the potential to enhance the capacity of students toward sustainable transformations through encouraging them to be engaged with local social-environmental challenges. This paper adds new insights to the growing literature on non-formal environmental education, and it is hoped to inspire new educational approaches among sustainability educators

    Agricultural water policy reforms in China: a representative look at Zhangye City, Gansu Province, China

    Water resources are essential for agricultural production in the grain-producing region of China, and water shortage could significantly affect the production and international trade of agricultural products. China is placing effort in new policies to effectively respond to changes in water resources due to changes in land use/land cover as well as climatic variations. This research investigates the changes in land, water, and the awareness of farmer vis-à-vis the implementation of water-saving policies in Zhangye City, an experimental site for pilot programs of water resources management in China. This research indicates that the water saved through water-saving programs and changes in cropping structure (2.2 × 108 m3 a-1) is perhaps lower than the newly increased water withdrawal through corporate-led land reclamation (3.7 × 108 m3 a-1). Most critically, the groundwater withdrawal has increased. In addition, our survey suggests that local government is facing a dilemma of water conservation and agricultural development. Therefore, the enforcement of the ban on farmland reclamation and irrigation water quotas in our study area is revealed to be relatively loose. In this vein, the engagement of local stakeholders in water governance is essential for the future sustainable management of water resources

    The resilience of embodied energy networks: a critical dimension for Sustainable Development Goals (SDGs)

    Access, renewables and efficiency have been identified as targets in the field of energy under the Sustainable Development Goals (SDGs). Resilience is also a critical dimension that needs to be considered in moving towards sustainable energy. Diversification of direct energy suppliers has been the conventional recourse for achieving energy security. In consideration of the increasingly globalized nature of trade, energy and supply chain networks, however, this approach would be insufficient for addressing the resilience of energy supplies to potential environmental, economic and social shocks and disruptions. In this paper we investigate countries' energy resilience by quantifying diversity in suppliers of both direct and embodied energy and examine how selections of indirect energy supplies can affect the resilience of the entire embodied-energy trade network. We find that the geographical diversity of embodied energy imports is much greater than that of direct energy imports, and there are considerable variations across countries in the diversification of embodied energy imports. This suggests a possible strategy for countries that depend heavily on a few neighbors for their direct energy imports to diversify their supply chain globally in order to benefit from larger diversity of embodied energy supplies, thereby strengthening the energy resilience of their economies

    Graphene on Si(111)7x7

    We demonstrate that it is possible to mechanically exfoliate graphene under ultra high vacuum conditions on the atomically well defined surface of single crystalline silicon. The flakes are several hundred nanometers in lateral size and their optical contrast is very faint in agreement with calculated data. Single layer graphene is investigated by Raman mapping. The G and 2D peaks are shifted and narrowed compared to undoped graphene. With spatially resolved Kelvin probe measurements we show that this is due to p-type doping with hole densities of n_h \simeq 6x10^{12} cm^{-2}. The in vacuo preparation technique presented here should open up new possibilities to influence the properties of graphene by introducing adsorbates in a controlled way.Comment: 8 pages, 7 figure
