    Potential advantages in combining smart and green infrastructure over silo approaches for future cities

    Cities are incorporating smart and green infrastructure components in their urban design policies, adapting existing and new infrastructure systems to integrate technological advances to mitigate extreme weather due to climate change. Research has illustrated that smart green infrastructure (SGI) provides not only climate change resilience but also many health and wellbeing benefits that improve the quality of life of citizens. With the growing demand for smart technology, a series of problems and challenges, including governance, privacy, and security, must be addressed. This paper explores the potential to transition from grey, green, or smart silos to work with nature-based solutions and smart technology to help change cities to achieve considerable environmental and socio-economic benefits. The concepts of grey, green, and smart infrastructure are presented, and the needs, benefits, and applications are investigated. Moreover, the advantages of using integrated smart, green nature-based solutions are discussed. A comprehensive literature review is undertaken with keyword searches, including journal papers, stakeholder and case study reports, and local authority action plans. The methodology adopts multimethod qualitative information review, including literature, case studies, expert interviews, and documentary analysis. Published data and information are analysed to capture the key concepts in implementing SGI systems, such as storm-water control, flood and coastal defense, urban waste management, transportation, recreation, and asset management. The paper investigates the elimination of silo approaches and the alleviation of the destructions caused by extreme weather events using these interdependent SGI systems supported by novel data-driven platforms to provide nature-based solutions to boost the health and wellbeing of the residents

    Implementing data-driven smart city applications for future cities

    Cities are investing in data-driven smart technologies to improve performance and efficiency and to generate a vast amount of data. Finding the opportunities to innovatively use this data help governments and authorities to forecast, respond, and plan for future scenarios. Access to real-time data and information can provide effective services that improve productivity, resulting in environmental, social, and economic benefits. It also assists in the decision-making process and provides opportunities for community engagement and participation by improving digital literacy and culture. This paper aims to review and analyze current practices of data-driven smart applications that contribute to the smooth functioning of urban city systems and the problems they face. The research methodology is qualitative: a systematic and extensive literature review carried out by PRISMA method. Data and information from different case studies carried out globally assisted in the inductive approach. Content analysis identified smart city indicators and related criteria in the case study examples. The study concluded that smart people, smart living, and smart governance methods that have come into practice at a later stage are as important as smart mobility, smart environments, and smart economy measures that were implemented early on, and cities are opening up to new, transparent participatory governance approaches where citizens play a key role. It also illustrates that the current new wave of smart cities with real time data are promoting citizen participation focusing on human, social capital as an essential component in future cities

    Gender Inclusion in Post Disaster Build Back Better Programmes in Sri Lanka

    This paper focuses on consideration and inclusion of gender, specifically, aspects in relation to women in post-disaster rebuilding strategies and policies in Trincomalee and Batticaloa Districts in Sri Lanka. It explores whether gender concerns were addressed within the context of the Build Back Better Programmes and examines the prospects for promoting livelihood opportunities, household incomes, and community benefits. The objectives of the paper are to examine the development of the gender inclusivity agenda in Sri Lanka, explore gender in the context of disaster events, and the impact of genderresponsive programs on the livelihoods of women. Women's participation and engagement in decision-making and the potential contribution of their micro incomes on household earnings are also discussed. The research mainly adopts a qualitative methodology, relying on literature and case study reviews complemented by quantitative data collected by government and international agencies in relation to the location. Policy documents and data sets related to gender inclusion in South Asia, focusing on Sri Lanka and the chosen locations, Trincomalee and Batticaloa, were analyzed. Three case studies were selected and reviewed in detail against their aims, objectives, results, and benefits. An inductive approach was used for the analysis to identify themes that were common or different in the case study examples. These themes were related to the impact on women's engagement and livelihoods in post-disaster contexts. The result and information show that gender inclusion has not advanced considerably. While foundations for gender equity and inclusion are laid, many more progressive initiatives and development protocols are needed to mainstream gender inclusion in post-disaster development programmes. It is expected that findings will provide a deeper understanding of gender inclusion in redevelopment activities and the related governance processes to engage women and respond to their needs with the available resources

    Smart Adaptive Homes and Their Potential to Improve Space Efficiency and Personalisation

