    Business Incubators: Creation of a Fit in Armenia

    In this paper, we evaluate the extent to which business incubation services meet tenantā€™s needs. Additionally, we pose the question of whether the current business incubators actually cover the needs of a particular industry. Our empirical setting is a developing country in the Caucasian Region (Armenia) and we chose to research solely the IT industry. We employed a two stage procedure: first, we conducted interviews with pivotal people familiar with business incubation in Armenia; second, an electronic questionnaire survey was sent to the entire Armenian IT population. The results suggest a moderate need of IT companies for the typical business incubation services. Further, we show that incubated companies are generally satisfied with the services they enjoy albeit this satisfaction level decreases as the needs increase. Non-incubated companies, on the other hand, perceive incubation services to be valuable for their development and this value increases when their needs increase. Our study implies that a more extensive service provision is necessary to fully cover the needs of the Armenian IT industry for business incubation services

    A statistical model of carbon/carbon composite failure

    A failure model which considers the stochastic nature of the damage accumulation process is essential to assess reliability and to accurately scale the results from standard test specimens to composite structures. A superior filamentary composite for high temperature applications is composed of carbon fibers in a carbon matrix. Carbon-carbon composites are the strongest known material at very high temperatures. Since there appears to be a significant randomness in C-C material strength which cannot be controlled or detected with current technology, a better model of the material failure based upon statistical principles should be used. Simple applications of the model based upon the limited data provide encouraging results that indicate that better design of test specimens would provide a substantially higher prediction for the design strength of C-C composites. An A-basis strength for the C-C tensile rings from a first stage D-5 billets was estimated. A statistical failure model was developed for these rings which indicates that this strength may be very conservative for larger C-C parts. The analysis may be improved by use of a heterogeneous/noncontinuum finite element approach on the minimechanical level

    The correlation between RAE ratings and citation counts in psychology

    We counted the citations received in one year (1998) by each staff member in each of 38 university psychology departments in the United Kingdom. We then averaged these counts across individuals within each department and correlated the averages with the Research Assessment Exercise (RAE) grades awarded to the same departments in 1996 and 2001. The correlations were extremely high (up to +0.91). This suggests that whatever the merits and demerits of the RAE process and citation counting as methods of evaluating research quality, the two approaches measure broadly the same thing. Since citation counting is both more cost-effective and more transparent than the present system and gives similar results, there is a prima facie case for incorporating citation counts into the process, either alone or in conjunction with other measures. Some of the limitations of citation counting are discussed and some methods for minimising these are proposed. Many of the factors that dictate caution in judging individuals by their citations tend to average out when whole departments are compared

    Reid, Rosmini, Mill, and Kripke on proper names

    The theory of proper names proposed by J.S. Mill in A system of logic (1843), and discussed in S. Kripkeā€™s Naming and necessity (1980), is shown to be predated by A. Rosminiā€™s Nuovo saggio sullā€™origine delle idee (1830) and T. Reidā€™s Essays on the intellectual powers of man (1785). For philological reasons, Rosmini probably did not obtain his view of proper names from Reid. For philosophical reasons, it is unlikely that he got it from Hobbes, Locke, Smith, or Stewart. Although not explicitly indicated by Rosmini himself, he may have been influenced by St. Thomas, who in Summa theologica discusses suppositum and natura in relation to the equivocal functions of the terms ā€Godā€ and ā€sunā€ as common and proper names. As previously observed, forerunners of the idea can be found in Antiquity, in Platoā€™s Theaetetus and Aristotleā€™s Metaphysics. From a historical point of view, the fully developed ā€Millianā€ opinion that connotation is not a fundamental aspect of proper names, and that their referents are not fixed by description, could more accurately be termed the Reid-Rosmini-Mill theory
