    Security-first thinking and educational practices for young children in foster care in Sweden and England: A think piece

    While the education of looked after children has attracted considerable policy attention in Europe and North America, and globally the early education of preschool aged children is the subject of substantial investment, the early education of young children in foster care is neglected in both research and policy. This paper is a cross-national think piece to stimulate research and debate about young children in foster care. We present findings from two studies, one in England and one in Sweden, exploring foster carers’ views and practices with young children. We argue that there is a perceived tension, in foster care policy and practice, between education and emotional wellbeing such that young children's attachment relationships and sense of security is privileged over their engagement in educational practices. Attachment relationships are a necessary but insufficient condition for optimal development of fostered children

    Using the stated preference method for the calculation of social discount rate

    The aim of this paper is to build the stated preference method into the social discount rate methodology. The first part of the paper presents the results of a survey about stated time preferences through pair-choice decision situations for various topics and time horizons. It is assumed that stated time preferences differ from calculated time preferences and that the extent of stated rates depends on the time period, and on how much respondents are financially and emotionally involved in the transactions. A significant question remains: how can the gap between the calculation and the results of surveys be resolved, and how can the real time preferences of individuals be interpreted using a social time preference rate. The second part of the paper estimates the social time preference rate for Hungary using the results of the survey, while paying special attention to the pure time preference component. The results suggest that the current method of calculation of the pure time preference rate does not reflect the real attitudes of individuals towards future generations

    Digitalization and sustainability: a call for a digital green deal

    The relation between digitalization and environmental sustainability is ambiguous. There is potential of various digital technologies to slow down the transgression of planetary boundaries. Yet resource and energy demand for digital hardware production and use of data-intensive applications is of substantial size. The world over, there is no comprehensive regulation that addresses opportunities and risks of digital technology for sustainability. In this perspective article, we call for a Digital Green Deal that includes strong, cross-sectoral green digitalization policies on all levels of governance. We argue that a Digital Green Deal should first and foremost aim at greater policy coherence: Current digital policy initiatives should include measures that service environmental goals, and environmental policies must address risks and advance opportunities of digital technologies to spur sustainability transformations
