    Abul A’la Maududi: Innovator or Restorer of the Islamic Caliphate?

    This article reviews the political thought of one of the most important figures during the Islamic resurgence in the 20th century, Abul A’la Maududi. The thought of Maududi is often read superficially by either those desiring to portray him as politically ‘liberal’ and ‘progressive’ as well as ‘backwards’ and ‘conservative’. The core of debates surrounding Maududi’s support for liberal democratic principles such as equality, freedom, democratic elections, and the like are pinpointed and reviewed individually, according to two main primary texts, Islamic Way of Life, and Islamic Law and Constitution. The themes that are covered by the article concern (a) the meaning of his term ‘theodemocracy’; (b) Maududi’s understanding of the ‘shurah council’ (advisory council to the Caliph) and its meaning in terms of popular sovereignty; and (c) the people’s role in maintaining rule of law and the office of the Caliph. It is argued that after a review of these concepts within their respective contexts, the argument attempting to show Maududi as an ‘innovator’ or ‘progressive’ in terms of his application of Islamic law in his modern-day ideal for an Islamic state collapses. Rather, it is shown that Maududi clearly envisioned the ideal Caliphate as one established by the prophet Muhammad and his companions (the ‘Rashidūn Caliphate’) and affirmed Divine sovereignty over the general concept of ‘popular sovereignty’ as conceived by western political thought

    Contrasting Political Theory in the East and West: Ibn Khaldun versus Hobbes and Locke

    Recent developments in our globalized world are beginning the scholarly world to answer the question pertaining to the relationship between Islam—a “faith”—and politics and governance. In order to understand the Islamic worldview from the perspective of Ibn Khaldun, with whom many modern Islamists would agree with, a comparison is made with early progenitors of liberalism and the social contract, John Locke and Thomas Hobbes. By understanding the fundamental differences between the theorists, and how Ibn Khaldun’s is completely separate from the western tradition, it becomes easier to understand exactly why Islamic models of governance are at direct odds with the west. The main difference between the two models of governance is the use of a fundamental criteria determining right from wrong, as opposed to Hobbes’ and Locke’s theories being based purely on assumption that the validity of their respective arguments is based upon the theory’s acceptance among the people. In other words, western political theorists lack the consistency and justification for their theories, at least from the Islamist point of view

    An Analysis of the Historical Application of Jihad and Implications on the Clash of Civilizations

    This paper is a part-review analysis into the modern conception of both the word and Jihād and the violent nature of Islam. In order to develop an overarching modern theory of Jihād, current opinions and general argumtations in the literature are examined. Two theories have emerged in defining Islam and the role of Jihād in Islam. The first is that of the so-called Muslim apologists; scholars who define Jihād as mainly a personal struggle, and whose physical application (warfare) is only in self-defence of the Islamic community. The second sponsors the concept of ‘offensive’ Jihād: that Islam is imperialistic and has a vision of global domination. The stark contrast in the divisions that the scholarship have are indicative of two opposing parties, likely each basing their respective policy positions on beliefs on the nature of Islam as a violent of peaceful ‘religion’

    Comparison of Canadian and Bangladeshi Pension Systems and Implications on Economic Policy

    Abstract Purpose: The purpose of this paper is to propose the most economically efficient policy to countering the pension crisis in Bangladesh and other "least developed" countries with unique socio-cultural background. Design: A background of costs and benefits of Canada, a representative of a well-off OECD country"s pension system is reviewed and its policies applied to the context of Bangladesh, to determine potential socio-economic outcomes. Findings: The analysis shows that it is not in the social or economic interest of Bangladesh or similar countries to use the same policies currently being deployed by Canada and most other OECD countries. Research implications: This type of analysis opens up the prospect of cultural considerations when looking at the viability of a pension policy; it is not always logical to use policies being used in countries of other cultural backgrounds. Originality/value: This paper is the first of its kind to apply socioeconomic costs and benefits of developed countries "policies and apply them to the context of a developing country keeping in mind the cultural aspect and its implications. It aims at bringing back original ethical and moral values and a social orientation that should inspire all stakeholders in the sector and offer to ensure self-regulation initiatives and rules that converge toward a solid foundation of principles. These rules will help both western and eastern countries to build on their inherent strength and fundamental human qualities

    Analysis and Design of Integrated Magnetorquer Coils for Attitude Control of Nanosatellites

    The nanosatellites typically use either magnetic rods or coil to generate magnetic moment which consequently interacts with the earth magnetic field to generate torque. In this research, we present a novel design which integrates printed embedded coils, compact coils and magnetic rods in a single package which is also complaint with 1U CubeSat. These options provide maximum flexibility, redundancy and scalability in the design. The printed coils consume no extra space because the copper traces are printed in the internal layers of the printed circuit board (PCB). Moreover, they can be made reconfigurable by printing them into certain layers of the PCB, allowing the user to select any combination of series and parallel coils for optimized design. The compact coil is wound around the available space in a 1U complaint CubeSat panel and it can accommodate much more number of turns compared to printed coil; consequently generating more torque. The magnetic rod is made complaint with the existing available options and can easily be integrated in the panel. This design gives a lot of flexibility because one can choose to optimize power, optimized torque or rotation time by choosing among the available magnetorquer options. The proposed design approach occupies very low space, consume low power and is cost effective. The analysis in terms of generated torque with certain applied voltages, trace widths. The analysis results in terms of selection of optimized parameters including torque to power ratio will be presented

