See the document titled Changing Responsibilities and Roles for Plant Genetic Resources within the CGIAR System (October 1992) and its attachments. This version (prepared earlier in 1993) is introduced by a May memo from Geoff Hawtin, Director General of IBPGR, suggesting revisions to respond to changing circumstances, reflecting comments from representatives of several centers, and stressing the urgency of CGIAR action.The paper is based on the deliberations of the Intercenter Working Group on Plant Genetic Resources. It describes the current role of the centers in the context of the global system, proposes a future role, and seeks to provide a basis for developing a strategy. Specifically it addresses the coverage of center activities in conservation and utilization, the legal status of germplasm collections and related information, the contribution of the centers to global cooperation, conservation strategies, germplasm health and exchange, genebank documentation and information, and research and training.     This descriptor list, which has been prepared according to a standard IBPGR format, supersedes the list published in 1980. Descriptors are grouped under the following headings: (1) accession data, dealing with identification; (2) collection data, including details recorded by collectors; (3) date relating to site at which preliminary evaluation is carried out; (4) plant data, including vegetative, inflorescence and fruit traits; (5) and (6) similar data recorded during further evaluation; (7) stress susceptibility; (8) pest and disease susceptibility; (9) alloenzyme composition; (10) cytological characters and identified genes; and (11) notes. The information in categories (1) to (4) is considered the minimum that should be available for any one accession. A list of Gossypium species, including tetraploids, and their genome designations are given in an appendix

Peacock states that the board has decided to initiate a study on the future organizational arrangements for the IBPGR. This action was taken in the light of notification from the FAO that it wished to amend the headquarters agreement to require payment for the office space and services provided to the IBPGR in the past, and that it could not make additional space available.
