    Scheduling Super Rugby

    We develop scheduling models of Super Rugby, the existing Super 14 (2006–2010) and the proposed Super 15 (from 2011), and the revised national provincial ITM Cup competition (from 2011). Developing schedules for these competitions involves a large number of competition design decisions and scheduling compromises between team welfare, travel, television, and revenue management. We show that Super 15 addresses some of the complications that arose in scheduling Super 14. The 2011 ITM cup features a very tight scheduling window due to the Rugby World Cup, with 10 matches per team over a 7 week period. The schedules developed show that it is possible to accommodate most of the (assumed) preferences of teams and organisers

    Haiti's Fatally Flawed Elections

    This report describes the results of an independent recount of vote tally sheets from Haiti's November 28 presidential election. These 11,181 election tally sheets from across Haiti were posted online by Haiti's Provisional Electoral Council (CEP). It finds that for some 1,326 voting booths, or 11.9 percent of the total, tally sheets were either never received by the CEP or were quarantined for irregularities. This corresponds to about 12.7 percent of the vote, which was not counted and is not included in the final totals that were released by the CEP on December 7, 2010 and reported by the press. It also found many more tally sheets that had irregularities in the vote totals that were sufficient to disqualify them, and a large number of clerical errors that further undermines the credibility of the vote count. The report finds that based on the numbers of irregularities, it is impossible to determine who should advance to a second round. If there is a second round, it will be based on arbitrary assumptions and/or exclusions

However, these pessimistic forecasts have been far off the mark for most of the past decade. This paper looks at the available economic data to see if Venezuela's economic recovery could be sustained, or even accelerated. It finds that Venezuela's current economic growth is sustainable and could continue at the current pace or higher for many years

    For more than 20 years there have been efforts to reform the IMF through changing its voting structure. There are structural limits to both the success, in quantitative terms, of changing these limits; and to the impact of any changes that are won. Ignoring these constraints for the moment, it should in principle be possible to give more voice to the majority of the world's governments, and by extension their people, by increasing voting shares of low- and middle-income countries; and in this way to possibly make IMF policy better reflect and serve the interests of the majority of the world's population, especially in low- and middle-income countries

    Automated observation scheduling for the VLT

    It is becoming increasingly evident that, in order to optimize the observing efficiency of large telescopes, some changes will be required in the way observations are planned and executed. Not all observing programs require the presence of the astronomer at the telescope: for those programs which permit service observing it is possible to better match planned observations to conditions at the telescope. This concept of flexible scheduling has been proposed for the VLT: based on current and predicted environmental and instrumental observations which make the most efficient possible use of valuable time. A similar kind of observation scheduling is already necessary for some space observatories, such as Hubble Space Telescope (HST). Space Telescope Science Institute is presently developing scheduling tools for HST, based on the use of artificial intelligence software development techniques. These tools could be readily adapted for ground-based telescope scheduling since they address many of the same issues. The concept are described on which the HST tools are based, their implementation, and what would be required to adapt them for use with the VLT and other ground-based observatories

    An expert system approach to astronomical data analysis

    Expert systems technology has much to offer to the problem of astronomical data analysis, where large data volumes and sophisticated analysis goals have caused a variety of interesting problems to arise. The construction of a prototype expert system whose target domain is CCD image calibration, is reported. The prototype is designed to be extensible to different and more complex problems in a straighforward way, and to be largely independent of the details of the specific data analysis system which executes the plan it generates

    With the ever increasing level of automation of astronomical telescopes the benefits and feasibility of automated planning and scheduling are becoming more apparent. Improved efficiency and increased overall telescope utilization are the most obvious goals. Automated scheduling at some level has been done for several satellite observatories, but the requirements on these systems were much less stringent than on modern ground or satellite observatories. The scheduling problem is particularly acute for Hubble Space Telescope: virtually all observations must be planned in excruciating detail weeks to months in advance. Space Telescope Science Institute has recently made significant progress on the scheduling problem by exploiting state-of-the-art artificial intelligence software technology. What is especially interesting is that this effort has already yielded software that is well suited to scheduling groundbased telescopes, including the problem of optimizing the coordinated scheduling of more than one telescope

    Spike: AI scheduling for Hubble Space Telescope after 18 months of orbital operations

    This paper is a progress report on the Spike scheduling system, developed by the Space Telescope Science Institute for long-term scheduling of Hubble Space Telescope (HST) observations. Spike is an activity-based scheduler which exploits artificial intelligence (AI) techniques for constraint representation and for scheduling search. The system has been in operational use since shortly after HST launch in April 1990. Spike was adopted for several other satellite scheduling problems; of particular interest was the demonstration that the Spike framework is sufficiently flexible to handle both long-term and short-term scheduling, on timescales of years down to minutes or less. We describe the recent progress made in scheduling search techniques, the lessons learned from early HST operations, and the application of Spike to other problem domains. We also describe plans for the future evolution of the system