    Coulomb drag propulsion experiments of ESTCube-2 and FORESAIL-1

    This paper presents two technology experiments – the plasma brake for deorbiting and the electric solar wind sail for interplanetary propulsion – on board the ESTCube-2 and FORESAIL-1 satellites. Since both technologies employ the Coulomb interaction between a charged tether and a plasma flow, they are commonly referred to as Coulomb drag propulsion. The plasma brake operates in the ionosphere, where a negatively charged tether deorbits a satellite. The electric sail operates in the solar wind, where a positively charged tether propels a spacecraft, while an electron emitter removes trapped electrons. Both satellites will be launched in low Earth orbit carrying nearly identical Coulomb drag propulsion experiments, with the main difference being that ESTCube-2 has an electron emitter and it can operate in the positive mode. While solar-wind sailing is not possible in low Earth orbit, ESTCube-2 will space-qualify the components necessary for future electric sail experiments in its authentic environment. The plasma brake can be used on a range of satellite mass classes and orbits. On nanosatellites, the plasma brake is an enabler of deorbiting – a 300-m-long tether fits within half a cubesat unit, and, when charged with -1 kV, can deorbit a 4.5-kg satellite from between a 700- and 500-km altitude in approximately 9–13 months.     Global, regional, and national burden of disorders affecting the nervous system, 1990–2021: a systematic analysis for the Global Burden of Disease Study 2021

    BackgroundDisorders affecting the nervous system are diverse and include neurodevelopmental disorders, late-life neurodegeneration, and newly emergent conditions, such as cognitive impairment following COVID-19. Previous publications from the Global Burden of Disease, Injuries, and Risk Factor Study estimated the burden of 15 neurological conditions in 2015 and 2016, but these analyses did not include neurodevelopmental disorders, as defined by the International Classification of Diseases (ICD)-11, or a subset of cases of congenital, neonatal, and infectious conditions that cause neurological damage. Here, we estimate nervous system health loss caused by 37 unique conditions and their associated risk factors globally, regionally, and nationally from 1990 to 2021.MethodsWe estimated mortality, prevalence, years lived with disability (YLDs), years of life lost (YLLs), and disability-adjusted life-years (DALYs), with corresponding 95% uncertainty intervals (UIs), by age and sex in 204 countries and territories, from 1990 to 2021. We included morbidity and deaths due to neurological conditions, for which health loss is directly due to damage to the CNS or peripheral nervous system. We also isolated neurological health loss from conditions for which nervous system morbidity is a consequence, but not the primary feature, including a subset of congenital conditions (ie, chromosomal anomalies and congenital birth defects), neonatal conditions (ie, jaundice, preterm birth, and sepsis), infectious diseases (ie, COVID-19, cystic echinococcosis, malaria, syphilis, and Zika virus disease), and diabetic neuropathy. By conducting a sequela-level analysis of the health outcomes for these conditions, only cases where nervous system damage occurred were included, and YLDs were recalculated to isolate the non-fatal burden directly attributable to nervous system health loss. A comorbidity correction was used to calculate total prevalence of all conditions that affect the nervous system combined.FindingsGlobally, the 37 conditions affecting the nervous system were collectively ranked as the leading group cause of DALYs in 2021 (443 million, 95% UI 378–521), affecting 3·40 billion (3·20–3·62) individuals (43·1%, 40·5–45·9 of the global population); global DALY counts attributed to these conditions increased by 18·2% (8·7–26·7) between 1990 and 2021. Age-standardised rates of deaths per 100 000 people attributed to these conditions decreased from 1990 to 2021 by 33·6% (27·6–38·8), and age-standardised rates of DALYs attributed to these conditions decreased by 27·0% (21·5–32·4). Age-standardised prevalence was almost stable, with a change of 1·5% (0·7–2·4). The ten conditions with the highest age-standardised DALYs in 2021 were stroke, neonatal encephalopathy, migraine, Alzheimer's disease and other dementias, diabetic neuropathy, meningitis, epilepsy, neurological complications due to preterm birth, autism spectrum disorder, and nervous system cancer.InterpretationAs the leading cause of overall disease burden in the world, with increasing global DALY counts, effective prevention, treatment, and rehabilitation strategies for disorders affecting the nervous system are needed

    The political thought of Abul A'la Maududi and the limits of the secular

    This thesis is an analysis of the political thought of Abul A’la Maududi (d. 1979), a theologian and political theorist who formed one of the strongest movements of Islamist thought in the 20th century. Facing the dilemma of the modern nation-state vis-à-vis its centralizing and homogenizing tendencies in the post-colonial Muslim context, Maududi offered a solution to the problems concerning the inability of many of these countries to build a national vision, often the same problems experienced in so-called secular nation-states (i.e., white Europe and North America). It is argued that Maududi recognized the inability of any coherent group of people to create such a national vision. In his view, this is compounded by – and in many ways the impetus for – ideological conflict in Muslim countries resulting from an inability to realize the Divine Will. That is, for Maududi, this was a theological issue as much as it was a quest for peace and coherence in the nascent nation-state of Pakistan in which he was writing. It is argued that despite the problematic areas, Maududi’s theory provides an alternative solution by proposing an alternative to the nation-state by realizing the Divine Will through the cultivation of moral selves – which to date has remained a mere wistful longing of many post-modern theorists.Arts, Faculty ofPolitical Science, Department ofGraduat