    Over the last decades, population growth in urban areas and the subsequent rise in demand for housing have resulted in significant space and housing shortages. This paper investigates the influence of smart technologies on small urban dwellings to make them flexible, adaptive and personalised. The study builds on the hypothesis that adaptive homes and smart technology could increase efficiency and space usage up to two to three times compared to a conventional apartment. The present study encompasses a comprehensive semi-systematic literature review that includes several case studies of smart adaptive homes demonstrating various strategies that can be employed to enhance the functionality of small spaces while reducing the physical and psychological limitations associated with them. These strategies involve incorporating time-dependent functions and furniture, as well as division elements that can adapt to the changing needs of users in real-time. This review further categorises types of flexibility and adaptation regarding the size of the moving elements, the time that the transformation takes and whether it is performed manually (by a human) or automatically (by a machine). Results show that smart and adaptive technology can increase space efficiency by reducing the need for separate physical spaces for different activities. Smart technology substantially increases the versatility and multifunctionality of a room in all three dimensions and allows for adaptation and customisation for a variety of users

    Challenges faced by marginalized communities in a post-disaster context: a systematic review of the literature

It is imperative to explore the challenges faced by marginalized communities to increase their inclusion in the post-disaster context. Therefore, this paper presents a systematic literature review of the challenges facing marginalized communities in the post-disaster context. The study identified 57 challenges faced by children, women, people with disabilities, and older adults under six categories: social, health, political, infrastructure, economic, and communication. The most common challenges all four marginalized communities face are the development of post-traumatic stress disorder, the struggle to acquire the necessities of life due to unequal distribution, the lack of income-generating opportunities, and sexual and gender-based violence. Most studies focus on women’s challenges, followed by those of children, older adults, and persons with disabilities. The study also explored the challenges faced in terms of intersectionality, experienced by groups of people who fall under more than one marginalized community. Finally, a conceptual framework was developed to improve the inclusion of marginalized communities during the post-disaster context by incorporating the challenges as one of the key components of the framework.Published onlin

    The ANDROID case study; Venice and its territory : existing mitigation options and challenges for the future

    The Work Package 7 (Research Futures & Special Interest Groups) of the ANDROID project, within a specific working group, selected Venice and its territory as an emblematic case study of a region that could be affected by cross-border disastrous events. The paper provides a general overview on the topic, trying to organise the large amount of available scientific literature in some strategic cores, identifying undoubted milestones, open questions and future research needs, following a holistic approach to risk assessment. This case study is carried out not only as an engaging exercise, but with the purpose to provide a reference point for scientists and teachers interested to translate multifaceted knowledge into specific solutions. In fact, the paper is strongly linked as a whole to other three ones (presented at the 4th International Conference on Building resilience by WP7 group participants), which deepen respectively hazard, vulnerability/resilience, and mitigation about the site taken into consideration. Furthermore, the City of Venice takes part to the UNISDR Program “Making Cities Resilient”, and planned a robust intervention, consisting in the realisation of mobile dikes located at the openings of the lagoon (MOSE project, almost terminated), which has been strongly debated since the beginning, due to possible negative consequences on the environment. At last, the paper analyses drawbacks and benefits of the above said intervention, and suggests further proposals for the global safeguard of Venice and its lagoon

    Effective Stakeholder Management for Inclusive Post-Flood Management: Sri Lanka as a Case Study

    This study aimed to examine post-flood management, with a particular focus on enhancing the inclusivity of marginalised communities through stakeholder analysis. This study was based on an interpretivist mixed method approach, under which 30 semi-structured stakeholder interviews were conducted. Interest versus power versus actual engagement matrix, social network analysis, and thematic analysis techniques were employed under the stakeholder analysis tool to analyse the collected data. The findings highlight the lack of clearly defined responsibilities among key stakeholders. Marginalised communities and community-based organisations have a high level of interests but a low level of power in decision making, resulting in weak engagement and the exclusion of their perceptions. This lack of collaboration and coordination among stakeholders has made marginalised communities more vulnerable in post-flood situations, as their interests are not defended. The findings emphasise the importance of conducting stakeholder analysis in the decision-making process to enhance stakeholder engagement and interaction, as well as promote inclusivity of marginalised communities in the post-flood recovery efforts of the government. Finally, this study recommends developing strategies to improve collaboration among stakeholders, fostering inclusiveness and customising these strategies according to the different types of stakeholders identified through stakeholder analysis
